Position Purpose

Directs the development and implementation of the College’s health and welfare plans, including but not limited to group health and dental plans, life insurance, disability plans and retiree benefits. Responsible for overall strategy, design, management, communication and compliance. Provides leadership in the development, planning, implementation, coordination, assessment, and continuous improvement of a comprehensive health and prevention program to enhance the physical and emotional wellbeing for more than 9,000 College employees, retirees, and family members.

Bachelors plus 6 or more years' experience or combination of education and experience

Required Qualifications - Skills, Knowledge and Abilities
  • Eight+ years’ experience in benefits evaluation, design, implementation and administration
  • Two+ years’ experience supervising a benefits team
  • Vendor management experience including evaluation, selection, contract negotiation and administration, and day to day oversight and management of service level agreements
  • Expert knowledge in benefit program areas including health and welfare, retirement plans, wellness, benefits regulations and compliance, and data information privacy and security
  • Excellent verbal and written communication skill with proven ability to articulate complex information across a variety of stakeholders including Senior Leadership
Preferred Qualifications
  • CEBS certification
  • Demonstrated success managing a team, including hiring, developing, and coaching staff
  • Knowledge of a wide variety of communications techniques to build awareness, engagement, utilization and value of a benefits program
  • Excellent analytical, modeling, problem solving and project management skills
  • Strong organization skill with the ability to manage multiple high priorities
  • Strong experience and skill at proactive collaboration with a wide variety of individuals and teams
  • Proficiency with MS Office software including Word, Excel, and PowerPoint

Key Accountabilities

Description

Directs and drives innovative benefit program strategies, including oversight and/or preparation of recommendations, proposals, RFPs, benchmarking analyses, financial analyses, and communication material to ensure relevant, cost effective and competitive benefit programs

Leads, develops, and coaches, a team of benefits professionals – accountable for the day to day management and administration of benefits programs to ensure consistency and adoption of best practices

Description

Oversees and manages the design, administration and evaluation of the College’s health and welfare benefit programs, wellness offerings, retirement plans, leave programs, and retiree benefits. Such programs include but are not limited to group health and dental plans, FSA, HSA, life insurance, and disability plans. Develops proposals to select vendors, measures performance, maintains relationship with vendors. Directs the annual health plan renewal process providing research, statistical analysis, and recommendations. Oversees all benefit program events including preparation for and execution of the annual open enrollment cycle. Responsible for benefits audits. Develop policies and procedures related to benefits, and work with leadership and committees as needed.

Description

Ensures compliance with government regulations related to benefit and wellness plans (i.e., ERISA, ACA, IRS, HIPAA, COBRA, FMLA, IRC 125, and Medicare). Analyzes the impact of legislative or regulatory changes which impact our benefits and wellness programs. Works with outside consultants and attorneys as necessary. Ensures timely preparation and filings of Forms 5500 and other government filings and reports. Responsible for updating plan documents, SPDs and other critical and time sensitive documentation

Description

Oversees benefits communication and education programs, including wellness programming, introduction of benefit program changes, regulatory changes, or vendor changes. Counsel and advise employees and supervisors on matters concerning benefits. In collaboration with designated Chair, provides direction to the College Benefits Council. Responsible for providing research, analysis, presentations, and coordination of vendor information/presentations to the College Benefits Council.
