Job Description Summary
Under general supervision of the Chief of Police, plans, organizes, oversees, and coordinates the daily activities of various patrol shifts or other College Police support unit(s). Manages and evaluates supervisory personnel and police officers. Performs specialized work in protecting life and property, enforcing violations of criminal laws, and the rules and regulations of the college. Conducts administrative and criminal investigations, training and/or the performance of special service or assignments. Consistently monitors the overall job performance of supervisory police personnel to ensure adherence to College and Departmental policies and procedures.

Minimum Qualifications
EDUCATION AND EXPERIENCE
- An Associate’s Degree with a concentration in criminal justice, law enforcement, police science, or social science is preferred. Any combination of higher education, training and experience which would produce the required competencies for the position can also be considered.
- Must have at least three years of experience as a certified police officer with command level experience, or a university or campus police command level officer, or a school resource officer commander, or as a private security services manager at an institution of higher education.
- Must have supervised personnel at the command level and managed programs and services directly related to this profession for at least two years
- Must be able to obtain and maintain a Special Police Officer certification for the State of Maryland, and comply with all Maryland Police and Corrections Training Commission requirements
- Thorough knowledge of College and Department operations, methods, policies, procedures and practices
- Knowledge of relevant Maryland Annotated Codes and the local criminal justice system
- Ability to analyze problems and adopt an effective course of action
- Ability to motivate, encourage and reinforce the best work from others

ESSENTIAL DUTIES
- Manages specific units of the College Police, such as operations, crime prevention, and/or administration, relays orders and messages from superiors
- Oversees the supervision of personnel, which includes work allocation, strategic deployment, training, enforcement of internal procedures and controls, and problem resolution
- Responds to major incidents reported to the College Police and ensures that all personnel are following emergency management protocol; assumes command of incidents as appropriate for the situation
- Organizes personnel and equipment to respond to the scene of emergencies and disturbances as necessary
- Reviews police reports, logbooks, record management systems to ascertain that information is recorded in conformance with regulations; determines the need for follow-up; determines the appropriate distribution of information throughout the college community
- Manages and participates in the development and implementation of goals, objectives, policies, and priorities for the Department
- Assists subordinates in performance of duties; reviews cases with subordinates as appropriate, and provides guidance and direction
- Responds to the public, both orally and in writing regarding department activities
- Coordinates the selection, orientation, training, and evaluation programs for department personnel
- Provides or coordinates staff training to ensure Department personnel are trained and educated on changes in laws, statutes and regulations enacted by federal, state and local legislative bodies
- Identifies and resolves staff and other operational deficiencies
- Represents the organization at various college community meetings, committees
- Promotes existing and new programs and/or policies that support and promote Community Policing
- Plans, schedules, supervises, reviews and evaluates work of subordinates
- Inspects Police Officers and other Supervisory personnel for appearance in accordance with the General Order Manual
- Reviews, documents and submits attendance, leave and other administrative records and reports as required.
- Evaluates and provides quality control of incident reports
- Responds to calls for service as appropriate
- Supervises Crime Prevention programs, events, and activities
- Assists Police Officers during investigations at crime scenes and ensures applicable regulations and procedures are followed
- Provides oversight for the enforcement of traffic laws and regulations on campus property
- Evaluates performance and makes recommendations for personnel actions when appropriate
- Presents oral testimony in court; and College related administrative hearings
- Coordinates, plans, and organizes personnel and equipment to participate in Special Events and activities hosted by the College
- Interacts in a collaborative manner with members of the College community, and visitors to the campus
- Provides assistance and advice to students, faculty, staff and visitors on campus security policies and procedures
- Coordinates and participates in special events; and details such as transporting victim/witnesses, and college officials as needed
- Provides information and/or assistance to the public, victims, and witnesses concerning available services provided by the College and College police
- Reports the existence of dangerous or defective conditions to the appropriate college departments
- Adheres to all policies and procedures outlined in the College Police General Orders Manual, or any Standard Operating Procedure, Special Order, Directive or Memorandum issued by the Chief of Police.
- Understands and carries out the federal regulatory obligations of the College under the Jeanne Clery Disclosure of Campus Security Policy and the Campus Crime Statistics Act (Clery Act), Title IX of the Education Amendments of 1972, and the Drug Free Schools and Communities Act.
- Assists as appropriate in the preparation of the Annual Security Report required by the Clery Act.

SPECIAL REQUIREMENTS
- Must meet and maintain all MPCTC standards for a certified police officer.
- Must complete MPCTC Administrator Training Course within 12 months from the appointment date.
- Must be willing and able to work flexible day, evening, night, weekend, and holiday shifts, and be willing and able to work required overtime for College-sponsored events and college registration, both on campus and extension centers.
- Ability to communicate effectively in spoken and written standard English.
- As required by the 1986 Immigration Act, be prepared to present acceptable documentation showing your identity and that you are a U.S. citizen or an alien authorized to work.
- A background investigation will be conducted before the offer of employment. If selected for an interview, a signed authorization to release personal information will be required.
