We are seeking a Budget Analyst who will provide direct financial and analytical support to the School of Nursing.

Specific Duties & Responsibilities

Fiscal, Analytical & Budgetary Responsibilities

  • Responsible for performing monthly reconciliations of non-sponsored general/operating accounts, discretionary accounts, endowment funds, gift accounts.
  • Develop and generate financial reports to verify budgets and expenditures to ensure compliance with school and university policies.
  • Provide thorough analysis of financial data to help document variance analyses.
  • Propose and initiate cost transfers as needed to ensure correct expenses are charged to the appropriate accounts.
  • Analyze financial and operational process and procedures. Participate in the refinement, documentation, and implementation of policies related to fiscal and operational issues.
  • Make suggestions to improve business processes and financial operations (e.g., streamline operational efficiency; implement cost reduction strategies; increase revenue generation).
  • Assist with training SON faculty and staff on relevant fiscal policies.
  • Monitor encumbrances on a regular basis.
  • Handle daily bank deposits for School of Nursing.
  • Process and initiate SAP transactions within all modules including online payments, shopping carts, procurement and other transactions.
  • Assist with billing and collecting non-SIS revenue.
  • Process credit card transactions and oversee processes related to P Cards, Central Bill Travel Cards, Corporate cards etc.
  • Assist with development of annual budget and quarterly projections for submission to the Budget Office, recommending budget adjustments and other cost improvement measures to ensure efficient use of resources.
  • Assist in the review/approval of reimbursement requests submitted through Concur, invoices, and payment requests to ensure all charges have been reviewed and contain sufficient supporting documentation. Confirm that expenditures were appropriately budgeted.
  • Identify budget issues, provide alternative solutions, and resolve problems; monitor expenditures through the budgetary period.
  • Confer with the appropriate internal and external administrative offices to ensure that required procedures are followed; provide instruction, training and guidance to others related to purchases and budgetary procedures.


Other Duties

  • Work as a liaison with stakeholders from cross-functional teams.
  • Assist with student health insurance questions and help resolve issues related to waivers, billing questions, charges and credits.
  • Work with the business office to address deficiencies or enhance workflow processes.
  • Communicate with appropriate internal and external administrative offices to ensure that established policies and procedures are followed. Offices include Accounts Payable, Supply Chain, Accounts Receivable, Sponsored Projects, Internal Audits, Johns Hopkins University Research Administration, and other JHU departments and service centers.
  • Maintain in depth knowledge of University policies and procedures surrounding financial transactions.
  • Manage FedEx and UPS accounts, training others as necessary.
  • Ensure that the division maintains compliance with all applicable federal, state, and institutional rules and regulations by utilizing extensive knowledge of information, practices, and procedures to respond to inquiries, questions and ad hoc requests.
  • Carry out other related duties, as assigned.

Special Knowledge, Skills & Abilities

  • Extensive experience working with various software applications such as Microsoft Office (Word, Excel, Power Point, and Outlook).
  • Ability to verify transactions are allowable, allocable, and compliant with University, Federal, and Private sponsoring agency guidelines. This requires strong analytical and problem-solving skills, attention to detail, and ability to exercise discretion and judgment.
  • Strong verbal and written communication skills; with the ability to communicate effectively with a broad cross-section of clients.
  • Must be collaborative with excellent interpersonal and customer service skills.
  • Must be able to set and manage multiple priorities and respond quickly to changing needs and goals.
  • Ability to work for long periods of time without direction, prioritize own work and work with flexibility on several tasks simultaneously in order to meet various concurrent deadlines.
  • Ability to exercise administrative judgment and discretion and assume responsibility for consequences and results of actions.
  • Ability to work effectively with faculty, staff, students, and administration within the University as well as external contacts.
  • Exercise mature judgment, sensitivity, and diplomacy when dealing with all internal and external constituents.
  • Excellent oral and written communication skills required.
  • Work constructively as part of a team.
  • Must have good customer service skills, be highly organized and proactive.
  • Willing to work with internal and external contacts to coordinate and distribute information necessary to complete tasks involving multiple departments, staff members, and locations.


Minimum Qualifications
  • Bachelor's Degree in Finance, Accounting, Business or related field.
  • One year of related progressively responsible experience.
  • Additional education may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula.


Preferred Qualifications
  • Three years of related administration and finance experience.
  • Financial and business analysis experience.
  • Project management and stakeholder management experience.
  • Knowledge of University financial policies, practices and procedures, and SAP.

JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience.
