The anticipated hiring range for this position is $90,600 – $120,950. The full salary range is $90,600 – $151,300.

The salary of the finalist(s) selected for this role will be set based on a variety of factors, including but not limited to, internal equity, experience, education, specialty and training.

The above salary range represents the University’s good faith and reasonable estimate of the range of possible compensation at the time of posting.

Position Summary

The Executive Director of Equal Opportunity, Title IX Coordinator and ADA Coordinator (“EO Executive Director”) reports directly to the General Counsel of Metropolitan State University of Denver (the “University”) and has the primary responsibility for leading efforts to comply with federal, state and local laws, regulations and agency guidance as it relates to civil rights, allowing the University to provide an open, diverse and inclusive learning and working environment.

Duties/Responsibilities

The EO Executive Director serves as the University’s official Title IX Coordinator and is responsible for the University’s compliance with its anti-discrimination policies, as well as federal and state anti-discrimination laws, managing The Office of Equal Opportunity, which includes overseeing the University’s response to EO grievances and Title IX complaints, and providing training to the University community regarding compliance with these laws. The EO Executive Director is also responsible for managing and annually updating the University’s Equal Opportunity/Affirmative Action Program (“AAP”) so it complies with federal guidelines. More specific duties and responsibilities include the following:
  • Oversee prompt, effective, and equitable intake, investigation, and resolution of all complaints of discrimination made known to responsible employees and/or reported or filed by students, faculty, employees, third parties, or by members of the broader community;
  • Coordinate efforts including the development, implementation, and monitoring of appropriate disclosures, policies, procedures and practices designed to comply with federal and state statutes, regulations, and case law requiring the prompt and equitable resolution of all complaints pursuant to relevant civil rights laws, including Title IX;
  • Provide leadership, direction and supervision for all activities of the University’s EO and Title IX programs including consulting with relevant policy-making bodies and senior personnel for the purpose of advising, clarifying and identifying necessary action to eliminate sex and/or gender- based discrimination in all educational programs and activities, to ensure that access to facilities, opportunities, and resources is equitable throughout the University;
  • Provide or arrange for ongoing training, consultation, and technical assistance on equity, discrimination and Title IX issues for all students and employees;
  • Develop, implement and coordinate campus-based strategic efforts aimed at the prevention of sexual violence and other forms of discrimination;
  • Develop and disseminate educational materials, including brochures, posters, and web-based materials that inform members of the University (students, faculty, administrators, staff, and parents) of Title IX rights, responsibilities and resources both within and external to school/campus premises;
  • Conduct and/or oversee all aspects of civil rights investigations, including the provision of appropriate notice, determining the scope of investigation, ensuring appropriate remedial measures and compliance with timelines and the delivery of any investigation reports;
  • Ensure that all investigators are adequately trained and supervised;
  • On behalf of the University, serve as principal contact for government inquiries related to civil rights law enforcement, including Title IX;
  • Is the University’s liaison with and receives complaints on behalf of the University from all federal, state and local civil rights enforcement agencies and prepares or assists with the preparation of all reports and responses required by those agencies;
  • Conduct annual civil rights briefings for new administrators, faculty, and staff;
  • Perform an annual review of the University’s overall AAP (i.e., availability analysis, utilization analysis, job group analysis, promotion analysis, salary analysis, termination analysis, evaluation of selection rates for adverse impact analysis) to identify problem areas and deficiencies and to assess the University’s progress toward meeting the goals, timetables and other objectives established by the Program. As necessary, the EO Executive Director shall recommend that the work force and utilization analyses, goals, and timetables in the Program be updated and revised. The results of each annual review shall be reported to the President of the University in a formal, written “Annual Affirmative Action/Equal Opportunity Report”;
  • Supervise and manage EO/Title IX Office staff; and
  • Perform other duties as assigned by the General Counsel and/or President;
  • Responsible for coordinating the efforts of the University to comply with Title II;
  • Interpret federal and state laws regarding equal access for people with disabilities and their applicability to the University;
  • Monitor and ensure compliance with state and federal disability laws;
  • Develop and maintain relationships with University disability advocacy groups and disability community;
  • Monitor and improve the physical, electronic and programmatic access to the University, its programs, and its services for persons with disabilities;
  • Provide guidance to employees (including supervisors) and students regarding issues relating to disabilities and accommodations;
  • Develop and manage budget for improvement of provision of accommodation, employee training related to persons with disabilities;
  • Coordinate efforts of other employees who work on disability issues, including those who process accommodation requests for students and employees;
  • Work with and coordinate the work of the ADA Advisory Committee.
Required Qualifications
  • Master’s degree
  • Five (5) years of experience with demonstrable record of knowledge and experience in:
  • Leading Equal Opportunity and Affirmative Action programs and/or departments in a large educational institution, state or federal agency, or private sector organization.
  • Experience Investigating claims of discrimination, harassment, or other related claims and writing investigative reports.
  • Experience interpreting & applying applicable federal and state laws, regulations, and executive orders pertaining to equal opportunity and affirmative action.
  • Experience developing and implementing training programs regarding applicable federal, state, and local civil rights laws and regulations.
Preferred Qualifications
  • Doctorate or JD
  • Seven (7) years of executive level experience in EEO /AA.
  • Seven (7) years of experience in conflict resolution and mediation.
  • Certification in conflict resolution or mediation.
  • Five (5) years of supervising staff.
  • Seven (7) years of combined experience working in civil rights at an accredited institution of Higher Education, Federal or State Civil Rights Agency (e.g., OFCCP, EEOC, OCR, CCRD, etc.) or large private sector organization.
Experience serving as an EO Director and/or Title IX Coordinator for a college or university.
  • Familiarity with the University, its programs, its employees, and its students.
  • Know or ability to learn about ADA and other laws addressing the rights of people with disabilities, such as Section 504 of the Rehabilitation Act, 29 U.S.C. § 794.
  • Ability to work cooperatively with employees and persons with disabilities.
  • Organizational and analytical skills.
  • Experience with ADA Coordinator responsibilities and with people with a broad range of disabilities.
Work Hours

M – F 8:00 a.m. – 5:00 p.m. Special Events for the President’s Office periodically on evenings and or weekends.
