Responsibilities

Under the guidance of the Chief Human Resources Officer, the Human Resources Business Partner is responsible for fostering and maintaining client relationships, providing consultation, identifying issues, and delivering solutions in areas of Human Resources, such as employee relations, talent management, staff development, and talent acquisition. Assigned to 1 of 3 business units, the HR BP oversees the HR programs in the business areas, working alongside the organization’s leadership as a strategic HR partner and liaison by:

  • Participating in and/or leading talent management strategies to hire, develop and retain talent.
  • Providing consultation and execution in all HR areas to include, but not limited to employee relations, DEI, culture stewardship, organization development, compensation and learning and development.
  • This position may include research, design and implementation of human resources initiatives that develop and deliver programs to support the Laboratory’s overall strategic direction and has team lead responsibility for the talent acquisition team. Will provide advice, guidance, and decisions on HR matters to managers and staff, assisting the CHRO in organizational effectiveness efforts.
Core Duties:

HR Business Partner: Maintain relationships with managers, supervisors and project managers, meeting monthly to review current and future business needs.

  • Connect customer needs with core resources and keep communication channels open between business units, HR and union officials as appropriate.
  • Provide guidance and interpretation on all HR policies, processes and procedures, and collective bargaining agreements.
  • Manage risk by ensuring employment actions are in compliance with local, state and federal employment requirements.
  • Lead or participate in HR-related projects to contribute toward Laboratory goals and objectives, organization-wide and/or campus-wide strategic projects, committees and working groups. May manage key projects for the team, from concept and planning to rollout and implementation.
  • Support the development and strategic implementation of policies, procedures and tools to advance performance management, communication and relationship building efforts while fostering positive relationships between employees and supervisors/managers.
  • Expedite forms and manage process workflows with other service partners.

Talent Management: Design strategies for facilitating organizational change by providing needs assessment, analysis and making recommendations; assist departments with reorganization assessment, planning and documentation.

  • Coordinate workforce and talent management efforts with clients relative to establishing solid promotion rationales, collaborating with Compensation on offers, salary actions, audits and the annual merit increase process.
  • Team Lead for the recruitment staff.
  • Partner with Talent Acquisition Specialist, acting as an advisor to hiring managers for recruitment strategies. Support or lead high-level staff searches by assisting management with assessing candidates, phone screens and participating in interviews with candidates and hiring committees, as needed.
  • In conjunction with the department heads, develop and manage the apprenticeship and other development programs.
  • Partner with Science Education to strengthen the talent pipeline.

Employee Relations: Identify and conduct initial intake of employee relations situations, as needed, and recommend appropriate action(s) to maintain a productive and inclusive work environment.

  • Conduct timely and thorough investigations with minimal supervision, prepare thorough investigation reports, recommend solutions and counsel employees. Advise managers on discipline process and highlight any legal issues that may arise.
  • Partner with other HR staff on more in-depth or complex investigations.


Qualifications

Education and Experience:

  • Bachelor’s Degree in Human Resources or other business-related degree required.
  • A minimum of ten years of relevant HR experience, with at least three years’ experience performing employee relations investigations.
  • Must have sound judgment and critical thinking skills; ability to manage multiple priorities and administer broad range of tasks including resolving complaints, coaching, and counseling managers and employees on policies and procedures.
  • Sensitivity and ability to interact with diverse groups of people and organizations.
  • Demonstrated strong verbal and written communication skills, interpersonal skills and the ability to present effectively to facilitate discussion.
  • Adept with technology (i.e. MS Office, HRIS systems, Google Office Suite) to gather, interpret, organize, and present data.
  • Experience providing HR services in both nonunion and union environments preferred.
Knowledge, Skills and Abilities:

  • Strong ability to collaborate, influence and command the respect and confidence of campus partners and having the capacity to deal with a wide range of relationships and situations.
  • Strong organization skills including oral and written communication and demonstrated ability to interact with senior level management and staff.
  • Demonstrated ability to deal with people effectively.

  • Effectively communicate with senior management to impact and influence decision-making.
  • Stellar attention to detail.
Certificates and Licenses:

  • PHR or SPHR, or other related certification preferred.
  • DDI Certificated preferred.
