Laney College

Job Description Summary

Under direction, the E.O.P.S. Counselor performs a variety of duties in the Extended Opportunities Programs and Services Department.

Duties & Responsibilities

• Provides academic, career and personal counseling for students served by Extended Opportunity Programs and Services.
• Plans, organizes, develops and coordinates programs and services directed at serving EOPS students.
• Assists program coordinator in the implementation of the Cooperative Agencies and Resources ( CARE ) Program.
• Establishes and maintains liaison with community agencies and college programs that may prove useful to EOPS students.
• Teaches college orientation and career and life planning classes for EOPS students.
• Assists with training and supervision of peer advisors.
• Conducts presentations and workshops for EOPS students, including orientations for new students and workshops for students on progress probation.
• Provides narrative and statistics for the EOPS Program.
• Develops exit, follow-up and program evaluation.
• Attends counseling department staff meetings, EOPS staff meetings, professional conferences and meetings.
• Participates with staff to recruit EOPS students.
• Develops educational plans and reviews the EOPS Student Mutual Responsibility Contract with students.
• Arranges assessments, college orientations and tutoring for EOPS students.
• Maintains quality counseling records for EOPS caseload.
• Participates in EOPS campus/community outreach efforts .

Counseling schedule may include evening or weekend hours as part of contract assignment. Counselors are expected to use and keep abreast of advanced counseling methods, including the use of current and future technologies, to support student learning and career objectives.

The E.O.P.S. Counselor is also responsible for providing a full professional service week that may include, but is not limited to:

• Maintenance of office hours;
• Performing departmental duties such as program and curriculum development, evaluation and revision, selecting appropriate program materials, and working with administrators and other faculty to develop a comprehensive pre-collegiate program;
• Participation in professional activities such as departmental and campus committee work, faculty peer evaluations, staff meetings and participation in the governance structure of the College and District;
• Pursuing professional growth activities to remain current;
• Performing professional outreach activities (e.g., working with administrators and other faculty, as part of course development and depending on need, by participating in an industry advisory committee for a program, working with intersegmental education partners (high school, adult school and other colleges) and industry partners to design and implement effective basic skills curricula and career pathways in the discipline, etc.);
• Performing other related duties as assigned.

Minimum Qualifications

1. Possession of a Master’s Degree from an accredited college or university in counseling, rehabilitation counseling, clinical psychology, counseling psychology, guidance counseling, educational counseling, social work, or career development;
AND
Completion of a minimum of nine (9) semester units of college course work predominantly relating to ethnic minorities or persons handicapped by language, social, or economic disadvantages;
OR
2. Completion of six (6) semester units or the equivalent of a college level counseling practicum or counseling field-work courses in a community college EOPS program or in a program dealing predominantly with ethnic minorities or with persons handicapped by language, social or economic disadvantages;
AND
Two (2) years of occupational experience in work relating to ethnic minorities or persons handicapped by language, social or economic disadvantages.
OR
3. May submit a fully satisfied lifetime California Community College Counselor Credential. ( THE CREDENTIAL WILL NOT SATISFY THE REQUIREMENT FOR TENURE ) (California credentials were no longer issued after July 1, 1990)
OR
4. The equivalent qualifications. (Candidates who claim equivalency must provide conclusive evidence, as clear and reliable as the college transcripts, as required by the District Equivalency Application Form. Refer to the Equivalency Procedures below. Equivalency is not a process to waive the minimum qualifications).
5. Applicant must have demonstrated cultural competency, sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, and ethnic backgrounds of community college staff, faculty, and students.

Desirable Qualifications

1. Experience working with community groups, particularly in high-risk communities.
2. Bilingual skills in area language groups.
3. Experience in collaborating with others in a services program.
4. Experience in using personal computers for students, tracking, transfer and employment information and communication.
5. Possession of a Ph.D. Degree from an accredited college or university.
