Assistant General Counsel at Rowan University, Office of General Counsel

The Office of General Counsel at Rowan University is seeking to fill the position of Assistant General Counsel. This position will report to the General Counsel, and will support the University's mission and commitment to excellence and diversity in our students, faculty, staff and all other activities. The Office of General Counsel (OGC) is a fast-paced, high-volume environment that provides a high level of legal services to the University. This position provides guidance and strategic legal counsel to a diverse group of leadership within the University, on a wide variety of legal issues which arise from the day-to-day operations of a growing, complex public research institution, including, but not limited to higher education regulatory and compliance matters, employment law and discrimination, employment litigation, student related matters, litigation management, contract review and negotiation, compliance, privacy, constitutional law, health and immigration law.

The successful candidate may also provide guidance and strategic legal counsel on issues including, but not limited to complex contract review and negotiation, finance, construction, public entity issues such as the Open Public Records Act and Open Public Meetings Act, litigation management, compliance, privacy, constitutional law, health and immigration law.

The successful candidate will enjoy learning new areas of the law and will work well under pressure. The successful candidate will have the ability to exercise sound independent judgment, and will work collaboratively and cooperatively with other members of the OGC team and members of the University.

Primary Responsibilities include:
  • Providing counsel and advice on student related and employment related matters, including but not limited to Title VI, Title IX, Title VII, the New Jersey Law Against Discrimination, and the Americans with Disabilities Act.
  • Providing counsel and advice on complex contracts negotiations, public entity issues, finance, and construction law.
  • Responding to administrative agency actions relating to student and employment discrimination matters.
  • Managing external counsel on litigated matters, particularly in the area of student and employment complaints and other related matters.
  • Working as a team-player in providing advice on a variety of complex legal matters in a fast-paced, high-volume environment.
  • Advising on matters related to FERPA.
  • Negotiating, drafting, and administering a broad variety of contracts, agreements, affiliation agreements and other legal instruments memorializing the diverse activities of a large dynamic organization.
  • Using litigation experience to find non-litigation solutions to achieve beneficial resolutions.
  • Providing legal advice and recommending courses of action to resolve legal, procedural, or administrative issues in compliance with all applicable legal standards.
  • Conducting legal research and providing analysis, written and oral advice, and training as needed to keep the University and the members of OGC current on laws and regulations impacting the University.
  • Supervising the work of outside counsel and coordinate with the Attorney General of New Jersey on University legal matters as required.
  • Assisting in issues that arise from the University’s two medical schools as needed.
  • Other related duties as assigned.
Minimum Qualifications:
  • J.D. degree from an ABA accredited law school;
  • Excellent legal research and writing skills;
  • Admission to the New Jersey Bar;
  • At least five (5) years’ experience as a practicing attorney;
  • A commitment to diversity and the ability to work with divergent personalities;
  • High ethical standards;
  • Demonstrated expertise through at least 3-5 years of experience in employment law and/or higher education regulatory/compliance, and/or representation of public entities and complex contract negotiations.
