Job Description

The Director for Capital Budgeting and Financing (Director) serves essential roles leading teams and participating on teams to advance strategic planning and to execute initiatives to complete high priority university goals and objectives. The Director is an essential team member of the Capital Budgeting and Financing unit within the Vice President for Finance’s leadership team and reports to the Assistant Vice President for Capital Budgeting and Financing. The successful incumbent will be one of the university’s experts on higher education budgeting, financing, and financial management for capital outlay projects and consistently demonstrates the highest order of integrity and business ethics oriented to detail, action, solutions, results, teamwork, and continuous improvement.

A successful incumbent is a key representative on behalf of the university for capital financial matters. This position serves as a key source of capital outlay financial information for the university and manages the budget development and submissions of the Six-Year Capital Outlay Plan on behalf of Virginia Tech. Positioned as a primary contact for University fiscal officers regarding capital projects; this role aids in the development of detailed funding, financing, and acquisition plans for capital projects on the plan, the preparation of capital project resolutions to be presented to the Board of Visitors, and the preparation and submission of capital budget proposals to the Commonwealth of Virginia. This role is a primary source of information for responses to executive management and the Department of Planning and Budget, State Council of Higher Education, Secretary of Education, House Appropriations Committee, Senate Finance Committee, Treasury Department, and the University's Board of Visitors concerning capital outlay and appropriation matters.

The Director must consistently demonstrate effective communication skills, spoken and written, to convey complex financial concepts and information to policy makers and non-finance professionals in an easily understood manner. This includes items such as well organized, concise, and compelling narratives for budget proposals to the state, resolutions and reports to the Board of Visitors, business agreements with external parties, internal memorandums of understanding, and presentations to internal and external groups.

Required Qualifications

• Bachelor's degree in accounting, finance, business administration, public administration, or related field.
• Knowledge of fund accounting, state budget processes, capital project planning and construction processes, capital budgeting methods, and financing methods.
• Knowledge of capital project planning, design, and construction processes;
• Skills to proficiently produce spreadsheets, documents, presentations, slide decks, and workflows using applications such as Microsoft Office.
• Experience preparing complex financial and managerial analyses, reports, and proposals
• Experience with higher education programming and facilities required for research intensive programs and residential programs.
• Ability to interpret and apply university policy and state rules, regulations, instructions, and guidelines.
• Ability to work quickly and accurately under deadlines to manage multiple priorities concurrently and to work collaboratively with various levels of personnel.
• Ability to communicate clearly and concisely to effectively convey complex financial information to policy makers and non-finance professionals.
• Ability to exercise sound business judgment through strong analytical, critical thinking, and problem-solving skills with ability to see patterns, be a fast thinker, and make recommendations with strong attention to accuracy, detail, and context.

Preferred Qualifications

• Responsible level of experience in higher education finance or related field;
• Master’s degree in business, public administration, or related field;
• Familiarity with best practices for procurement, delivery, and management of design and construction services for capital projects;
• Familiarity with Commonwealth of Virginia Restructured Higher Education Financial and Administrative Operations Act and the Public-Private Education and Infrastructure Act;
• Experience with largescale accounting or data management systems;
• Working knowledge of university organizational structure.
