Under the general supervision of the Director of Athletics, the incumbent will analyze, develop, and evaluate the operational and fiscal analysis for the CSUSB Athletics Department. The incumbent will research, develop, and provide recommendations in support of the athletics department, to inform program administration and department leaderships.

Major duties and responsibilities:
  • Lead all department functions related to accounts payables, receivables, purchasing, and financial reporting.
  • Coordinate all accounts payable and invoicing systems along with all department audit processes.
  • Formulates and implements the Athletics annual budget and oversees the reconciliation of all Athletics funds held at the state level.
  • Account reconciliation of department trusts and philanthropic accounts, including fiscal analysis and ad hoc reporting.
  • Develop and/or update business process guides to ensure Athletics adheres to all University and CSU system policies and procedures.
  • Incumbent will work collaboratively and lead policy efforts with the Athletics Office Lead, the Athletics Box Office staff, and Athletics Development, to ensure compliance with CSUSB and CSU cash handling procedures, including policy review and execution for box office operations, corporate sales, and gift processing.
  • Incumbent will interact and collaborate with various individuals from the university and local community, including University Leadership, donors, prominent business owners, students, etc.
  • Work collaboratively with the Division of Student Affairs Budget Officer to meet financial reporting deadlines, provide analysis of account activity, and adherence to fund requirements.
  • Forecasts financial needs, makes recommendations on policies, procedures, and allocations, interprets and communicates CSUSB, CCAA and NCAA financial policies.
  • Work collaboratively with campus partners in supporting the completion of annual reporting requirements for Athletics, such as the EADA report, the NCAA Financial Report, NCAA Agreed Upon Procedures, UBIT, etc.
  • Work collaboratively with Athletics Director and Senior Staff in completing and coordinating all audit efforts, including external and internal audits.
  • Develops administrative systems and methods necessary to provide maximum business/financial operational efficiency.
  • Provide recommendations to department leadership on policies and procedures in support of compliance and to support the overall student-athlete experience.
  • Work with designated department and university personnel to execute and assist in the oversight of sport camps.
  • Support designated department and university personnel to coordinate efforts to develop, plan, and analyze processes and procedures for athletics related deferred maintenance for athletics facilities to ensure adherence to health and safety protocols.
  • Support Athletics in management and oversight of all contracts, ensuring compliance with CSU business practices and tracking fulfillment of deliverables for financial gain and losses.
  • Finds and secures additional revenue sources through the University, CCAA or NCAA.
  • Designated as co-HR Liaison for the department.
  • Designated department contact for all faculty appointments, to include but not limited to the following PeopleSoft functions: creating new profiles, appointment entries, updating educational achievements, assessment of salaries.
  • Analyze, develop, and evaluate human resource processes for coaches, staff, and student personnel.
  • Lead efforts for position management for the department, to ensure accuracy and fiscal planning to inform the Athletics Director of staffing needs.
  • Draft salary and/or personnel recommendations for all personnel in support of fiscal responsibility and equitable with comparable positions.
  • Assist Athletics personnel in the coordination and support of execution, planning, and same-day event set-up and support for successful athletics events/programming to ensure a positive student-athlete experience, increase donor and fan support/engagement for CSUSB Athletics, and to benefit the overall goals of CSUSB Athletics
  • Other job-related duties as assigned by the Director of Athletics.

Minimum Qualifications: Required Education and Experience
  • Bachelor's degree and/or equivalent training required.
  • Four (4) years of related experience.

Required Qualifications:
  • Administrative work experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices, or programs.
  • Working knowledge of general practices, program and /or administrative specialty. Basic knowledge of an ability to apply fundamental concepts.
  • Working knowledge of budget policies and procedures.
  • Ability to learn, interpret, and apply a wide variety of policies and procedure relating to an impacting the applicable program, organizational unit, and/or administrative specialty.
  • Knowledge of basic methods and procedures for research and statistical analysis and the ability to apply them.
  • Ability to analyze data and make accurate projections using business mathematics and basic statistical techniques.
  • Ability to coordinate, plan and execute projects, including handling multiple priorities.
  • Ability to make independent decisions and exercise sound judgement.
  • Ability to compile, write, and present reports related to program or administrative specialty.
  • Demonstrated ability to establish and maintain effective working relationships outside the work group and serve as a liaison for the organizational unit.
  • Ability to direct the work of others including administrative staff.
  • Working knowledge of an ability to apply standard theories, principles, practices, and techniques applicable to the program and/or administrative specialty to develop conclusions and make recommendations.
  • Thorough knowledge of policies, procedures, and outside regulations pertaining to the applicable program and / or administrative specialty.
  • Working knowledge of operational and fiscal analysis and techniques.
  • Ability to take initiative and independently plan, organize, coordinate, and perform work in various situations where numerous and diverse demands are involved.
  • Skill in the research, development and evaluation of policies and programs, including skill in the collection, evaluation, and interpretation of data to develop sound conclusions and make appropriate recommendations. Expertise in investigating and analyzing problems with a broad administrative impact and implications. Ability to anticipate problems and address them appropriately.

Required Licenses and/or Certifications:
  • Valid CA drivers' license and insurance

Preferred Qualifications:
  • Master's Degree in Business Administration or related degree preferred.
  • Five (5) to seven (7) years of budget experience.
  • Professional working experience in CSU accounting and budget procedure is a plus.


Compensation and Benefits:

Anticipated Hiring Range: $5,022 per month

Classification Salary Range: $5,022 - $9,083 per month

Position Information:

Work status: Full-time/Exempt/Probationary

Schedule: Monday through Friday from 8:00 am to 5:00 pm, weekends and evenings may be required.
