Assistant Vice President, Treasury

Essential functions (job duties):
Job Purpose
Reporting to the Senior Associate Vice President, Finance, Deputy CFO, the Assistant Vice President, Treasury is responsible for leading treasury operations, investments, debt administration, cash management, and endowment management. Oversee the Outsource Chief Investment Officer (OCIO) relationships. Ensure financial transactions, policies and procedures are compliant with applicable regulations and meet with University needs and objectives. Provides leadership to the Office of Treasury Services.
Essential Functions
Support the University Foundation Board and Investment Committee. Work with the external investment consultant and investment managers on the investment management and administration of the endowment portfolio. Make presentations to donor advisory groups and councils on endowment performance. Review practices and procedures to ensure best practices. Oversee the preparation of detailed meeting materials, reports and analyses of endowment and other invested funds. Work collaboratively with the office of General Counsel to review and negotiate investment related contracts and agreements.
Lead debt issuance and debt administration activities. Oversee debt structure decisions, debt reporting, debt advisor, board related communications, debt issuance bond documents and other materials for external parties (e.g. credit rating agencies, auditors, potential investors). Oversee IRS and SEC bond related activities. Manage the relationship with credit rating agencies, bond underwriters, bond counsel, and debt advisors.
Oversee all aspects of cash management including cash pool investments, liquidity, cash flow projections and reporting. Maintain ongoing relationships with banks and other financial institutions. Work with the external investment consultant and investment managers on the investment management and administration of the cash pool portfolio. Review practices and procedures to ensure best practices. Oversee the preparation of meeting materials, reports and analyses of cash pool and bond proceed invested funds. Work collaboratively with the office of General Counsel to review and negotiate investment related contracts and agreements.
Lead the Office of Treasury Services through the preparation of timely and accurate reports and analyses; reviewing and developing key financial processes to ensure compliance and integrity; create and implement policies and procedures where necessary.
Provide consultative analysis, advice, and reports to University leadership, including as it relates to partnerships, ventures, etc. Provide overall leadership and directions to staff including hiring, promotions, terminations, disciplinary procedures, salary adjustments, ongoing performance feedback, goal setting, and development plans, etc.
Perform other related duties as assigned.

Qualifications:
MINIMUM QUALIFICATIONS
Education
Bachelor’s degree.
At minimum, a Bachelor’s degree in Finance, Accounting or Business Management from an accredited college or university required. An advanced degree in finance, MBA, or related field preferred.
Experience
Expert (established subject matter expert, 7+ years’ experience).
A minimum of five years of experience in treasury operations, cash management, debt management, and investment management at large, complex organizations. A minimum of least three years’ experience managing units and people within treasury operations. Higher education and/or governmental operations experience preferred.
Knowledge, Skills and Abilities
Solid technical skills and knowledge in the areas of treasury operations, debt, and investment management. Certified Financial Analyst (CFA) or Certified Treasury Professional (CTP) is a plus. Proven ability to provide consultative leadership in a dynamic [and budget constrained] environment. Demonstrated success in attracting, developing, and mentoring a team of professionals. Ability to anticipate and provide information and appropriate analysis needed to support executive decision-making. An approach that inspires trust and confidence through actions that demonstrate integrity, transparency, and a strong work ethic. Knowledge of investment and debt required. GASB/FASB accounting and reporting requirements preferred.
