Under the supervision of the Payroll Services Manager, the Payroll Analyst provides daily work direction to the Payroll Technicians. Independently performs a broad range of specialized administrative and technical responsibilities in support of Payroll Services. Serves as a technical expert for the most difficult payroll and personnel areas involving the complete review of facts, for such areas as leaves of absence, final settlement payments, dockings, workers compensation and leave accrual rates; a wide variety of record-keeping duties requiring considerable judgment, initiative, and independence, and assists with special projects in support of the Payroll Services Department.
ESSENTIAL DUTIES AND RESPONSIBILITIES include, but are not limited to, the following:
Writes/Modifies/Runs queries and reports from PIMS, CMS, and MyCalPers to ensure compliance with CSU policies and guidelines, State and Federal laws, educational codes and CBAs. Responsible for maintaining data integrity across all systems. Communicate with University Personnel, Management, and employees when corrections are needed. Provide appropriate policy information and documentation to University Personnel, Management, and employees to support any needed corrections.
Reconciles all Accounts Receivables with the State Controller's Office and University Accounting. Processes and reconciles all taxable benefits programs.
Reconciles pay received during the month to ensure pay and deductions are correct and the appropriate attendance certification. Researches and rectifies incorrect payments by contacting the State Controller's Office and/or preparing the necessary correcting documentation. Reviews and audits monthly department and individual employee attendance reports for compliance with established CSU and campus rules and regulations.
Assists the Payroll Manager in reviewing and documenting payroll policies. Recommends changes to improve the quality and services for payroll. Works with Payroll Manager, University Personnel, and campus departments to coordinate workflow and activities to ensure seamless operations.
Other Functions:
- Keys updates in the employee database, provides subpoenaed payroll records, completes employment verifications, and federal loan forgiveness forms, researches pay and employment history problems, responds to inquiries and answers questions related to payroll procedural policies and regulations.
- Prepares notices for employees to explain attendance errors and discrepancies, salary overpayments and the employee's repayment options. Prepare letters for faculty on leave of absence, detailing the impact the action will have on pay and benefits.
- Performs other job-related duties and special projects as assigned.

Thorough knowledge of and ability to apply extensive expertise to complex programs and/or administrative specialties, including pertinent laws and regulations. Demonstrated expertise in and advanced knowledge of the principles, problems, and methods of public and business administration and operational and fiscal management. Expertise in administrative survey techniques, operations and systems analysis, statistical and research methods, and the ability to interpret and evaluate results to develop sound conclusions and recommend new or revised policies.

MINIMUM QUALIFICATIONS:
Entry to this classification requires general knowledge and skills in the applicable administrative and/or program field with a foundational knowledge of public administration principles, practices, and methods. This foundation would normally be obtained through a bachelor's degree and/or equivalent training and administrative work experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices, or programs
SPECIALIZED SKILLS:
Thorough knowledge of Business English and arithmetic, general office methods, procedures and practices. Familiarity and/or knowledge of the Uniform State Payroll Procedures Manual, Personnel Information Management System Manual and other information found in state and university administrative manuals and guidelines. Proficient in the use of personal computers including word processing, spreadsheet and database software. Thorough knowledge of office systems and ability to use a broad range of technology, systems, and packages. Demonstrated ability to address the essential functions associated with this position including the knowledge and abilities identified above.
PREFERRED QUALIFICATIONS:
Technical fluency with the State of California's Personnel/Payroll Information Management System, Oracle/PeopleSoft, CSU Common Management System, Microsoft Office Professional Suite, and Google mail and calendaring programs.

Office environment with standard equipment and tasks. Position requires working at a computer and desk for extended periods of time. May require travel between campus offices and off-campus locations.
