Indiana University East is accepting applications for a Director of Human Resources in the Office of Human Resources. The Director of Human Resources is responsible for planning, implementing, directing and administering all aspects of IU East’s Human Resources functions as an extension of and in close collaboration with University Human Resources and the Office of Institutional Equity. Provide campus leadership in all areas including: recruitment, compensation and benefits, classification, policy communication and guidance, employee orientation, training and development programs, performance management, problem/grievance resolution, unemployment, workers compensation, and payroll. Interpret and ensure compliance with federal and state regulations governing employment. Supervise HR staff. Promote collaborative and supportive work environment and serve as account manager.

Department-Specific Responsibilities

  • Work closely in a partnership with campus leadership to identify HR solutions that will help achieve strategic goals and objectives of IU East. Inform and participate with HR colleagues including the Senior Director of University Administration & Regional Campuses (SDUARC) and Centers of Expertise on the development of programs, policies, and best practices that address these strategic initiatives.
  • Provides advice and consultative guidance to deans, directors, managers, and supervisors in all areas of HR planning and administration. Provide support to the Executive Vice Chancellor for Academic Affairs (EVCAA) for concerns related to faculty hiring (provide training for search committees, advertising, processes), and work collaboratively to address behavioral/workplace concerns.
  • Maintains currency in federal and state regulations and requirements and ensure campus compliance.
  • Manages employee relations functions for the campus by advising, counseling, interpreting, and administering policies with managers and employees on all types of Employee Relations issues; assist supervisors in coaching/counseling techniques, facilitation/mediation, performance improvement planning, and corrective action; administer the application of employment laws, such as FMLA, FLSA, and ADAAA, and ensure managers and employees are knowledgeable and compliant in these areas; manage the staff grievance process;
  • Investigates complaints and resolve within the parameters of University policies. Consult with SDUARC and the Employee & Labor Relations Center, as necessary.
  • Serves as liaison to settle employee legal issues as needed.
  • Plans, organizes, and manages talent acquisition for the campus including employee recruitment, orientation, evaluation, selection and retention; this includes achieving well-qualified and diverse applicant pools for staff and temporary positions; manage campus employment verification processes (I-9/E-Verify, background and reference checks); ensure employees are on-boarded (orientation, benefit enrollment) and remain engaged and aligned with IU’s culture and goals.
  • Follows strict confidentiality standards, established University policies, and federal and state regulations; provide leadership and guidance to the campus on recruitment activities; Consult with the Talent Acquisition Center as necessary.
  • Supervises the payroll operation to ensure compliance with University policies and procedures, and with federal and state payroll laws and regulations. Maintain a high-level understanding of the HRMS payroll and personnel system, ensure payroll personnel changes (hires, promotions, leaves of absences, terminations, etc.) are processed accurately and timely for the preparation of the biweekly and monthly payrolls.
  • Supports the campus budget process for all personnel by aiding in the development of the salary budget for all staff and academic employees in conjunction with the VCAF and EVCAA. Ensure HRMS data is up-to-date and correctly submitted to University Budget Office (UBO) according to UBO and University Human Resources guidelines. Complete annual CUPA-HR data collection for faculty salaries.
  • Serves as account manager. Collaborate with the Compensation Center as needed.
  • Develops, plans and organizes campus reward and recognition programs in conjunction with campus leadership. 
  • Identifies, develops, and administers campus-wide training and development programs.
  • Consults with Sr. Business Partner for Regional Campuses and Organization Development Center as necessary.
  • Participates in professional development activities and professional associations devoted to human resource management.
  • Encourages HR and payroll staff participation in professional development activities.
  • Serves as IU East HR business partner on University-wide initiatives as requested.
  • Works with campus senior leadership to implement University HR initiatives at the campus level. Perform other related duties incidental to the work described herein.

  • Partners directly with leadership to develop and implement HR strategies. Provides strategic HR oversight to specified client groups, acting as a trusted adviser to leadership.
  • Acts as a primary point of contact for senior leaders, providing expertise and guidance in the areas of organizational performance, culture, and change.
  • Coaches leaders on leadership behaviors and practices focusing on development and performance strategies to promote engagement and a culture of continuous growth and development.
  • Lead key HR processes and initiatives, leveraging and partnering with COE's.
  • Provides strategic HR consulting and problem-solving solutions on the most complex issues to leadership.
  • Partners to create and ensure an environment of diversity and inclusion.
