A major initiative is working to collaboratively transform scholarly publishing and communication, as described in the 2018 Pathways to Open Access strategic roadmap. In partnership with the UC Academic Senate, the libraries utilize system-wide journal contract renewals to negotiate and implement transformative open access agreements with scholarly journal publishers. With a very dynamic and innovative UC Libraries community of librarians, UC is actively leading the broader conversation in North America around transforming the current publishing model toward open scholarship.
The Library of the University of California, Santa Barbara, seeks an innovative, forward-looking, service-oriented, and collaborative professional for an exciting opportunity to serve as Director of the Collection Strategies Department (CSD). The position reports to the Associate University Librarian for Research Resources & Scholarly Communication. The incumbent will cultivate a culture of assessment for a broader concept of library content that includes general research collections and advocacy for Open Access.
The University of California Libraries is recognized nationally and internationally as a leader in advancing Open Access and is well on its way to integrating its open values into its collection strategies. This position provides leadership for the Collection Strategies Department, including the direct supervision of a team of collaborative, dynamic, and service-oriented personnel comprised of five Librarians (including two Collection Strategists and three Area Studies Selectors) and an Analytics Coordinator. The mission of the Collection Strategies Department is to explore and implement strategic approaches that effectively steward the library’s investment in general research collections and scholarly content and to increase the impact and reach of the UCSB’s scholarship by actively supporting, innovating, and advancing open and sustainable models for knowledge generation, dissemination, and publishing.
As part of the Collection Strategies Department, the incumbent will have the opportunity to contribute to the reshaping of the Library’s strategic approach to open scholarship and to cultivate a culture of assessment for a broader concept of library general research collections and content that responds to developments in the rapidly evolving Open Access landscape.
The Library is especially interested in candidates who can contribute to the diversity and excellence of the academic community through research, teaching, and service. This position is eligible for a flexible work arrangement, including a combination of onsite and remote work.
Under the direction of the Associate University Librarian for Research Resources & Scholarly Communication, the Director:
- Implements a dynamic, strategic vision and provides leadership in planning and managing all aspects of the Collection Strategies Department, including employee supervision, training, coaching, and professional guidance to direct reports.
- Provides effective departmental management through the development and implementation of initiatives; ensures accountability-driven performance expectations.
- Ensures CSD personnel has the skills and tools necessary to support 21st-century collections activities in a rapidly changing environment.
- Collaboratively develops and implements policies, procedures, and guidelines for lifecycle management of general research collections and content in all formats; provides coordination and general oversight for the selection of content for general collections in all subject areas, including areas of distinction.
- Oversees budget allocations, expenditures, and procedures for developing and maintaining sustainable general research collections.
- Coordinates decision-making regarding additions, renewals, and cancellations of general research collections and content; manages the configuration of the library’s physical general collections for maximum and sustainable access in the context of UC Shared Print collections, UC shared storage facilities, and regional and national collection initiatives to maximize space and provide optimal collection access.
- Oversees the assessment activities of the Collection Strategies Department.
- Provides leadership for the implementation of evidence-based approaches and processes to analyze, acquire, assess, and evaluate general collections and content.
- Supports the UCSB Library's engagement in emerging and transformative collection development and scholarly communications models; promotes sustainable publishing models and open strategies in support of current UCSB needs.
- Participates in developing and implementing UCSB Library policies and infrastructure around Open Access and transformative collection models.
- Participates in the implementation and assessment of UCSB strategic initiatives associated with the Scholarly Communication Program, including setting the program’s goals, policies, best practices, and assessment metrics for program success and sustainability.
- Builds collaborative relationships with stakeholders across the library; provides effective communication to the library and UCSB-wide stakeholders on new and existing general research collections and content.
- Actively collaborates with all library units involved in the development and maintenance of general collections.
- Collaborates with Directors of ReADS, Access Services, and Research & Engagement on effective and efficient collection-related outreach strategies to UCSB faculty and researchers.
- Participates in general administrative duties, special projects, library programs, and library-wide activities; serves on committees and ad-hoc groups.

ALA-accredited Master’s degree in Library and Information Science, OR equivalent degree in a relevant field.
At least five years of professional experience in a research library.
At least three years of professional experience with evaluation, analysis, negotiation, and coordination of selection, licensing, or acquisition of general research collections and content in all formats.
Excellent written communication skills as evidenced by submitted materials, including the CV, Cover Letter, and an optional but encouraged statement of diversity.
Demonstrated understanding of collection-related assessment methodologies. Evidence of solid assessment skill-set, including knowledge of tools related to data gathering, interpreting, analysis, and presenting the information.
Demonstrated understanding of the changing environment for scholarly communications and open access publishing models.
Demonstrated ability to plan, coordinate, and manage projects.Two years of significant program or departmental management experience, including experience in managing library professionals and/or staff. Demonstrated strong and effective managerial and organizational skills with an ability to lead and motivate library professionals and staff.
Demonstrated knowledge of technical, legal, or information policy issues related to scholarly publishing and new modes of scholarly communications.
Ability to analyze, implement, and adapt to evolving technologies.
Demonstrated ability to work both independently and collaboratively with multiple constituencies in a complex and rapidly changing, matrix-based environment. Excellent interpersonal skills with the ability to work successfully in an intensely collaborative environment with complex workgroups comprising a broad range of people from culturally diverse backgrounds.
Knowledge of consortia and other collaborative initiatives.
Experience working and supervising in a union environment.
