Duties and Responsibilities
· Contribute to the mission of Bowie State University by providing day-to-day oversight and direction in capturing, winning and managing federal contracts.
· Identify, develop, and pursue Federal Government contracts under a variety of contract vehicles, including large, multi-award IDIQs.
· Proven knowledge of US Government contract markets.
· Experience in teaming for captures as a prime and subcontractor on bid/proposals.
· Build, develop, and manage trusted relationships with key agency decision makers and executives to promote and position Bowie State University to pursue and win contract opportunities.
· Manage all business development efforts while leading efforts to understand ongoing customer requirements and capture follow-on business.
· Demonstrate an excellent understanding of Federal Acquisition Regulations, applicable state and local acquisition regulations and industry-specific matters to ensure accurate and effective communication with prospective and current customers.
· Build relationships with external stakeholders including federal agencies and small businesses as well as internal departments to match faculty and student research and training with pertinent opportunities.
· Develop and execute business development plans and coordinate business development efforts with the Office of Research and Sponsored Programs executive leadership team to achieve revenue targets.
· Develop and manage a high-quality, detailed contract opportunity pipeline for year-to-year growth.
· Develop the marketing strategy and actively participate in industry events for relationship building to build capacity and expertise to win and manage federal contracts across multiple federal agencies.
· Identify teaming opportunities with other HBCUs and federal government contractors with complementary products and services and manage such relationships effectively.
· Support the proposal preparation and development processes by providing customer and competitive insights.
· Ensures timely reporting and monitoring of federal contracts.
· Act as lead in securing funding from multiple sources and work in tandem with Research and Sponsored Programs to identify potential funding sources and manage funder relationships.
· Hire, train, and develop staff to successfully manage and grow federal contract business.
· Hold staff accountable for delivering quality work on time. Mentor and manage performance as necessary.
· Act as role model and exhibits a high level of leadership, fosters transparency and is fair in all dealings with staff.
· Assist with various projects as assigned.
Minimum Qualifications
Education
- A Bachelor’s degree is required. A Master’s Degree preferred.
- A minimum of five (5) years in business development and project/capture manager experience in government contracting and acquisitions.
- A minimum of three (3) years in managing staff.
- Successful track record of developing leads, proposal development, and winning contracts with federal agencies.
- Experience in the Government proposal process and working knowledge of the Federal Acquisition Regulations, applicable state, and local acquisition regulations.
- Experience with the General Services Administration schedules and multi-award IDIQ contracts.
Strong knowledge and experience with program management, compliance, developing performance metrics and reporting.
