About the Department

The 900+ positions of the Facilities Division service the students and staff of the University's teaching, research/administrative space and 2,240 acres of infrastructure. The Facilities Division provides design and building services, maintenance, custodial, landscape, solid waste removal, utility, mail, and motor pool services 24 hours a day, 365 days a year.

The goal is to deliver cost effective services to the University, ensure completed projects and maintenance that conform to codes and regulations, while minimizing University liabilities and disruptions caused by the maintenance, repair, building, and equipment modifications to the University.

Essential Job Duties

This position reports to the Associate Vice Chancellor for the Facilities Division and provides oversight for the business operations unit which includes Budget and Accounting, Business Systems and Human Resources. In all areas of responsibility, the Assistant Vice Chancellor, Business Operations builds strong working relationships both internal and external to the Facilities Division, leads multi-department collaboration, and advocates for the Division's interests in University-wide interactions.

The position's primary responsibility is to assist the Associate Vice Chancellor for the Facilities Division in the management of multiple business components in the areas of budget management/analysis, financial planning, accounting, purchasing, inventory, customer service, computerized maintenance management, service agreements, contractor and pre-qualified vendor contracts, payroll, personnel administration, communications, Division-wide administrative support, standard operating procedures and processes, and information technology. The position also serves as a liaison and partner with college and central University business units.

Reporting directly to and working in conjunction with the Associate Vice Chancellor, this position is expected to keep the AVC updated and provide expertise with interpretation of external and internal policies and procedures in order to implement proper budgeting. Provides guidance in what criteria is required to justify a certain cost in budgeting. The Assistant Vice Chancellor recognizes complex and unique issues and develops resolution and/or consults with leadership in order to achieve resolution. Identifies problems and changing requirements, auditing and other fiscal procedures and reports.

This position will supervise 3-5 permanent employees.

Duties include, but are not limited to the following:

Serve as Professional Knowledge Expert In the Following:

• Business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources;
• Economic and accounting principles and practices, the financial markets, banking, and the analysis and reporting of financial data.
• Principles and procedures for personnel recruitment, selection, training, compensation and benefits, labor relations and negotiation, and personnel information systems;
• Principles and processes for providing customer and personal services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction;
• Laws, legal codes, precedents, government regulations, executive orders, and agency rules.

Provide Program Supervision and Administration:

• Judgment and decision making, considering the relative costs and benefits of potential actions to choose the most appropriate one.
• Critical thinking, using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.
•Motivating, developing, and directing people as they work, identifying the best people for the job.
• Negotiation, bringing others together and trying to reconcile differences.

Provide Problem Solving:

• Complex Problem Solving — Identifying complex problems and reviewing related information to develop and evaluate options and implement solutions.
• Deductive Reasoning — The ability to apply general rules to specific problems to produce answers that make sense.

Other Responsibilities

• Maintain excellent communication and personnel relations with Facilities Division employees. Provide for employee recognition and rewards for good performance. Provides safety programs accordingly,

• Advise Associate Vice Chancellor for Facilities in formulating, interpreting, and implementing University policies and procedures for non-capital and non-operations accounting related to budgets and finance.

• Serve as back up for the Associate Vice Chancellor on the University Crisis Action Team, and serves on his behalf during absences out of the office.

Qualifications

Minimum Education and Experience:

• Master's Degree and 5-7 years of related professional experience OR Bachelor's Degree in Business Administration, Public Administration, Engineering Management or related business area and 10-15 years of related professional and supervisory experience.

Other Required Qualifications

• Advanced skill in business oriented software applications, including Microsoft Excel. Managerial experience. High level of detail.
• Demonstrated interpersonal, communication, and strategic planning skills necessary to interact and facilitate change with administrators and staff.
• Strong interpersonal skills, ability to communicate, manage and problem solve well at all levels of the organization.
• Strong team building skills to ensure sustainable services and strategy.
• Strong communication skills including written and verbal communications.
• Ability to work cross-functionally with teams to build consensus, develop effective relationships, and resolve conflict.

Preferred Qualifications

• Advanced Degree with a major in Business, Accounting, Economics or a related field. Knowledge of state government policies and regulations.
• Significant experience in finance and business related to state agencies and universities.
• Project management, change management, and implementation skills.
