The Pediatric Cardiology Department is seeking aSenior Administrative Manager who will work under the direction of the division director and department Associate Administrator and will be responsible for the fiscal, administrative, and operational management of the Division of Pediatric Cardiology. This includes strategic planning, development and management of budgets, grants, management of all clinical operations, oversight of clinical practice billing, daily and monthly personnel management, supporting outreach programs as well as affiliate programs, and supporting the research endeavors of the division. Will interact with faculty and administration within the Johns Hopkins Medical Institutions, and with local and national organizations.

Specific Duties & Responsibilities:

  • Manage administrative, financial, limited human resource, and operational activities of a large patient, research, and academic division, for both university and hospital.
  • Responsibilities include research administration and planning, strategic planning, and financial planning and analysis, for both university and hospital.
  • Represent Division and Division Chief in meetings with the department, other departments, institutions and professional organizations. Develop and maintain an operational plan that will allow clinical, research and teaching activities of the division to function in a cohesive and synergistic manner.
  • Direct the day-to-day administrative, personnel, and financial operations of the division, for both university and hospital.
  • Oversee staff, including administrative, financial, and support personnel, for both university and hospital. Interview, hire, supervise, train, discipline, and terminate support staff; coordinate support. Supervise completion and submission of professional fee vouchers and analyze monthly clinical practice revenue reports to ensure accurate charge capture.
  • Implement financial controls and provide fiscal management for administrative, academic, sponsored research, clinical practice, joint agreement, endowments, and general funds activities and strategically plan for the future.
  • Participate in clinical contracts negotiations and affiliation agreements. Currently manage agreements for eleven (11) satellite clinics, Mount Washington Pediatric Hospital and Kennedy Krieger Institute clinics; and fetal cardiology clinics at Anne Arundel Medical Group, Greater Baltimore Medical Center and Sibley Memorial Hospital.
  • Establish process and procedures to ensure compliance with JHU & JHH and outside agencies polices.
  • Assess financial viability and develop methods to optimize practices and resources.
  • Prepare annual budget using facts, analysis, and forecasts, for both university and hospital.
  • Monitor and advise faculty and staff regarding administrative and academic activity, implications of internal and external policy changes, and information systems strategies.
  • Manage division projects such facility renovations, selection and purchase of furnishing and equipment, and telecommunication systems, JHU and JHH.
  • Participate in technology architecture to ensure efficiency across operations.
  • Respond to requests for regular and special reports from the chair, faculty, school, university, and outside agencies.
  • Service as liaison with Department administration, SOM administrative offices, and other miscellaneous offices within JHU, JHH and outside agencies, contributing knowledge and expertise.
  • Advise faculty on personnel issues and university policies.
  • Determine and implement solutions to routine human resources problems involving faculty, fellows, nurses, and support staff.
  • Work with Pediatric HR and the Office of Human Resources on non-routine problems, both at the request of staff and/or supervisors and by self-initiated intervention.
  • Manage payroll operations, including non-routine annual and special increases, promotions, and recruitment for both university and hospital.
  • Determine and implement solutions to administrative problems.
  • Train staff, including procedures to improve efficiency and organization.
  • Work with Division Director and faculty to plan and manage space to ensure optimum utilization.
  • Collaborate with public relation setting up endowments, discretionary and general funds accounts.
  • Responsible for approximately 3 million annually in grants, subcontracts.
  • Oversee a division/functional unit of 51 personnel, which includes 17 faculty members, 5 NPs, 3 RNs, SW, 5 fellows, research staff and various other staff.
  • Oversee capital purchase for pediatric cardiology for both hospital and university. Shopping carts, check requests, reimbursements.
  • Oversee compliance for both hospital and university policies.
  • Report directly to Division Director and Department of Pediatrics Associate Administrator. Work closely with all faculty, fellows, and staff. Directly supervises all Division and hospital support staff, and many more responsibilities.
  • This role will work in collaboratively with the JHCC Pediatric and Congenital Heart Center leadership to ensure the vision of the pediatric cardiology division interweaves with the strategy, operations, finance and budget planning of the Heart Center. The Sr. Administrative Manager will have a dotted line to the Assistant Administrator of the Johns Hopkins Children’s Center overseeing the Pediatric and Congenital Heart Center.

Minimum Qualifications (Mandatory):

  • Bachelor’s Degree in Business, Finance, Accounting, or other related field.
  • 5 years progressively responsible professional-level administrative or financial experience related to monetary or non-monetary resources of a department, center or unit.
  • Master's degree in a related field may substitute for required experience and additional experience may substitute for education, to the extent permitted by the JHU equivalency formula.

Preferred Qualifications:

  • Master’s degree/MBA preferred.
  • Three years supervisory experience preferred.
  • Two years professional fee billing experience preferred.
  • Knowledge of Johns Hopkins University and hospital accounting, computers, financial reporting, Johns Hopkins University and Hospital procedures, personnel and administrative policies are preferred.
  • Familiarity with hospital revenue and expenses is preferred.

Special Knowledge, Skills & Abilities:

  • This individual must be able to work independently, possess mature judgment and motivation, and excellent interpersonal skill, and the ability to effectively relate to peers, faculty, and staff.
  • They must be able to prioritize multiple tasks in tandem, while working with a variety of people.
  • The successful candidate must have outstanding oral and written communication skills, background in financial management, including spreadsheets development and analysis.

Supervisory Responsibility:

  • Administrative Supervisor, Research Program Manager, Nurse Practitioner, Clinic Nurse, Patient Service Coordinator, and indirect reports (~5 people).

JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience.  Additional related experience may substitute for the required education on the same basis. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.
