JOB SUMMARY

The Vice President of Administrative Services (VPAS) is the Chief Financial Officer for the College and provides leadership and oversight for Fiscal Affairs, Facilities Management, Information Technology (IT), Human Resources, Risk Management, Campus Police, and Auxiliary Enterprises. The VPAS reports to the President and serves on the President’s Executive Team. 

ESSENTIAL JOB FUNCTIONS:

  • Provides leadership for, and ensures the continuous improvement, efficiency, and effectiveness of each functional area under the VPAS’s leadership.   
  • Oversees the fiscal operations, financial assets and fiduciary audits of the College, develops long-term financial projections and analysis, develops annual operating and capital budgets, interfaces with State and County Budget officers, develops Budget presentations and advocates for fiscal support with members of the campus community, the Board of Trustees, the County Board of Commissioners, and others as necessary.   
  • Monitors economic trends, performs executive level management/fiscal analysis of all college functions, and advises the President of the fiscal health of the College and other fiduciary responsibilities, and assists the President in strategy development to assure the College’s needs are adequately addressed, makes appropriate recommendations to the President, Board of Trustees, and elected officials.  
  • Serves on the President’s Executive Team and evaluates the fiscal, human resources, and IT implications of Executive Team initiatives. 
  • Formulates business/administrative policies, determines the need for policy change or updating, develops recommendations for the President to take to the Board, and implements policy within parameters required by the Board of Trustees, Carroll County Government, the State of Maryland, the Maryland Higher Education Commission, and other agencies.  
  • Attends meetings of the Board of Trustees; serves as the President’s liaison to the Board Finance Committee, provides monthly reports concerning the financial status of the College.  
  • Provides support to the College’s Planning Advisory Council and serves on assigned committees.
  • Provides leadership for the College’s Human Resources operations, assures compliance with County, State and Federal employment and labor laws, and oversees the implementation of any labor relations developments on campus.   
  • Assures area-wide alignment with the College’s Diversity, Equity and Inclusion goals and strategic plan.     
  • Working with Campus Police, IT and Facilities Management offices, assures the adequate provision of: Campus safety and security, Enterprise Computing system and computing hardware and software, clean and well-maintained facilities, crisis management preparation/response, inclement weather procedures and decisions communication.   
  • Oversees the College’s Risk Management program, works with consultants regarding the College’s self-insurance program, and works with outside legal counsel regarding personnel and other legal matters, and provides analysis/ recommendations to the President regarding legal and other issues.  
  • Assures the availability of up-to-date administrative policies, procedures and forms for members of the College community and the public.

Vision Statement

 Functional units of the Administrative Services area at Carroll Community College operate under the guiding philosophy that its mission is to offer superior support services that contribute to an effective higher education learning environment. It strives to accomplish this goal in the most efficient and effective manner, while supporting the academic and workforce training mission, which is the fundamental purpose of the institution. Administrative Services’ focus is on the planning and management of financial, human, information technology, public safety, and physical resources of the College, while reasonably managing institutional risk. Administrative Services provides support in a customer-oriented, friendly fashion while balancing the responsibilities of also providing effective controls and fiduciary accountability for the organization.

Mission Statement

The Administrative Services area assists the College in meeting the post-secondary educational needs of the citizens, organizations, and businesses in Carroll County by: 

  • Maintaining fiscal integrity of the college through the application of timely student billing, accurate application of financial aid awards, solid cash management and investment strategies, effective purchasing procedures, and the provision of excellent accounting, internal controls, and auxiliary enterprise services.
  • Increasing the efficiency and effectiveness of every member of the college by providing prompt and courteous delivery of high-quality service and support.
  • Rapidly addressing end-users’ computing problems and improving user efficiency by applying proactive problem management strategies, employing the best available technology solutions, and providing effective end-user training.
  • Balancing the College’s need to reduce risk with its need to fulfill mission related goals. 
  • Developing and administering policies and procedures that are easily available for employee review, and that contribute to efficient recruitment, onboarding, development, and effective human resource management.
  • Providing safe, secure, clean, attractive, and well-maintained facilities to ensure the campus environment is pleasing, enjoyable and conducive to learning and working for students, employees, and visitors at all locations.  

MINIMUM REQUIREMENTS TO PERFORM WORK:

Master’s degree in a related field. At least ten years of senior-level management experience in a Community College setting, leading at least one of the functional areas under the direction of the VPAS. Ten years’ experience performing the following elements (included in the ten-years’ experience requirement within the functional area of expertise):  

  • Budget planning, administration, and analysis.
  • Providing and managing financial resources and/or other assets/services supporting broad needs across an entire institution. 
  • Use and application of data analytics to guide strategic planning, decision making and performance evaluation.
  • Knowledge/understanding of the mission of community colleges.
  • Knowledge of laws/codes/regulations/statutes governing and impacting the operation and administration of Community Colleges in Maryland.  
  • Strong administrative, leadership, and supervisory skills.
  • Ability to track multiple initiatives and meet multiple priorities simultaneously

SALARY INFORMATION

This position will be placed on the College 12-month Exempt Staff salary scale at grade 115.  Actual salary placement based on qualifications and experience. Position includes an excellent fringe benefit package.  

PHYSICAL DEMANDS:

The work is normally sedentary work which requires exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects.   Additionally, the following physical abilities are required:  

  • Hear/talk/communicate – Must be able to exchange information and communicate quickly and accurately 
  • Visual Acuity/ability, perceive or detect surroundings, see, and use computers and computer keyboards, and other computer interface resources. 
  • Mental acuity – Able to focus, concentrate, understand, and convey subject matter within a multitasking environment 
  • Stand/sit/walk/able to move or traverse from one area to another

WORK ENVIRONMENT:  

Work environment involves everyday risks or discomforts which require normal safety precautions typical of such places as office, meeting, and training rooms; use of safe workplace practices with office equipment; some computer use; involved in acquiring and maintaining equipment and in capital improvement plans; avoidance of trips and falls; observance of fire and building safety regulations; and observance of traffic laws when driving College vehicles.
