Job Description

The Category Manager Construction, leads a team of Procurement professionals that execute high value category management goods and services that balances stakeholder management, transaction management, category management, and supplier relationship management to unlock value in the facilities and construction area.

Qualifications
  • Bachelor’s degree required, preferably in construction management, supply chain management or business. MBA preferred.
  • Minimum 5-7 years professional experience in construction related sourcing, negotiating, and contracting, with a track record of meeting and exceeding goals and objectives. 5 years of experience in construction administration at an Architecture/Engineering firm, or Construction Management firm highly desired.
  • Professional certifications preferred (C.P.M., CPSM )
  • Must be proficient in Microsoft Outlook, Excel, Word and Power Point (or note Microsoft Office)
  • Experience with Project Management Information System usage desired.
Job Specific Qualifications
  • Excellent category management, sourcing, negotiation, analysis, and contracting skills for multiple, large scale, construction projects.
  • Experience with, and understanding, of industry best practices in the execution of construction projects utilizing planning and design services, major equipment and furniture procurement, general construction fixed price bidding, construction manager at risk competitive proposals, and facilitation design-bid proposal process.
  • Demonstrated success in working collaboratively across functional and business groups.
  • High level of commitment to customer service and teamwork using diplomacy.
  • Strong follow-up skills: ability to multi-task, meet timelines and follow up with internal and external customers.
  • Strong written and oral communication skills, including the ability to present ideas and suggestions clearly and effectively.
  • Strong organizational skills: ability to accomplish multiple tasks within the agreed upon time frames.
  • Strong track record of building and maintaining solid relationships with internal and external customers and suppliers.
  • Self-motivated; able to work both independently and in teams.
  • Ability to monitor compliance with established guidelines, policies, procedures, and regulations
  • Challenge the status quo and champion change.
Responsibilities

Category Strategy & Sourcing
  • Manage and oversee interfaces with key internal stakeholders to optimize project delivery through efficient procurement of design and construction services.
  • Collaborate with CPDC in the alignment of specific projects with most beneficial project delivery vehicle.
  • Drive internal and external relationships at all levels, including Sr. Leadership, to enable successful Sourcing partnership with the key stakeholders.
  • Develop and execute strategies that are aimed at capturing value and driving savings results.
  • Lead team members in and actively executing sourcing new suppliers, and strategic supplier management.
  • Manage and oversee interfaces with key internal stakeholders to optimize project delivery through efficient procurement of design and construction services.

Selection, Contracts Process & Awards
  • Responsible to oversee and drive negotiations through contract award for services and materials listed above.
  • Partner closely with CPDC in the development of supplier award selection scenarios and recommendations for evaluation considerations and decision-making.
  • Work with Office of General Counsel, CPDC, and other involved areas to identify and incorporate appropriate levels of commercial protection and conduct negotiations to achieve the optimal business results for the University.
  • Collaborate broadly with various internal and external stakeholders to ensure appropriate review, approvals, transactions, and documentation to support compliance and due diligence while developing and standardizing business processes.
  • Oversee and manage the issuance of contact documentation and purchase orders after resolving all contract terms and conditions.
  • Oversee and manage, construction financial administration and accounting staff; design proposal add/remove services, purchase order changes on major equipment and furniture, contract changes to general construction contracts, construction manager at risk contracts, and design-build contracts to ensure that any changes are compliant with the contract or purchase request, before submitting them for approval.
Leadership & Management
  • Ensure interfaces with all key internal stakeholders to optimize cost & efficiencies of each project.
  • Organizational skills to manage a large volume of complex assignments independently and effectively with minimal guidance.
  • Mentor/coach or supervise one or more Purchasing Specialists.
  • Maintain a working knowledge of applicable federal, state and local laws and regulations as well as any internal policies or procedures to ensure behavior exhibited represents the highest level of integrity, honesty, and transparency.
  • Support the University’s Go Local program.
