State Training and Development Manager

We are searching for an experienced State Training and Development Manager at our Detroit campus location.

Essential Functions (Job Duties):

In collaboration with other Levin Center State Oversight Academy staff, the State Training and Development Manager develops, markets, and implements the Academy’s oversight training program to state legislatures across the United States. Essential functions include a) managing the implementation of oversight training and technical assistance programs to state legislatures, b) promoting oversight excellence and innovation, c) raising public visibility of state oversight, and d) supporting and leveraging civic education. Reports to Director, Levin Center. Job duties are as follows:

Oversight Training and Technical Assistance:

Implements the state legislative oversight training program, including developing and delivering the training curriculum; developing and executing marketing plans and pricing structures; building relationships with state legislators and legislative service organizations; and coordinating, training, and managing contract trainers and technical assistance providers. Develops opportunities to provide technical assistance to state legislatures and other oversight entities.

Promote Oversight Excellence and Innovation:

Builds and maintains a virtual oversight news hub by tracking oversight news in the fifty states and implementing strategies for informing legislators and other practitioners about important oversight news, research findings, leaders, and oversight-related best practices. Work with State Oversight Academy’s Academic Director and Levin Center colleagues to identify data, research studies, and findings that can serve as the basis for an evolving master list of oversight best practices and help to identify leaders who may qualify for recognition for their contributions to state oversight.

Raise Public Visibility of State Oversight:

Develops and implements symposia, panel discussions, master classes, online tutorials, podcasts, newsletters, social media posts, and other programming and educational content that increase public visibility and understanding of state oversight.

Develops strategies and measures, including research-based metrics, aimed at enabling the media and the public to grasp the importance of oversight and gain visibility into the oversight performance of state legislatures.

Support and Leverage Civic Education:

Assists the Center’s efforts to expand its civic education programming and leverage opportunities to work with programs such as the YMCA’s Youth & Government program to build relationships with state legislatures.

Performs other related duties as assigned.

Qualifications:

Requires a Bachelor’s degree in Public Policy, Political Science, History, Economics, English, Marketing, Government Relations, Public Relations or other liberal arts or science, technology, engineering, mathematics or related field. An advanced degree (Master’s, JD or PhD) is preferred.

Requires 5 or more years’ experience working as a legislative staff person, oversight, or investigative professional at the state (preferred), federal, or local level or in a similar role. Other relevant experience may include developing and implementing programs and building stakeholder support for programs, conducting and/or analyzing academic research and scholarship in law, political science, public policy, economics, or related fields.

Knowledge, Skills, and Abilities:
  • Knowledge of the legislative process and legislative oversight at state (preferred), federal, or local level.
  • Highly skilled in oral and written communication and proficient in the use of traditional as well as social media to communicate ideas and to brand and market SOA’s oversight training program, oversight resource hub, and other programs.
  • Enthusiastic about good government and fact-based civic discourse.
  • Highly personable and skilled at building relationships in a wide variety of settings.
  • Ability to work with state legislative leaders and staff and legislative service organizations to identify their needs and shape program offerings that can improve legislatures’ oversight capacity and performance.

Working Conditions:

Normal Office environment. Remote work permitted. Willingness to travel to state capitals to develop relationships with and deliver programs to state legislators.
