The Animal Use and Care Committee (ACUC) at Johns Hopkins University (JHU) is seeking anExecutive Director. The ACUC provides oversight of all aspects of animal care and use. This includes review of the scientific and ethical merits of proposed animal research, routine inspections of our labs and housing facilities, oversight of occupational health and safety issues associated with exposure to research animals, and with all of these efforts carried out with the guiding directive that care and use of animals align with PHS policy. The ACUC has the additional responsibilities of confirming that research proposed in grant and contract applications have been reviewed and approved, an obligation to report deviations from PHS policy, and additionally, implementing corrective actions for investigators and labs that are responsible for these deviations.


The Executive Director will be an accomplished leader with significant demonstrated skill as an administrator, strategic thinker, collaborator, and convener. By applying leadership and best practice managerial approaches, they will create a supportive, open, participatory, and results-oriented working environment. The Executive Director will be responsible for the support and delivery of all ACUC activities, including stakeholder engagement, strategic development and implementation, and financial performance and sustainability. The Executive Director will report to the Vice Provost for Research, the Institutional Official (IO). The incumbent also will be responsible indirectly to the ACUC Committee.

Specific Duties & Responsibilities

  • Clearly communicate animal care and use program needs to the IO.
  • Provide support for activities and attend meetings of the ACUC, including protocol review, program review and facility inspections.
  • Serve as a voting member of the ACUC.
  • Lead the transition to an enhanced electronic record-keeping system.
  • Ensure overall program is in compliance with all applicable regulations, guidelines, and standards that relate to animal care and use (e.g., USDA, OLAW, AAALAC).
  • Participate in inspections by USDA and site visits by AAALAC.
  • Assist in the preparation of internal/external applications, reports and other material as required for internal and external memberships and reporting.
  • Assist in development of NHP-relevant sections of the Program descriptions as needed by AAALAC or other regulatory bodies.
  • Participate in internal/external inspections and in generating responses and actions.
  • Represent the University as appropriate at internal/external meetings and venues.
  • Oversee the ACUC annual budget including allocations for personnel, and non-personnel expenses.
  • Manage all HR functions for the ACUC office.
  • Lead a growing team of staff, including directors of post-award monitoring, training and compliance, and general operations.

Special Knowledge, Skills & Abilities

  • Self-motivated with excellent organizational, managerial, and communication skills to oversee the technical and business aspects of the ACUC.
  • Expertise in translating a vision and strategy into a practical plan with concrete methods of implementation and anticipated measurable outcomes.
  • Demonstrated ability to set priorities, analyze data, and think systematically from both a detailed and a strategic perspective.
  • Proven ability to build coalitions with and mobilize leaders within a large, decentralized organizational structure; an aptitude for building consensus and trust, and the ability to move confidently through ambiguous, non-hierarchical situations.
  • Recognized effective and strong leadership and management skills and experience, managing a team of staff.
  • Excellent verbal and written communication skills, interpersonal skills, and organizational and problem-solving skills, as well as the ability to exercise a high degree of diplomacy and discretion.
  • Capacity for navigating complex organizations.
  • Previous experience in developing and launching programs.


Minimum Qualifications
  • Master's degree in engineering, chemistry, physics, biology, or related discipline.
  • Minimum of seven years of progressively responsible management experience in an academic lab, administrative unit, or related environment.
  • Demonstrated leadership in designing and implementing strategic initiatives within a complex environment.


Preferred Qualifications
  • DVM or other related terminal degree.
  • Familiarity with university settings.

JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience. Additional related experience may substitute for required education on the same basis. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.
