Location

Our West Campus is located at 2400 Gillionville Road, Albany, GA 31707. Our East Campus is located at 504 College Drive, Albany, GA 31705. The Human Resources office for both campuses is located on the West Campus in Building K, Suite 111.

Job Summary

the Controller is responsible for maintaining the financial integrity of the institution. The Controller is responsible for the University's accounting and financial reporting functions and directs, coordinates, and oversees the University's various financial and accounting operations. The Controller establishes University accounting and financial policies and standards and manages monthly and fiscal year-end closing and financial reporting processes as well as a variety of accounting, tax, and related processes, policies and procedures. The Controller directs and oversees staff responsible for accounting, financial reporting, payroll, and financial compliance. The Controller is responsible for establishing and maintaining a robust and effective internal control environment.

Responsibilities
  • Prepares the University's financial reports and serves as the primary liaison with external auditors for the University's financial statement audit, defined contribution plan audit, defined benefit plan audit, Uniform Guidance audit, NCAA agreed-upon procedures, and other required audits/reviews.
  • Consistent with the mission and priorities of the University, establishes and carries out goals and objectives for the division.
  • Designs, establishes, and maintains an organization structure and staffing to effectively accomplish the division's overall goals and objectives; directs and oversees the hiring, development, management, and evaluation of divisional staff.
  • Ensures that technical accounting issues are promptly identified and addressed.
  • Develops and maintains written accounting and financial policies and procedures.
  • Advises VP and management on all accounting, tax, financial and internal control matters.
  • Provides advice and support to faculty and staff on University accounting and financial matters, including training, as appropriate.
  • Provides ad hoc financial analysis and reporting as required.
  • Work with University departments to identify and evaluate operations with financial impact.
  • Identify potential opportunities for improved efficiency and/or strengthened financial controls and assist the department directors in implementing corrective processes and procedures, as needed.
  • Responsible for Cash Management including working closely with various banks on cash management issues, monitoring cash flow, monitoring potential fraud issues, ensuring the availability of cash for daily operations and the investment of excess funds in short term instruments; oversees the purchases of foreign currency and related hedging vehicles.
  • Recommends to the VP for Administration & Fiscal Affairs strategies, objectives and procedures to improve University operations.
  • Monitors and interprets changes in laws and regulations related to financing and financial reporting, evaluates their impact upon University activities, and develops and implements policy and procedural changes as required.
  • Documents and monitors all Fiscal Affairs internal control processes and procedures to ensure that Albany State University's financial statements are fairly presented
Required Qualifications

Bachelor's degree in finance, accounting, or business administration is required.

Ten or more full time years of progressively responsible experience in a state agency or university accounting environment with at least five years at the supervisory level is required or an equivalent combination of education and experience.

Preferred Qualifications

Master's degree and/or C.P.A. are desirable.

The ability to perform detailed and comprehensive financial analysis and computations

The ability to establish and maintain effective working relationships
