Job Summary:

The Human Resources Assistant position supports the fulfillment of the College’s mission, values, and strategic goals by providing specialized support in administering various human resources functions, programs, systems, and procedures. Working within the HR team, this position helps coordinate and process daily operations such as part-time employee benefits administration, new employee onboarding, staff performance review systems, FMLA / OFLA tracking, and general customer service.

Required Qualifications:

Education, Training, and Experience: A high school diploma/ GED, and a minimum of two years’ work experience working in human resources, administrative support, customer service, or closely related; OR an equivalent combination of education, training, and experience that would enable the full performance of all aspects of the job.

Knowledge, Skills, and Abilities: Requires at least intermediate-level technical skills, knowledge of office methods and practices, including filing systems, strong record-keeping, report writing and documentation skills. Must have word processing, writing, math, database, and spreadsheet skills. Requires the ability to communicate technical information to non-technical users. Must be able to deal effectively with a wide variety of personalities and situations requiring diplomacy, friendliness, poise, and sensitivity, in person and over the phone. Must be able to analyze and determine employees’ eligibility for benefits programs. Must be able to determine and maintain confidentiality. Requires the ability to interpret, apply, and explain pertinent laws, regulations, and policies relating to employment and recruitment. Must be able to work effectively under pressure, analyze situations accurately, develop an effective course of action, and organize and prioritize a wide range of duties to meet required schedules and timelines. Must be able to work respectfully with people from all backgrounds, cultures, ethnicities, and perspectives. Must be able to work effectively with situations requiring clarity, empathy, and discretion.

Preferred Qualifications:

Bilingual skills (English and Spanish) are preferred.

Physical Requirements and Working Conditions:

Work is performed in an office environment with frequent interruptions. There is minimal exposure to health or safety hazards. Position is subject to pressures and periodic stress due to time constraints and deadlines. There is considerable use of a computer, no special coordination beyond that used for normal mobility and handling everyday objects and materials is needed to perform the job satisfactorily.

Essential Duties:
  • Provide assistance and guidance to part-time faculty enrolling in medical insurance under provisions of Oregon Senate Bill 551. Work with the Benefits Coordinator to ensure completion of online enrollment through the OEBB benefit management system. Assist with the setup of benefit deductions in Banner for all newly eligible part-time faculty and returning part-time faculty due to changes during open enrollment, qualifying events, etc. Track enrollment data and provide reports.
  • Perform shared receptionist duties, including providing information and assistance via telephone, face-to-face, and e-mail on various matters requiring detailed knowledge of rules, procedures, policies, precedents, and Human Resources activities. Respond to inquiries regarding position openings and hiring processes. Assist employees with the navigation of self-service features within WebRunner (our online system). Open and distribute daily department mail.
  • Perform outreach on the College’s recruitment platforms, including: LinkedIn, Indeed, Handshake, and other job boards where job advertising has been purchased on behalf of the College. Coordinate with the department advertising purchases for open positions. Follow up with receipts and invoices, and submitting them in for processing.
  • Maintain the advertising spreadsheet with pricing and options for postings. Coordinate with the Marketing Department for the creation of recruitment flyers and social media campaigns.
  • Assist with processing Form I-9’s; verify and record appropriate documentation of new employees. Research and stay informed of federal requirement changes and communicate changes as needed to HR staff and departments. Obtain quarterly reports and follow up on missing forms. Track temporary work eligibility and refer expirations to the supervisor.
  • Enter new part-time employees into Banner database. Establish new employee personnel files. Process weekly hiring report to the Department of Justice. Coordination of the process of Policy Acknowledgment forms to new employees.
  • Assist with the staff appraisal process by determining which employees must be reviewed based on established guidelines. Contact appropriate staff and disseminate evaluation materials. Follow up to ensure the appraisal process is completed in a timely manner and according to required standards. Maintain schedules and enter into Banner. Prepare statistical reports. Notify HR manager and vice presidents of appraisals not completed.
  • In consultation with HR Analyst, receive and log official faculty transcripts, stamp transcripts, upload transcripts electronically into the repository, and file originals. Complete Laserfiche™ transcript upload process tasks as assigned.
  • Assist with FMLA / OFLA /Paid Leave Oregon documentation collection, and leave tracking. Enter Monthly leave reports into Banner for tracking purposes. Research and stay informed of federal and state changes to FMLA / OFLA /Paid Leave laws and requirements. Update related forms and processes to remain compliant with the laws and needs of the College.
  • Collaborate on Laserfiche processes and projects with the HR Specialist. Assist in the creation and revision of digital and physical forms relating to the HR business functions.
  • Perform special projects such as data compilation for reports and surveys. Work with the HR team in developing process improvements and utilization of existing technology to improve services for students, college employees, and the community. Attend meetings, trainings, and seminars as needed to maintain current knowledge in areas of responsibility.
  • Perform other related duties as assigned.

This is an on-campus position, 19 hours a week position, hours are to be worked between 8 am and 5 pm.
