The Director of the Institute of Public Service and Sponsored Programs (IPSSP) reports to the Provost and Vice-President for Academic Affairs and is responsible for advancing the research, scholarship, innovation, and public service components associated with the academic mission of the University. The Director provides strategic vision and leadership for the research enterprise on campus, creates alignment between the research focus and academic mission, and advances the University’s innovative partnerships.

As research administrator, the Director manages the extramural and grant program. The Director maintains knowledge and implements all issues related to federal and state rules and regulations concerning extramural funding. The Director is responsible for issues related to federal certification and assurances, negotiates on behalf of the university all budgets, revisions, and oversees program implementation. The Director maintains compliance in all regulations, resolves differences, and assists with the legal review of all research grants and contracts. Additionally, the Director of IPSSP shapes the outreach mission of the university through the public service centers and institutes, assists center and institute coordinators in the development of public service programs in identifying public needs, supervises the fiscal management of the projects, and provides direction for enhanced public service in consultation with center and institute coordinators, staff and the public.

More specifically as the research administrator, the Director:

  • Assists and advises faculty regarding issues related to faculty professional development and research.
  • Manages the graduate and undergraduate research programs.
  • In consultation with the Provost and Vice-President for Academic Affairs, the Director is responsible for advising the University executive management team regarding policies and procedures necessary for the successful execution of research grants and sponsored projects.
  • Manages the extramural and grant contract program.
  • Maintains knowledge and implements all issues related to federal rules and regulations concerning extramural funding.
  • Responsible for issues related to federal certification and assurances, negotiates on behalf of the University all budgets, revisions, and oversees program implementation.
  • Maintains compliance in all regulations, resolves differences, and assists with the legal review of all research grants and contracts.
  • Reviews and disseminates published and electronic information regarding funding opportunities to faculty, administrators, and staff.
  • Develops and manages a system of internal controls related to grant expenditures, as printed in the Grants Handbook and other University documents.
  • Oversees revisions and updates to these grant-related policies and procedures on a recurring cycle.
  • Assist faculty and other University personnel across all aspects of the grant writing process. This includes identifying private and public sources of funding, application preparation, proposal development and proposal submission.
  • Navigate multiple layers of Shippensburg University’s workflow to help grantees implement their projects, including but not limited to procurement, accounting, contracting, instructional technology, human resources, and the disbursement of funds in a manner consistent with accepted accounting standards, state, and federal regulations to achieve successful project outcomes.


The Director of IPSSP cultivates an ecosystem of research excellence on campus and actively promotes the research competency of faculty, administrators, and staff through training, assessment, and administrative support. The Director assists faculty and other university personnel with all aspects of the grant writing process. This includes identifying funding sources, application preparation, proposal development, and proposal submission.

These broad areas of responsibility include more specific tasks including:

  • Maintenance and service as a clearinghouse for information on federal and state agencies, particularly with respect to grant and related funding programs
  • Service as a liaison office between sponsored program offices / program officers and campus stakeholders
  • Assisting faculty and other University personnel in identifying grant funding sources
  • Assisting faculty in application development, proposal writing, and other aspects of proposal preparation for sponsored research and service projects, including the timely and critical review and feedback on grant applications
  • Review of proposed projects (including grants and contracts) for compliance with rules, regulations and policies of both Shippensburg University and the Pennsylvania State System of Higher Education to guard against other fiscal and other risks that may arise from implementation of sponsored projects
  • Review of proposed projects (including grants and contracts) for compliance with federal and state guidelines, rules, regulations, policies and laws and the Uniform Administrative Requirements, Cost Principles and Audit Requirements for Federal Awards.
  • Electronic research administration, including the electronic submission of applications
  • Provide administrative oversight of sponsored projects with respect to both the University and broader legal contexts, from their initiation through project completion and closeout; this includes developing and implementing policies related to these activities
  • Service as a distribution and information center for a wide range of forms, documents and procedures as they relate to sponsored activity
  • Review, approval, and processing of a wide range of transactions (via the assorted forms) related to grant projects, including processing transaction approvals in SAP
  • Administering Pennsylvania State System of Higher Education (PASSHE) Faculty Professional Development Council Grants
  • Serve on selected review committees of the Center for Excellence in Teaching and Learning grants administration
  • Serve as an ex-officio member of the Committee on Human Subjects Research Protections/Institutional Review Board (IRB)
  • Serve as an advisor to the Council on Student Research and Creative Activities (CoSRaCA)
  • Record, track, and distribute indirect cost monies
  • Manages the facilities and administrative cost rate agreement
  • Develop materials and materials to promote and support sponsored research and scholarly activities.

In consultation with the Provost and Vice-President for Academic Affairs, the Director is responsible for advising the University executive management team regarding policies and procedures necessary for the successful execution of research grants and sponsored projects. The Director advocates for strengthened research infrastructure.
