NPD Proposal Manager, Knowledge Management Emphasis

The Proposal Manager is responsible for the effective implementation of knowledge management processes as a member of the New Program Development (NPD) team. Additionally, this position will provide end-to-end management of complex proposal processes during peak periods, including technical writing (capacity statements, PPRs, etc.).

Directly supporting the Knowledge Management Advisor, this position will also apply a sophisticated body of knowledge in knowledge management to develop high-quality capacity statements that effectively position Jhpiego and reflect the organizations value proposition in target markets. Within proposal management, this position will lead all phases of the proposal development lifecycle through transition of awards. As a cross-cutting partner to other functional areas including Resource Development Finance, Global Human Resources, Global Program Operations (GPO) and Technical Leadership Office (TLO) staff, the incumbent will work with a high degree of collaboration to ensure the successful completion and responsiveness of Jhpiego's proposals supported by a wide range of funding sources. As a Manager of prime and sub proposal opportunities, the incumbent ensures regular engagement and communication with country offices as well as program and technical staff, reading and analyzing relevant documents to understand background information, monitoring activities of competitors, identifying potential partners and donors and preparing responsive and winning proposals.

The Proposal Manager will also lead on KM products and knowledge dissemination events, including NPDs Knowledge Exchange Meetings, NPDs bi-annual project achievement reconnaissance effort with GPO, NPD-related content in Jhpiego's customer relationship management system (CRM), and other NPD tools and resources as needed.

Responsibilities:

Technical Writing Capacity Statements and Relevant Sections

  • Apply an authoritative vantage point to author high-quality positioning and capacity statements on the proposals that this individual is managing as a PM.
  • In consultation with the NPD KM Advisor and TLI Technical staff, independently manage, develop, write and maintain ready-to-use master documents, which contain well-crafted language illustrating Jhpiego's capacity and experience in various technical areas and country contexts.
  • Manage communications to GPO, TLI, and country staff to gather information and then independently author text, upon request, for use in non-technical sections of project proposals and partnering discussions (capacity statements) as well as past performance reference sections.
  • Exercise independent judgment to clearly and concisely synthesize project information obtained from a variety of sources across departments, including project reports and evaluations, journal articles, peer-reviewed publications, technical briefs, and project proposals.

Knowledge Management

  • Lead on KM products and knowledge dissemination events, including NPDs Knowledge Exchange Meetings, NPDs bi-annual project achievement reconnaissance effort with GPO, NPD-related content in Jhpiego's customer relationship management system (CRM), and other NPD tools and resources as needed.
  • Attend and participate in knowledge management sessions and lessons learned meetings/webinars and integrate key technical information into master capacity statements for proposals, applying a sophisticated understanding of Jhpiego's strategic initiatives and capabilities.
  • Facilitate meetings and deep dives with relevant colleagues to proactively inform Jhpiego's capacity in key cross-cutting donor interest areas; develop relevant write-ups within new and existing capacity statements and briefers.
  • Oversee the collection, maintenance, and integration of donor accolades in NPD proposal/positioning documents.

Proposal Management

  • Independently determines proposal requirements and works cross-functionally to manage the process, ensuring that all requirements are met
  • Manage prime and sub-proposals throughout the development process and serve as point of contact for proposal team members to answer questions both within the organization and partners and donors as appropriate.
  • Understand the critical path of proposal development and responsible for completion and quality of overall product
  • Develop proposal writing outlines, calendars and manage proposal teams to deliver on-time results and responsiveness to donor requirements. This will apply for all donors, including US Government, Foundation, Corporate, U.N. bilateral and other funding
  • Within proposal content, ensure dots are connected among programmatic approaches, performance monitoring plan, staffing, management, work-plan timelines,
  • Draft proposal content for review by technical and/or program
  • Maintain constant communication with country offices, program and technical staff
  • Conduct research, collect and analyze information about donors, partners and competitors to identify and track potential opportunities aligned with Jhpiego's core competencies, and assist in facilitation of informed bid/no bid
  • Participate in, or lead, pre-bid proposal preparation including, but not limited to, advancing a positioning and leads strategy, partner negotiations, working with country office directors and their staff to effectively build relationships with donors, collect intelligence, track competition, recruit staff,
  • Coordinate, assess and provide feedback on the usefulness of writing inputs from partners, working with content specialists across
  • Support formation and engagement of right-sized proposal
  • Work with HR to recruit and identify key personnel.
  • Coordinate, facilitate and document internal proposal debriefs and donor debriefs.

Stakeholder Engagement

  • May represent Jhpiego as a participant at external events, and yield potential partner contacts for further organizational follow up as needed
  • Maintains constant communication with country offices, program and technical staff
  • Participates in, or leads, pre-bid proposal preparation including, but not limited to, advancing a positioning and leads strategy, partner negotiations, working with country office directors and their staff to effectively build relationships with donors, collect intelligence, track competition, recruit staff, etc.
  • Coordinates, assesses and provides feedback on the usefulness of writing inputs from partners, working with content specialists across Jhpiego.
  • Supports formation and engagement of right-sized proposal teams.
  • Works with HR to recruit and identify key personnel.

Training & Technical Assistance

  • Provide targeted technical assistance and trainings to GPO/TLI to hone project achievement write-ups (for entry in CRM/master capacity statements), to align with donor interest areas, organizational strategies, and NPD priorities. Manage and regularly update project achievements into CRM and master capacity statements.

Special Skills Knowledge & Abilities:

  • Strong understanding of knowledge management principles.
  • Ability to travel independently, particularly to low-resources settings.
  • Knowledge and understanding of global health priorities needs, especially related to service delivery and/or other key technical health areas (MNH, Family Planning, HIV, HSS, BCC, health policy, etc.)
  • Demonstrated success in winning competitive bids from USG sources and other key international health donors. Demonstrated capability to add value across the project cycle, including organizational positioning, leads development, proposal preparation and post award stewardship.
  • Excellent oral, written and presentation skills. Superior technical writing skills and experience authoring capacity statements or relevant sections in winning proposals.
  • Demonstrated ability to coordinate and manage Knowledge Management products and deliverables such as knowledge exchange meetings, ability to lend expertise into KM strategies
  • Ability to lead proposal teams, as well as work collaboratively as a team member.
  • Demonstrated analytical skills in problem identification and response, as well as process analysis, development and course correction.
  • Ability to bring to bear and assure adoption of best practices (i.e. in leads development, recruitment, costing, proposal team identification and deployment) related to the proposal cycle.
  • Ability to travel up to 25% of the time.
  • Demonstrated growth mindset when problem-solving. Cross cultural understanding.
  • Demonstrated success in securing funds from governments and other donors.
  • In-depth understanding of major global health donors.
  • Understanding of global health priorities and development approaches.
  • Willingness to work additional hours during peak proposal times.


Minimum Qualifications
  • Master's degree in a related field
  • Five years related experience


Preferred Qualifications
  • Foreign language written and oral fluency, especially in French or Portuguese, a plus.
  • Experience living and working in a low or middle-income country.
