Job Summary

Reporting to the Vice President of Administration and Finance, the Senior Budget Analyst's primary function is to perform the budget analysis work required to administer the Administration and Finance and President's Office budgetary program and provide consultative budget services to both division's constituents.

The Senior Budget Analyst will independently investigate and perform in-depth complex budget analysis, including collecting information from databases and other institutions of higher education; consult with and advise responsible campus officials on budget requests, including projection and revenue, costs, posting of budget data and perform continuous budgetary control; analyze and justify budget programs; gather data and conduct studies on various problems arising in connection with financial administration; assist management with position control, and budget control functions; provide reports and information to management and employees of both divisions concerning specific phases of budgets and financial procedures; prepare related reports and necessary correspondence; develop business processes, standards and procedures; conduct extensive financial data compilation, querying and drilling on large volumes of financial data; and use integrated financial systems and/or other types of records management systems.

Budget & Financial Management:
  • Conducts analysis, and performs functions related to budget and financial management for the divisions (Administration and Finance and President's Office), including new year budget development and current year budget management. Performs technical budget analysis functions required to allocate and manage the division's budgets, including State, Auxiliary, Enterprise, and Trust Funds. Prepares monthly, quarterly, annual, and ad hoc financial reports for the divisions using PeopleSoft financial software and other productivity tools. Analyzes reports for the propriety of revenues and expenses, trends, and fund balance projections. Presents findings to the Vice President of Administration and Finance and Chief of Staff.
  • Coordinates the overall annual division budget submission including preparation of necessary budget briefs. Develops and prepares comprehensive budget forecasting and continuous budgetary control reports for both confidential and broad audiences. Develops and maintains processes for tracking current year budget expenditures throughout the Divisions and preparing summary reports for Divisional Leadership. Prepares and submits annual and interim base and one-time budget requests and conducts analysis to support budget line items.
  • Thoroughly assesses, formulates, and evaluates the impact of recommended or implemented fiscal practices within the divisions as a key contributor in the divisions' planning and development activities. Conducts extensive financial data compilation, querying, and drilling on large volumes of financial data; and uses integrated financial systems and/ or other types of financial management systems. Troubleshoots complex division budget issues, conferring with administrators, as needed.
  • Drafts text material to summarize, analyze, and justify budget programs; gathers data and conducts studies on various problems arising in connection with financial administration; assists with position control; prepares related reports and necessary correspondence; develops business processes, standards, and procedures.

Training & Mentorship:
  • Supports other budget staff within both divisions in developing and managing their unit budgets. Provides budget management and PeopleSoft training to Administration and Finance and Office of the President personnel. Holds meetings with the Administration and Finance Division and Office of the President's budget staff, and works closely with and provides guidance to all budget staff within the two divisions, often in a leadership role. Serves as the primary liaison with the campus budget office and participates in campus-level budget management meetings conducted by the budget office.

Position Management:
  • Oversees position management for all positions within Administration and Finance and the Office of the President. Calculates permanent and current year costs, and manages salary savings and other one-time funds, when applicable.

Support to Divisional Needs:
  • Provides support as needed to divisional projects (including some which may be non-budget related), reports, crisis intervention, and customer service in a high-volume interaction office with unpredictable service requests and other special projects, as assigned.

Employment Status: Full-time, Exempt, Probationary with the possibility of converting to permanent.

Work Schedule

Monday through Friday from 8:00 am to 5:00 pm, weekends and evenings may be required.

Key Qualifications
  • Thorough knowledge of financial, budgetary, and accounting principles and practices.
  • General knowledge of the functions and fiscal organization of the campus, principles of position management, and budgetary alignment.
  • Working knowledge of the principles and practices of public finance, fiscal management, and cash-flow management; research techniques and statistical principles and procedures; advanced proficiency with Microsoft Word and Excel, web browsers, query tools, and integrated financial systems.
  • Knowledge of or ability to learn quickly the financial structure and financial procedures of the campus.
  • Ability to analyze and review the budget and financial practices of Administration and Finance and the Office of the President, communicate clearly and present complex budget information in a clear, concise, and professional manner, analyze situations accurately, and develop an effective course of action.

Education and Experience
  • Experience: Three years of progressively responsible analytical experience including two years performing work involving the preparation, justification, and analysis, or the control and administration of a budget or budgetary program.
  • Education: Equivalent to a bachelor's degree with a major in accounting, business administration, finance, or a closely related field OR a combination of education and experience which provides the required knowledge and abilities.

  • Preferred Qualifications
  • Experience in CSU or higher education institution preferred.

  • Salary:

    Anticipated Hiring Range: $6,500 per month

    Classification Salary Range: $4,611 - $8,899 per month
