The Department of Health Policy and Management (HPM) is currently seeking a qualified person to work as a Budget Analyst within a team on pre-award and post-award Grants and Contracts activities, departmental non-sponsored funds as well as assisting the coordination of financial information for allocation of payroll. This position will primarily provide support to the Administrator and Sr. Financial Analyst to assist the HPM faculty and staff. The Budget Analyst will act as a liaison for HR/Payroll with the BSPH Centralized HR/Payroll and support the finance team to coordinate and oversee budgeting activities and assist with managing financial activities for sponsored funds, general funds, gift/discretionary, and endowment funds. This position aids the Administrator and the Sr. Financial Analyst.

Specific Duties & Responsibilities


HR/Payroll

  • Serves as a departmental liaison to the Bloomberg HR Services area for HPM HR/Payroll needs.
    • Coordinates and submits data to BHRS team for processing of new hires, salary changes, position changes, reassignments, remove from temporarily inactive status, and bonus supplements.
    • Assists with providing additional information and backup documentation when needed.
    • Maintain log sheet for submissions and research items in workflow to provide update/report on payroll actions when needed.
    • Works with HR team on off-cycle payment requests and overpayment resolution.
    • Informs when needed on outstanding I-9 and FNIF documentation.
  • Provide a monthly list of new hires and termination to the finance team.
  • Creates and reviews HR/payroll reports, such as upcoming temporarily inactive status for students, reconciling payment amounts, review of overpayments, and employee master data. Assists with coordinating resolution of needed items found on reports.
  • Coordinates submission of visa information through iHopkins for JHU Office of International Services to process visas for incoming (non-Students), ie., Post-Docs, Faculty, and Staff in HPM.


SAP Transaction Processing

  • Serve as backup to initiate SAP transactions such as online payment requests, and shopping carts.
  • Serve as backup to process online forms for independent contractor, and Payment Works.
  • Process A/R documents to post checks/payments received from Sponsors/Donors.
  • Process travel reimbursements for a group of faculty and staff.
  • Prepare payroll (e-forms) and non-payroll cost transfers.
  • Track documents from creation to payment and trouble shoot any problems that may occur.
  • Serve as point of contact for questions regarding transaction policy and procedure.
  • Ensure all expenses are allowable and allocable.
  • Maintains supporting documentation for all transactions.


Finance & Grant Administration

  • Complete monthly verification and reconciliation of Departmental non-Sponsored accounts. This includes, but is not limited to:
    • Matching receipts/invoices to statement.
    • Reconcile service center charges.
    • Note any outstanding items, and follow-up to ensure outstanding items are resolved.
  • Perform monthly reconciliations for sponsored accounts, gifts/discretionary, and endowment accounts for assigned faculty.
  • Assist the Administrator in monitoring the expenditure of non-sponsored funds.
  • Identify budget issues, provides alternative solution, and assists in resolving them by coordinating with the Business Office and HBS affiliates.
  • Initiate Purchase Order as needed.
  • Clear commitments and close out on non-sponsored accounts.
  • Use SAP and Excel to prepare financial reports and analysis as needed (e.g.: prepare detailed budget summaries monthly to review accounts).
  • Perform miscellaneous related duties as assigned.

Special Knowledge, Skills & Abilities

  • Experience working with various office and financial software applications such as Microsoft Office (Word, Excel, Power Point, and Outlook)
  • The ability to operate a computer, copier, fax, and calculator.
  • Essential to the position is the ability to verify that transactions are allowable, allocable, and compliant with University, Federal, and Private sponsoring agency guidelines.
  • Understanding and demonstrated use of financial reporting and account reconciliation.
  • Strong verbal and written communication skills; with the ability to communicate and work effectively with a broad cross-section of clients including faculty, staff, students, and administration within the JHU as well as external contacts.
  • Must be collaborative with excellent interpersonal and customer service skills.
  • Must be able to set and manage multiple priorities and respond quickly to changing needs and goals.
  • Excellent organizational skills, analytical and problem-solving abilities, and attention to detail.
  • Ability to work with minimum direction and prioritize work to meet various concurrent deadlines.


Minimum Qualifications
  • Bachelor's Degree in Finance, Accounting, Business or related field.
  • One year of related progressively responsible experience.
  • Additional education may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula.


Preferred Qualifications
  • Knowledge of SAP and COEUS highly desirable.
  • Familiarity with University and Departmental Policies and Procedures.

JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience.
