Position Purpose

The Emergency Management Specialist, under the supervision of the Campus Emergency Manager, provides operational support and development of Dartmouth emergency preparedness and business continuity efforts, and coordinates, plans, develops, and implements emergency preparedness/disaster response processes and procedures. Attends and supports emergency preparedness sub-committees and workgroups; networks with emergency response community partners to coordinate preparedness efforts as directed. Maintains an awareness of the responsibilities and support needs of College Administrators. Helps to coordinate and manage the Emergency Operations Center during actual events/emergencies.

· Two years of relevant experience.
  • Well organized and ability to communicate with a broad range of people across campus.
  • Leadership and consensus building skills with operational problem-solving and decision-making experience desired.
  • Knowledge of Emergency Management principles, guidance, practices, and resources, including but not limited to tenets of the National Incident Management System ( NIMS ), Incident Command System ( ICS ), Federal Emergency Management Agency ( FEMA ) Comprehensive Preparedness Guide ( CPG ) 101, and the Homeland Security Exercise and Evaluation Program ( HSEEP ).

Key Accountabilities

Description

Program Organization – 35%
  • Contributes to the design, development, coordination, and implementation of the Dartmouth’s All-Hazards Emergency Operations and Business Continuity Plans and Protocols and all Incident Specific Plans.
  • Assists in the development of training materials and conducts training to meet the needs of our students, faculty, and staff for any specific emergency situation.
  • Builds relationships across campus and with local, regional, state, and federal agencies to improve interdepartmental cooperation in emergency situations.
  • Assists in the development of regular Emergency Preparedness Drills. Exercises will incorporate local, regional, state, and federal partners where appropriate and possible. Actions shall include collection and consolidation of all drill findings and preparation of corrective action plans.
  • Participates in the monthly meeting of the Emergency Planning Group ( EPG ), and the quarterly meeting of the Emergency Response Team ( ERT )




Program Management – 35%
  • Supports Dartmouth’s compliance with the Incident Command System and National Incident Management System as recommended by the Department of Homeland Security, FEMA, and the Department of Education. Supports compliance with federal and state requirements for higher education institutions including the Clery Act.
  • Supports the management of DartAlert, Dartmouth multimodal mass notification system; conducts annual tests of the system and training all systems authorized users (i.e. Initiators); maintains notification groups and lists, and message templates up to date
  • Assist departments in the development of their individual Emergency Plans, and assists with maintaining a centralized system of Emergency Response and Business Continuity Plans for the entire institution.
  • Investigates, researches, and makes recommendations regarding best practices with respect to emergency preparedness. Tracks corrective actions that arise from drills, exercises, and actual events. Identifies systems and operational problems, proposes solutions, and works to build consensus.
  • Assists in the development of outreach materials to educate community members on Emergency Preparedness
  • Maintains the Emergency Preparedness and Department of Safety and Security websites.
  • Supports the identification, procurement, stocking and inventory of supplies and equipment needed to support emergency preparedness and response across campus.
  • Assists in the planning, coordination, and conduct of exercises to test and evaluate emergency plans (i.e. emergency drills, table-top exercises, practice evacuations, etc.) and documents them accordingly in After Action Reports ( AAR ) documenting exercise activities and tracks Improvement Plan actions items.
  • Support Dartmouth’s AED program including placement, maintenance, and maintaining functionality after use.

Committees/Professional Development – 20%
  • Participate in the Emergency Planning Group ( EPG ) committee.
  • Provides project management support for EPG workgroups responsible for developing specific needs associated with various emergency scenarios/conditions including both internal and external events.
  • Attends and presents materials at local Emergency Preparedness meetings to develop relationships with other regionally large institutions as needed.
  • Attend and represent Dartmouth at the Office of Emergency Management, at the local and state levels and at internal and external meetings and conferences as directed.
  • Presents emergency preparedness lectures/training at the request of faculty and staff.

Emergency Response/Action – 10%
  • Supports the development and maintenance of Dartmouth’s emergency response capability for biological, radiological, and chemical spills and serves as liaison to fire departments.
  • Conducts inventory, calibration and periodic testing of necessary systems and equipment.
  • May serve as an incident command staff for emergencies on campus.
  • Supports development of Action Plans for planned events and during emergency response to incidents.
  • Sends out emergency message via DartAlert, Dartmouth multimodal mass notification system, during emergencies.
  • Emergency Operations: During a planned event or a no notice emergency on campus Dartmouth may activate the Emergency Operations Center ( EOC ) to provide situational awareness or coordinate response and recovery operations. This position will take a leadership role in the EOC and will help Incident Command structure, coordination and information sharing is occurring amongst various departments.
  • Provides first response to incidents, performing initial assessment and evaluation of problems. Serves 24/7 “on call” to provide technical information and emergency response assistance to the College.
  • Prepares After Action Reports to summarize response to incidents accounting for a review of all stages of response (from planning, training, response, mitigation, to business continuity and recovery).
