Job Description
The Outreach and Recruitment Manager is a new management position at UMSL’s Community Innovation and Action Center (CIAC), which serves as a convener, collaborator, evaluator, data strategist, facilitator, and research partner across UMSL and the St. Louis Region — including leading the St. Louis Regional Data Alliance and Coro Fellowship and supporting a variety of efforts with the Children’s Funding Project, St. Louis City and County, St. Louis Community Information Exchange, the St. Louis System of Care, St. Louis Mental Health Board, and the Missouri Department of Elementary and Secondary Education (DESE). CIAC works to support UMSL’s mission to deliver exceptional educational, research, and engagement experiences that inform, prepare, challenge, and inspire across the region and state.
The Outreach and Recruitment Manager will play a significant role in leading outreach, recruitment, and registration efforts for upcoming statewide early childhood administrator trainings sponsored by DESE in partnership with the University of Missouri - Kansas City. The Manager will design and oversee a strategy to recruit up to 1,000 administrators for in-person and virtual learning opportunities across the state and supervise two Outreach Coordinators to support these efforts. These activities will likely include mail and web-based outreach campaigns, outreach project management, personnel management, and other key tasks including:
- Design and oversee implementation of an outreach plan to enroll early childhood administrators in specific in-person and virtual learning opportunities
- Provide project management leadership for direct-mail and
web-based outreach and payment elements of the project, including:
- monitor timelines and progress;
- manage outreach project budget;
- facilitate outreach team meetings;
- monitor for gaps and bottlenecks related to outreach;
- provide project updates as needed;
- manage administrative tasks, including logistics and documentation as needed
- Supervise and support outreach coordinators in implementing the outreach plan
- Serve as a community ambassador for the learning opportunities; attend relevant community meetings, as needed
- Elevate problems or issues as needed
- Other duties as assigned
Position is open until filled, though preference is given to candidates who apply before Wednesday, February 1st, 2023.

University Title: Associate Director, Program/Project Operations
Minimum Qualifications
A Bachelor's degree or an equivalent combination of education and experience and at least 4 years of experience from which comparable knowledge and skills can be acquired is necessary.
Preferred Qualifications
Has a Master’s degree and a combination of education and experience in education, social work, public health, public policy, academic affairs, urban planning, public administration, or a related field.
Applicant should also be able to demonstrate:
- Ability to run effective community outreach campaigns to diverse stakeholders
- Ability to manage staff and other personnel in completing such campaigns
- Ability to organize and implement detailed project plans
- Strong verbal and written communication skills
- Commitment and ability to work collaboratively with internal and external stakeholders
- Commitment to addressing racial and social equity
- Critical thinking and problem solving skills
