Capital Planner

We are seeking aCapital Plannerwho provides support for the ongoing Capital Projects identification, design, and implementation process, participating in multiple university planning tasks and initiatives. The Capital Planner manages data gathering, assembly, and is ultimately responsible for producing high quality material for multiple yearly milestone presentations for JHU Senior Leadership, Trustee Committees, and the full JHU Board of Trustees.




While the direct reporting relationship is to the Senior Advisor in the Johns Hopkins Facilities and Real Estate department (JHFRE), the Capital Planner will develop and maintain a strong and respectful working relationship with the other Directors within JHFRE, including the Senior Director of Planning & Architecture, Senior Program Director, Director of Design & Construction, Senior Director of Facility Operations, Chief Real Estate Officer, as well as Associate Directors and project managers under each Director in disciplines that may include architecture, interior design, engineering, construction management, and real estate management.

When required to refine information and/or prepare presentations to Senior Leadership and/or the Board of Trustees, or for capital project state grant applications, the Capital Planner may be required to work directly with the Vice President of Facilities and Real Estate.

Among the most significant responsibilities of the Capital Planner role is guiding the development of the Johns Hopkins University's Capital Plan, a five-year, rolling forecast of major, minor and renewal projects, information technology investments, capital equipment purchases, and long-term lease obligations.

The Capital Plan is a product of collaborative input from the JHU Schools, Divisions, Centers, and JHFRE to provide JHU Senior Leadership with timely data enabling effective decision making on how to best leverage capital resources for strategic purposes. Effective delivery of the Capital Plan, as well as all high-level presentations to Senior Leadership and Trustees, requires content that is well written, graphically competent, factual, and succinct.

Specific Duties & Responsibilities

  • Work with the Vice President for Facilities & Real Estate, the Senior Director of Planning and Architecture, Senior Program Director, and Director of Design and Construction to gather, organize and maintain university-wide information relative to school, division and center forecasts for projected physical space needs and anticipated investments in facilities improvements, renewal, energy reduction, technology, and equipment.
  • Work with Deans/Directors/Leaders and Divisional Business Officers (DBO’s) and Departmental Facilities representatives to develop appropriately detailed project scope descriptions that allow JHFRE and its consultants to provide accurate and timely project cost and timeline projections to inform both the departmental plans and university Capital Plan.
  • Coordinate annual capital planning meetings with each division and other university representatives, collect and distribute all relevant information, and track all resultant action items and follow up activities as needed.
  • Work with the JHU Real Estate team to gather, organize and maintain information relative to leases university-wide for up to two years before expiration that require action (such as searching for new space within university owned assets, high level test fits within university owned assets or space to be leased, hiring consultants for tenant improvement AE services) by the Planning & Architecture and/or Design & Construction teams.
  • Work with the Facility Operations team to identify and track a variety of projects that require input and design oversight by the Planning & Architecture and/or Design & Construction teams. Work closely, in parallel support with the Department of Planning and Budget, specifically with the Senior Director of Budgets, to assure integration of the capital and operating budgets within the five-year plan.
  • On a quarterly cycle, work with the Vice President of Facilities and Real Estate, Senior Director of Planning and Architecture, the Design & Construction teams, Real Estate team, schools/divisions and Office of Planning & Budget to analyze and evaluate data, develop the story, and prepare materials for presentation to the Trustees Capital Subcommittee for information and/or required approvals including project scope, site improvements, program, anticipated budget, prime design consultant selection, construction delivery method, schematic design, final design, lease transactions, property acquisition, and developer transaction. Record minutes from Capital Subcommittee meetings; work under the direction of members of Senior Leadership to revise and refine for Trustee’s Finance Committee presentation.
  • On an as needed basis, work with the Vice President of Facilities and Real Estate, Senior Director Planning and Architecture, the Design & Construction teams, Real Estate team, schools/divisions to develop presentations for various Trustee Working Groups.
  • Assist Planning & Architecture and the JHFRE design consultant with Trustee Design Reviews at schematic design and final design.
  • On an annual basis, lead the state capital grant application process for capital projects working in tandem with the Government and Community Affairs office and Vice President for Facilities and Real Estate; includes developing a variety of deliverables for a multi-stage process involving many constituents.
  • When requested, attend the following meetings and be prepared to address questions, and/or amend presentation collateral quickly if required. Meetings include:
    • Various meetings with Senior Leadership
    • Trustee Capital Subcommittee and Finance Committee meetings
    • Trustee Working Group meetings
    • Other project- or topic-specific meetings, as needed

Scope of Responsibility

  • Capital Plan content and presentation management.
  • Contribute to development and description of scope of work, budget and timelines for Capital Projects.
  • Gather, organize, edit for brevity, and graphically represent information from all constituencies involved in Capital Planning, Trustee Capital Subcommittee and Finance Committee process.
  • Lead development of content and presentations that convey the appropriate level of detail for the intended audience.

Authority

  • The Capital Planner will have a reporting and mentoring relationship to the Assistant Capital Planner.
  • The Capital Planner will be expected to engage JHU personnel at all levels to effectively shepherd information required for the various packages and presentations provided to Trustees, Trustee Committees, the President, the Senior Planning Group, and the JHFRE Leadership team.
  • The Capital Planner will continually update graphic format and guidelines for all presentations.

Decision Making

  • Prepares clear written and visual information to facilitate informed decision making by the JHU Senior Leadership.

Communication

  • The Capital Planner is privy to routine, non-routine, sensitive, and confidential information exchanged through conversations and attendance at high level meetings involving Trustees, and Senior Leadership, JHFRE Leadership and colleagues; the ability to exercise professional discretion regarding information sharing information is required.
  • The Capital Planner is expected to build and maintain relationships based on professional camaraderie and mutual respect with all involved in the Capital Plan process, including members of the Senior Planning Group, Deans, and peers within multiple departments throughout the JHU organization.
  • Exemplary verbal, written, and graphic communication skills are required, including the ability to distill information into the salient facts required to properly inform Senior Leadership about any issue requiring their decisions

Minimum Qualifications
  • Bachelor’s Degree, preferably in Business Administration/Finance, Accounting, Architecture, Engineering, or Construction Management.
  • Eight (8) years related experience; additional education can substitute for some experience.
  • Demonstrated proficiency with a variety of software packages routinely used in written and graphic communication, including but not limited to Microsoft Office Suite, Adobe, Photoshop, InDesign and Bluebeam.
  • A high level of experience and knowledge of the “business of higher education”, including the consensus-based decision-making process, funding streams for capital financing and ongoing operations.

  • Superior oral, written, and graphic skills including the ability to present complex material in a useful and understandable fashion to diverse audiences; ability to “tell stories” that communicate succinctly the salient points of any topic.

  • Knowledge of the design and construction delivery process for capital projects, including knowledge of the complexities of design and construction delivery on the higher education campus; understanding of different methods of construction delivery and the associated impact on schedule and cost.
  • Commitment to the mission of the JHU, and best practices for the Capital Planning process.
  • Ability to produce accurate, timely delivery of complex materials, and the flexibility to effectively implement last minute changes.
  • Ability to build, input, query, and configure database information.
  • Understanding of and ability to query university financial data.
  • Proficiency with a variety of software packages geared toward written and graphic communication; ability to teach others how to utilize software if necessary.
