Position Summary

The associate vice president for Facilities Management ( AVPFM ) is responsible for the operation and management of three offices: Environmental Health and Safety (EH&S); Facilities Planning, Design and Construction ( FPD &C); and Facilities Operations & Services (FO&S). The FM unit has over 220 personnel and an annual operational budget is approximately $15 mil with a five-year capital improvements plan of approximately $100 mil. The University’s main campus covers 191 acres with approximately 2.65 mil GSF and 7000 students and other college owned properties including William H. Parks Family Center for Environmental and Outdoor Education located on Raquette Lake in the Adirondacks, the Hoxie Gorge Nature Preserve near Cortland, and the Robert C. Brauer Memorial Education Center near Albany. The AVPFM will partner with VP for Finance and Management to provide strategy and leadership to conceptualize, develop, and implement facilities and maintenance initiatives, in alignment with the University’s facilities Master Plan and Strategic Goals.

Major Responsibilities

Leadership:
  • The AVPFM will lead and provide administrative direction for planning and executing of the campus Facilities Master Plan including all small and large capital building projects.
  • Strategic direction of Facilities Operations and Services including Building and Grounds services, Fleet Operations, General Maintenance and Repair, Energy Management, Central Receiving and the warehouse.
  • Strategic direction of the campus Environmental Health and Safety Office to ensure compliance with applicable health and safety regulations.
  • Under direction of the vice president, act as the campus liaison between internal and external constituents including local government officials.
  • Establish short term and long term goals for the unit
  • Establish the facilities sustainability goals
  • Promote the campus visual identity and foster the aesthetic consideration within the architectural context of the campus facilities.

Administration and supervision:
  • Administration of all operations of the Facilities Management Unit.
  • Monitor and direct the development of departmental policies and procedures. Work closely with the director of FOS to develop the Operation Manual.
  • Ensure staff development and supervise direct reports.
  • Develop programs to enhance the service and improve the unit’s image both internally and externally.
  • Promote close working relationships among the three offices and the SUNY Cortland campus community (i.e., academic and administrative units).
  • Promote the use of technology for the future in order to enhance the quality of the unit’s productivity.
  • Assess new land and/or property for acquisition and facilitate the transaction requirements.

Committees/ Collaboration:
  • Under the direction of the vice president, coordinate planning, design and construction activity with affected constituencies.
  • Under the guidance of the vice president, assist with or directly plan and deliver communications to various constituencies (e.g. the President’s Cabinet, faculty, staff, students, alumni, and community members) regarding facility planning, construction and renovation activities and progress to keep them informed and to minimize disruption to academic and other university programs and activities.
  • Serve as the liaison with city, state and federal agencies and governing bodies and ensure compliance with all codes, laws and regulations.
  • Keep abreast of pertinent local, state and federal codes, regulations and laws; ensure compliance; and monitor the status of permits and applications.
  • Attend the SUNY Cortland Sustainability Coalition. Under the guidance of the vice president, brief the Sustainability Committee on the progress of existing projects
  • Attend meetings of the Environmental Health and Safety Labor Management Committee, Facilities Master Plan Oversight Committee, Dormitory Fund Capital Planning, VP for F&M direct report meetings, President’s Council meetings as directed, and present at the Administrative Conference (attends and presents twice a year), attend the SUCF quarterly meeting, meet with current and prospective donors and community leaders regarding capital projects for new construction and renovations, and accompany them on facility tours.
  • Attend other meetings/conferences as directed.

Required Reporting:

Technology:
  • Responsible for effective utilization of the following technology for management and operation: AssettWorks (AiM); for assets management and in process of converting all CADD drawings and work order system to this software, GIS ; for the underground utilities, TMA ; work order system, MicroSoft Projects; for Project tracking, EnergyCap and BMS systems: for energy management, Fleet & Fuel management, Chemical inventory

Budget Management:
  • Provide administrative oversight and tracking the unit’s annual operation and construction budgets
  • Provide administrative oversight of all project budgets and schedules in order to maintain the project scope within the approved budget
  • Develop and prepare periodic reports in order to assess the effectiveness and efficiency of the project/program, including detailed comparisons of actual-to-approved budgets; Life cycle analyses; Facilities Need Index; and Energy Use Intensity ( EUI ).
  • Work and meet regularly with the State University Construction Fund Program Manager, Office of Capital Facilities Residence Halls Funding and the Campus Budget Director.
  • Monitor the campus utility use with the Energy Manager in order to reduce the costs and ensure the development of programs to reduce energy consumption.
  • Enhance the Facilities budget through alternative resources such as grant acquisition.
Job Requirements:
  • Knowledge of engineering and construction terminology, theory, practices and principles, as well as the ability to direct and converse technically with engineers and architects regarding campus utility systems for electricity, natural gas, water, sewer, network cabling, and the maintenance, operation, design and construction of the various building types which occur on a residential college or similar campus environment.
  • Familiarity with state/city/municipal codes.
  • Ability to manage and evaluate architects, contractors and supporting consultants as well as experience with contract negotiation.
  • Knowledge of facility management systems (e.g. electrical, HVAC and water treatment), applications and tools.
  • General knowledge of applicable building and fire codes.

  • Ability to function in a collaborative team environment and build and maintain effective relations with the university’s various constituencies, including: President’s Cabinet, faculty, staff, students, alumni, governmental representatives, consultants, legal counsel and other internal and external constituencies.

  • Demonstrated ability to prepare coherent, effective and well-written and formatted presentation texts and graphics to the campus community and university constituents; make presentations to small and large groups; and explain complex planning concepts and solutions in a clear, concise manner.
  • Excellent writing and proofreading skills and the demonstrated ability to prepare original or revise existing reports, letters, memoranda and other materials.
  • Effective supervisory skills and demonstrated ability to mentor, coach and develop staff.
  • Ability to think strategically and tactically. Ability to “see around corners” and anticipate issues/problems early so that corrective action can be taken on a timely basis.
  • Effectively use various software and manipulate complex database and spreadsheet applications in gathering information, conducting analyses and developing reports.
  • Excellent organizational, administrative and project management skills, including the ability to diagnose critical areas for attention and stay focused, and then translate strategies into measurable action.
  • Ability to manage many projects at once and meet deadlines/schedules and achieve goals under pressure.
  • Results oriented, committed to delivering projects on budget and schedule to the established quality standard.

  • Indirectly responsible for 220 employees including professional engineers and technicians, skilled crafts, laborers, and administrative support personnel.
Required Qualifications
  • Bachelor’s or master’s degree in Facilities Management or a closely related field (e.g., architecture, engineering, or construction management).
  • Minimum of 10 years of relevant industry experience in construction/renovation/building project management.
  • Experience leading a facilities department or division that includes supervision and leadership of large staff, and budget management experience.
  • Evidence of effective interpersonal skills, including tact, diplomacy, and flexibility to work with the campus community including the university’s various constituencies
  • Demonstrated proficiency in Microsoft Office Products (Word, PowerPoint, Excel)
Preferred Qualifications
  • Licensed Architect or Professional Engineer
  • Master’s degree in Facilities Management or other closely related field (i.e., architecture, engineering, or construction management).
  • More than 10 years of progressively responsible industry experience in building project, construction and renovation management and facilities management.
  • Professional experience within SUNY or the State of New York,
  • Experience working in a college or university setting or other similarly complex organization with a shared governance environment
  • Experience working with environmental and sustainability principles, best practices, and laws/regulations, including Leadership in the Energy and Environmental Design ( LEED ) Green Building Rating System
  • Experience as the lead in capital project management (e.g. as the owner’s representative or internal/campus project manager) including budgeting, planning, and construction and renovation management
  • In depth understanding of architectural, mechanical, electrical, and other related disciplines
  • Direct experience managing all stages of a capital project for new construction and renovation (conceptual design, SD, DD, CD and construction)
  • Familiarity with current industry benchmarking practices, and/or experience with computerized maintenance management systems.
  • Industry certificates or training associated with quality control and continuous improvements initiatives, processes, and practices within a complex facilities operation (code or PMP certifications).
