The Associate Director for Utilities Maintenance is responsible for maintenance of campus utilities for a 3.0 million GSF, 150 plus buildings, 550 acre campus. Responsibilities include independent oversight of all campus utilities maintenance, including HVAC systems and associated BAS (Building Automation System) and controls systems, air compressors, chillers, boilers, steam/condensate infrastructure, domestic water and fire protection systems, and sanitary/storm sewer systems. Additionally, incumbent has independent overall responsibility for the operation and maintenance of the University's over 40 elevators and other lifting assets and a 942,000 gallon natatorium. This position reports to the Director, Energy & Utilities.

This is a full time, year round, benefits eligible position.

Job Duties:
  • Provides significant leadership with regards to utility infrastructure and major systems planning, and also serves as the primary engineering resource for the utilities group.
  • Directly supervises the Plumbing Supervisor and HVAC Supervisor and works closely with the utilities staff to adequately maintain campus utility infrastructure and building utilities systems.
  • Manages personnel related functions for Utilities maintenance staff, involving recruitment, supervision, performance evaluation administration, including development and submission of merit recommendations. Enforces work rules, rules of conduct, performance standards and University and department policies, procedures and regulations. Trains or directs training of personnel to develop their maximum effectiveness and potential, along with creating and implementing new facility programs. Conducts staff planning.
  • Responsible for coordinating maintenance work requests and project details with faculty, staff, students, Facilities trades and contractors to ensure work is completed expeditiously and with high quality. Schedules and conducts meetings, communicating results and informing constituents of progress, schedules and other details.
  • Designs and executes various HVAC and plumbing projects to meet customer or building requirements and code and University guidelines. Includes developing detailed estimates and schedules, creating construction drawings, specifying/sizing equipment, developing specifications as well as ordering parts, procuring and managing contractors and communicating status to meet timelines.
  • Develops detailed estimates for materials, equipment and personnel necessary to properly complete a project or maintenance task. Coordinates cost estimates with budget to ensure projects are completed within funding allocations.
  • Executes large utility infrastructure and building system driven projects including developing project scope, procuring engineering firm for design, reviewing design, procuring contractor and managing contractor through project execution. Includes managing construction contractor to meet budget and schedule.

  • Coordinates the Facilities work order process for the Utilities areas, including collection of data, reporting, work order management and equipment tracking in CMMS system. Establishes predictive/preventive maintenance procedures and tracks/assesses their effectiveness.
  • Develops, manages and implements long-range strategic initiatives related to assigned areas of responsibility. Participates in the annual capital project planning process, including gathering and consolidating requests from utilities staff and prioritizing utilities budgets within the Facilities Capital Budget.
  • Prepares reports, specifications and contract documents for projects, large purchases and service contracts. Analyzes bids and recommends/approves contract awards using standard University purchase order and contract procedures.
  • Supports the Planning Construction & Design group on large renovation and new construction projects by participating in design discussions/blueprint review, reviewing and/or providing equipment specifications and participating in inspection/commissioning efforts. Develops University standards for facilities equipment, materials, systems and standard operating procedures.
  • Supports and promotes Bucknell's sustainability and energy conservation efforts. Works closely with Campus Energy Manager to identify, analyze and quantify potential energy conservation ideas and designs and executes projects and repairs to improve the systems. Serves on President's Sustainability Council and supports other related programs.
  • Meets with staff, colleagues, peers and contractors to determine scope of work and scheduling restrictions. Coordinates plans/projects/shut downs with all departments and constituents to provide uninterrupted service to a myriad of customers.
  • Adheres to OSHA standards, employing safe practices and following safety policies and procedures.
  • Other duties as assigned.


    Minimum Qualifications:
  • Bachelor's degree in mechanical engineering or related field, with a minimum five years of commercial/institutional experience in maintenance and/or design of HVAC/utilities systems; or an Associate's degree in a related field with seven years relevant experience.
  • Minimum three years of supervisory experience
  • Demonstrated ability to develop teamwork, enhance performance, and resolve disputes
  • Ability to interpret and develop engineering drawings and specifications for HVAC and other utilities systems.
  • Ability to prepare spreadsheets, budgets, drawings, specifications, contracts, memoranda, letters, etc. and read schematics and blueprints.
  • Demonstrated ability to analyze problems and manages resources to complete projects and implement solutions.
  • Excellent organizational skills with a demonstrated commitment to, and focus on, providing excellent customer service, timely/high quality service, and team-oriented management.
  • Computer competency, including proficiency with spreadsheet analysis and word processing.
  • Demonstrated commitment to social (diversity and inclusiveness), economic, and environmental sustainability.
  • A valid driver's license.

    Other Requirements:
  • Position is classified as part of essential services. Individual is required to report to work even if the campus is closed or has a delayed opening/early closing due to emergency/exigent circumstances.
  • Criminal background and driving record check, as well as post offer drug screening, are required as a condition of employment.


    Preferred Qualifications:
  • Continuing education and/or certification in environmental, building codes, greening and sustainability and other related areas preferred. (i.e. LEED Certification)
  • Experience managing facilities equipment, preventive maintenance programs and work orders through Computerized Maintenance Management Systems (CMMS) such as TMA.
  • Working knowledge of computer aided design software such as AutoCAD and/or Building Information Modeling software such as REVIT.


    Physical Demands:
  • Must be able to travel through buildings and grounds throughout campus, including climbing stairs/ladders, walkways and enter/exit trenches, crawl spaces, confined.
  • Must use proper safety equipment for hearing, head, eye, feet, hand and body protection.
  • Must be able to lift and carry a minimum of 25 pounds.
  • Position works indoors and outdoors with occasional exposure to a wide range of environmental conditions, including heat, noise, dust, and dirt, and emergency situations.


    Work Type:
    This is a full time, year round, benefits eligible position.

    This role is not budgeted for visa sponsorship at this time, all candidates must be authorized to work in the US at the time of submission of the application.

    Salary Range:
    This is an exempt position with a hiring range of $86,500-108,125. The offer rate will be based on a review of the candidate's credentials compared to the qualifications of the position, internal equity, and our overall compensation philosophy.
