Program Overview:

The Veterans Upward Bound (VUB) program is a TRIO Program funded by the US Department of Education. VUB is designed to motivate and assist veterans in the development of academic and other requisite skills necessary for acceptance and success in a program of postsecondary education. The program provides assessment and enhancement of basic skills through counseling, mentoring, tutoring, and academic instruction in the core subject areas. The primary goal of the program is to increase the rate at which participants enroll in and complete postsecondary education programs.

The VUB Students Training for Academic Readiness and Success (STARS) provides services to participants in the Tulsa and Muskogee areas.

Position Overview:

This position is a field position that will not be permanently officed on the UCO Campus. This position is expected to operate in-person daily in Tulsa, Oklahoma, and its surrounding communities, as well as in and around Muskogee, Oklahoma, and once a month at the VUB Hub (main office) located at the University of Central Oklahoma Edmond campus. On assigned working days at the VUB Hub, travel will be reimbursed calculated from Tulsa, Oklahoma or Muskogee, Oklahoma. The ideal candidate would live in one of these areas and/or be familiar with these areas to help with community connections.

Directs program or services activities to ensure relevant guidelines, specifications, policy and/or procedures are followed for academic-related programs, groups, and/or services. Assess to make sure the educational needs and goals are being met. Facilitates communication between administrators, faculty, staff, and students concerning program and/or services. Maintains relevant databases to ensure accurate and accessible records. Prepare reports summarizing statistical data or describing program objectives and accomplishments.

Monday – Friday 8am – 5pm, some evenings and weekends.

This position is a grant-funded position which can be renewed yearly for up to 5 years but is not guaranteed. This grant cycle ends on August 31, 2027.

Department Specific Essential Job Functions:
  • Oversee daily operations of project components.
  • Prepares reports and implements policy and procedures. Assume responsibility for the timely completion of all project objectives.
  • Supervise and monitor project staff.
  • Coordinate activities to maximize the effectiveness of project resources.
  • Recruit and train key program personnel and assist staff in the coordination of external resource personnel.
  • Coordinate training activities for program staff.
  • Create activities calendar to ensure all required and permissible services are available to participants.
  • Administer grant services and facilitate workshops.
  • Evaluate eligible participants and conduct intake interviews.
  • Track participant records via secure electronic database for Annual Performance Report (APR).
  • Document unit-level services provided for each participant to chart data for monitoring project objectives and goals.
  • Communicate project objectives with key community stakeholders to coordinate project enrichment.
  • Work with VUB-STARS Steering Committee to maintain continuous evaluation of the project.
  • Determine baseline data; maintain relevant project statistics; evaluate project procedures.
  • Submit Annual Performance Report to U.S. Department of Education.
  • Provide an environment ensuring that quality services are provided for program participants.
  • Keep, track and audit student files and records.
  • Provide data for tracking and monitoring activities.
  • Collect, organize, and enter data.
  • Convert manual records to a computer-based information system.
  • Perform other related duties as assigned.
  • Work to communicate and inform understanding of the objectives of the program to external stakeholders.
Qualifications/Experience Required:

Master’s degree in related field to the position plus 3+ years of relevant experience or 7+ years of equivalent work experience that provides knowledge of and exposure to fundamental theories, principles, and concepts. A valid driver’s license is required, as well as transportation and/or the ability to travel to and from community partner locations and recruiting events.

Qualifications/Experience Preferred :

Highly preferred U.S. Military Veteran or previous work related to serving veterans and TRIO experience as a staff or participant. Four years of experience in an education setting. Two years of experience working in a TRIO program, or three or more years as a TRIO program participant. Comfortable with computer programs and using and learning technology and digital document processes. Demonstrated ability to work well with diverse adult learner populations. Excellent communication skills. Ability to work well with peers, supervisor, faculty, staff, and adult learners. Ability to supervise, organize, and coordinate support. Background similar to target population. As this is an offsite field position, computer proficiency, preferably in Microsoft Office (Word, Excel, PowerPoint) or other professional presentation software (e.g. Prezi) is highly preferred. Must have strong understanding of the various forms of educational benefits for Veterans. A candidate familiar with the Tulsa and Muskogee areas. Ability to understand the needs of potential veteran participants that are interested in postsecondary education programs, and the ability to establish rapport and interact effectively with this population.

Knowledge/Skills/Abilities:

Excellent oral and written communication skills and organizational skills. Excellent mechanical, computing, and networking skills. Ability to supervise, organize, and coordinate personnel assigned to the project. Excellent computer proficiency: Microsoft Office 365 skills, Excel, PowerPoint. Ability to work independently, handle multiple tasks simultaneously, and interact professionally with all segments of the University community. Ability to maintain confidentiality. Must be detail oriented.
