East Stroudsburg University is currently seeking a University Registrar in the Division of Enrollment Management.  The University Registrar leads and manages all functions related to ensuring the integrity, accuracy, and security of all student academic records along with playing a critical role in advising, collaborating, and consulting with the Vice President of Enrollment Management and other senior university leaders to fulfill strategic university enrollment goals.

Job Responsibilities:

organizes, manages and evaluates the work performed in all Enrollment Services units.  

Establishes departmental standards, work plans, and priorities as well as, assigns and evaluates the work of staff within Enrollment Services. Coordinates and evaluates levels and quality of services.

Provides leadership and works with staff to develop and maintain high performance.  Supervises staff within labor contract provisions in a way that contributes to positive employee relations.

Establishes standards for staff, monitors, coaches, and evaluates the performance of Enrollment Services staff to departmental requirements and personal development targets.  Monitors the work of staff and offers to coach for continuous performance improvement and development.  Recognizes performance outcomes and takes action to address deficiencies.

Prepares, submits, and monitors the annual budget for Enrollment Services.  proposes, and monitors approved budgets.  Tracks expenditures for services, supplies, personnel, and equipment in accordance with established policies, procedures, and protocols. 

Resolves complex and difficult academic, records, student accounts issues, and other petitions related to enrollment services. Confers with students on matters related to their financial aid and student record files.

Generates and analyzes data and reports to streamline processes related to enrollment services.

Maintains up-to-date knowledge of the most recent legislation, State reporting requirements, and enterprise data management requirements. 

Stays up-to-date with all applicable federal, state, system, and campus regulations related to enrollment.

Designs and leads workshops and presentations related to enrollment services.

Participates in enrollment activities and events.

Assists the Vice President with special projects when necessary.

Directs the operations of the Office of the Registrar including Records and Registration, Graduation, Transfer and Articulation Services  and the Veteran Center

Manages all strategic enrollment management initiatives related to student academic records, transfer services, course & classroom scheduling, data reporting, FERPA compliance, degree auditing, NCAA academic compliance, and registration communications.

Provides leadership to plan, organize and administer the records, registration, graduation, enrollment/degree verification, transfer evaluations, and academic-related certification services for the institution.

Oversees all registration-related services for undergraduate and graduate students to include real-time prerequisite checking, automated wait listing, appointment slotting, and permission granting.

In collaboration with the Office of the Provost, develops and monitors systems to track student registration.

Oversees the complete graduation clearance and degree conferral process. Provides leadership over the University's degree auditing system and transfer articulation database.

Maintains FERPA compliance for all student academic records for the institution.

Provides oversight of the scheduling of courses and classrooms, and monitors policies related to curricular requirements.

Analyzes and prepares statistical reports on enrollment for administrative use in formulating policies and interpreting registration and academic policies to faculty and students.

Coordinates the campus-wide revisions to, and distribution of, the university's undergraduate and graduate catalogs inclusive of the academic calendar.

Serves on internal and external university committees, providing enrollment management support when necessary.

Collaborates with university vice presidents and deans to develop and implement strategies to support the University's strategic plan, recruitment, retention initiatives, and student academic support goals.

Conducts national and regional research, preparing data reports and analysis on strategic enrollment trends for the vice president for enrollment management.

Manages and tracks student infractions on the student record as it relates to misconduct and other judicial activities affecting the violation of university policies.

Manages the withdrawal and reinstatement communication process.

Oversees the management of veteran certification and processing of VA benefits, and the coordination of support services and resources to the current military and veteran population.

Understands and interprets NCAA, PSAC Conference and University rules pertaining to student-athletes and the evaluation and certification of eligibility of new, continuing, transfer and international student-athletes for participation in practice and intercollegiate competition each semester; ensuring the on-going management of NCAA eligibility for existing student-athlete participants in these programs. Participates in the preparation of NCAA reports under the Academic Performance Programs

Work Schedule: Monday through Friday from 8:00 a.m. to 4:30 p.m., however, the schedule may vary and night and weekend work may be required. Some travel is required post-pandemic. 

Salary: Salary will be based on experience and social equity, plus excellent benefits. Final selection will be based upon a successful interview and background check. All candidates must furnish proof of eligibility to work in the U.S. at the time of employment.

Required Qualifications:

Bachelor’s Degree Required.

A minimum of five years of administrative level experience in a Registrar/Academic Office

At least 3 years of management experience in a complex organizational structure preferred.

Significant front-end and back-end experience with a student information system.

Demonstrated analytical, communication and collaborative skills.

Demonstration of skills necessary to work effectively with a diverse population of staff, students and faculty in a cultural climate that recognizes, respects and celebrates differences.

Some night/weekend work will be required.

Valid Driver's License

Working Conditions/Mental Demands:

High degree of attention to detail with the ability to analyze data, prepare and present appropriate material, compile reports and meet strict deadlines. Limited to those normally associated with an office environment: typing, writing, sitting, standing, walking, and stooping.  Must be able to present material in a variety of settings.
