Job Summary

Reporting to the Chancellor, the Vice Chancellor and Provost is an executive level position responsible for the leadership, planning, development, administration, and assessment of Academic and Student Affairs curriculum, programming, and services. The Vice Chancellor and Provost is the chief Academic and Student Affairs officer for the institution and is responsible for fostering an integrated learning environment focused on educating the whole student. Working closely with college leaders, the Vice Chancellor and Provost works to elevate the use of data-informed decision-making and planning at every level of the College and ensure TCC offers a diverse, equitable, and inclusive culture that is welcoming to students, employees, and the community. Additionally, this position is responsible for collaborating with leadership on each of TCC’s six campuses to ensure strategic planning and operations align with institutional goals and priorities.

Primary Duties and Responsibilities

Essential Performance Requirements*
  • Ensures compliance with Federal, State, and local laws, regulations, policy, and regulations and SACSCOC accreditation
  • Serves as an advisor to the Chancellor on all student related matters and ensures the student learning experience aligns with the mission and vision of the College
  • Provides leadership in development and operationalization of policy, procedures, and protocols linked to academic and student affairs
  • Utilizes data, analytics, communications, technologies, and fiscal stewardship to support design, implementation, and assessment of strategic and operational plans
  • Applies design thinking and communication strategies to identify risk trends, minimize unintended consequences, mitigate structural silos, and foster a culture of connectedness and community
  • Oversees and coordinates continuous development, assessment, and analysis of student learning outcomes and activities in Academic and Student Affairs departments under Vice Chancellor & Provost supervision
  • Shares reports on progress, updates, and changes occurring within the College to the Chancellor and college community regularly
  • Communicates decisions, policies, and actions of Board of Trustees and ensures implementation of each with other administrators and staff
  • Maintains active engagement in local, regional, state, and national organizations as appropriate to advance to mission, work, and impact of the College
  • Provides leadership in educational and academic strategic planning, institutional goals, student learning outcomes, and (co)-curricular assessment
  • Recommends faculty for appointment, promotion, tenure, renewal, non-renewal, and dismissal for cause
  • Oversees all degree and certificate programs and curriculum offerings, including credit and non-credit, transfer, continuing education, international, vocational, short-term occupational, workforce, and programs designed for individuals with unique learning needs
  • Provides leadership for the coordination of program and curriculum development, review, revision, and recommendations for changes to meet academic and workforce needs of local and regional community
  • Convenes with faculty Joint Consultation Committee ( JCC ) in discussions of academic functions and responsibilities of the College, including discussions concerning graduation requirements, faculty credentialing and evaluations, and integration of assessment and learning outcomes in curricula
  • Develops and maintains positive working relationships with area high schools, colleges, universities, and community-based organizations and agencies, in collaboration with campus presidents, real estate & facilities, and other key stakeholder groups
  • Partners with leadership at District and Campus levels to design, recommend, and implement innovative and initiative-taking programs, services, and procedures which respond to the changing needs and requirements of the College community and enhance student recruitment, retention, and completion
  • Provides leadership and accountability for the administration, development, assessment and improvement of student services and experiences which meet and support the College’s mission and strategic priorities
  • Uses collaborative, systems-thinking leadership to determine and prioritize student success strategies and key performance indicators
General Supervision and Management
  • Provides direct leadership and supervision for Academic Operations, Faculty Affairs, Enrollment & Academic Support Services, District Student Affairs, Curriculum & Educational Planning
  • Provides direction, on-going monitoring, and support to direct reports
  • Manages administrative, budgetary, and accountability functions of all departments within the division
Service Excellence
  • Maintains effective working relationships with College leadership, partners, and stakeholder groups
  • Participates on behalf of the College in external community organizations and associations as assigned to support the essential performance requirements
  • Engages in consistent, transparent, and strategic communications with key constituencies to build trust and effective partnerships
  • Attends the workplace regularly, reports to work punctually, and follows a work schedule to keep up with the demands of the worksite
  • Completes all required training and professional development sessions sponsored through Tarrant County College ( TCC )
  • Supports the values of the College: diversity, teaching excellence, student success, innovation, and creativity and service to the College
  • Supports the mission, values and 3 goals and 8 principles of the College
Supervision
Works under the general supervision of the Chancellor

Required Minimum Qualifications
  • Doctoral degree in a related field
  • Ten (10) years’ working experience related to the Essential Performance Requirements
  • Seven (7) years’ experience supervising (e.g., managing, evaluating the performance of others)
  • Five (5) years’ experience teaching in college-level setting
Preferred Qualifications
  • Previous executive level leadership
  • Experience leading in urban, complex organization
  • In-depth, working knowledge of change management strategies and techniques
  • Experience as full-time faculty member at community college level
  • Full-time faculty experience that would qualify for Professor rank
Knowledge, Skills and Abilities
  • Knowledge of research methods
  • Skilled in project planning, management, and monitoring at the proficient level
  • Skilled in providing high quality customer service and interpersonal communications with diverse populations at the excellent level
  • Skilled in budget planning, operations, and forecasting
  • Skilled in using applications and enterprise systems, including word processing, spreadsheet, and presentation software
  • Ability to foster a collaborative and equity-driven work environment and setting
  • Ability to think critically to effectively solve and communicate problems in a fast-paced environment where the demands for work are varied, and unpredictable in scope and volume
  • Ability to analyze data and provide sound recommendations based on policy, procedure, practice, and existing regulations
  • Ability to delegate work appropriately to faculty and staff to meet College and campus deliverables
