Job Summary:
Assist the Director of Business Operations in the overall management and administrative direction of all aspects of the purchasing function of the College. Oversees the formulation of policies and directs personnel engaged in buying, selling, and distributing materials, equipment and supplies. Assists in the analysis of the effectiveness of the College's procurement policies and procedures and works to ensure the effective utilization of Workday from Procurement to Payment.



Job Description:

Assist the Director of Business Operations in the overall management and administrative direction of all aspects of the purchasing function of the College. Oversees the formulation of policies and directs personnel engaged in buying, selling, and distributing materials, equipment and supplies. Assists in the analysis of the effectiveness of the College's procurement policies and procedures and works to ensure the effective utilization of Workday from Procurement to Payment.

DUTIES

  • Under the direction of the Director of Business Operations, develop and administer Barnard College's comprehensive purchasing policies and procedures, updating the policies based on industry best practices, and providing training and updates as needed to the campus community.
  • Oversee the daily operation of the purchasing functional area and supervises a staff of two clerical employees.
  • Assures that all purchasing activities are accomplished in accordance with the College's comprehensive purchasing and expenditure policies and best practices.
  • Review and approve the establishment of new vendors and purchasing requests such as purchase requisitions for goods or services to ensure compliance with the College's purchasing and expenditure policies, and user requirements.
  • Develop reports in Workday to perform commodity analyses and to assist in providing recommendations for cost savings for the College.
  • Evaluate, recommend for approval, and establish on-line accounts with e-commerce vendors and set up traditional credit-based accounts with new vendors. Acts as a College representative while negotiating contracts and supplier policies.
  • Assists the Director of Business Operations with the College's bidding process. Meets with suppliers and assists the Director in evaluating suppliers for reliability, competitive pricing, and services.
  • Supervise the administration of and training for the College's purchasing card ("P-Card and Corporate Card") program and Expense Report reimbursement process.
  • Ensure that Expense Reports are thoroughly reviewed within the Workday system and approved in accordance with the College's purchasing and expenditure policies.
  • Act as the key liaison to the P-Card and Corporate Card providers.
  • Interface with staff in Budget and Finance to reconcile vendor accounts and expedite purchasing processes.
  • Serve as the primary resource, subject expert, trainer and process owner of purchasing processes and Workday purchasing related business processes.
  • Acts on behalf of the Director of Business Operations in the Director's absence.
  • Performs related duties as required.


Skills, Qualifications & Requirements:

  • BA degree in business or relevant discipline.
  • Five (5) to seven (7) years of purchasing experience preferably in a higher education setting, including three (3) years of supervisory experience.
  • Strong negotiating skills.
  • Excellent communication and analytical skills.
  • Ability to work independently with faculty, administration, students and suppliers.
  • Extensive experience with the Microsoft Office suite of software.
  • Workday experience preferred.
  • Experience in contract management, strategic sourcing, negotiation and relationship management preferred.


Salary Range: $81,258 - $86,258

The salary of the finalist selected for this role will be set based on a variety of factors, including but not limited to departmental budgets, qualifications, experience, education, licenses, specialty, and training. The above hiring range represents the College's good faith and reasonable estimate of the range of possible compensation at the time of posting.
