Essential Functions (Job Duties):

Plans, organizes and coordinates day-to-day control and management involving the formulation, execution, and/or analysis of the School of Medicine's General Fund, Salary Reimbursement agreements and Teaching/Resident contracts. Directs IT personnel in identifying or creating new reports to meet the reporting needs for the SOM administrators, staff and upper management. Develops, implements, monitors, and ensures compliance of financial and operational contractual obligations. Optimize use of available funds and meet changing financial needs and requirements; directly oversees specifically assigned programs, systems, funds and controls.

Plans, directs and supervises Budget Analyst III and Budget Analyst II.

Reviews and examines budget estimates for completeness, accuracy, and conformance with procedures and regulations.

Evaluates monthly financial performance against the plan, prior year, and forecast.

Evaluates implication of Budget Requests and identifies alternatives when necessary.

Directs preparation of monthly, quarterly, annual, and ad-hoc financial analyses and reports to maintain expenditure control.

Identifies requestor's needs, develop responsive methodologies and coordinate the collection, analysis and reporting of results.

Responds to inquiries, provide explanations and interpret, modify or revise results as necessary to assure an understanding of pertinent issues and conclusions.

Works with IT team on software/database maintenance, structure and data integrity.

Conducts needs assessment; develop and enhance computerized accounting and reporting systems.

Provides guidance, assistance and expertise to University Physician's Group to promote operational consistency and efficiency.

Qualifications:

Education: Bachelor's degree

Bachelor's degree from an accredited college or university or an equivalent combination of education and/ or experience. Degree concentration in Finance, Accounting, Mathematics or Statistics.

Experience: Expert (established subject matter expert, 7+ years experience)

Minimum of 7 years experience utilizing WSU systems in performing specialized analysis and reporting. concentration in Finance, Accounting, Mathematics or Statistics.

KNOWLEDGE, SKILLS AND ABILITIES:

BUSINESS KNOWLEDGE: Extensive knowledge of and experience with University organizations, practices, programs and computing systems (WayneBuy, HRMS, FMS, Hyperion, Cognos). Extensive knowledge of business operations and polices of external agencies and university affiliates.

TECHNICAL KNOWLEDGE: Knowledge of accounting or finance practices and principals. Extensive Knowledge of computers and software applications used in business settings (e.g. Microsoft Office, Excel, PowerPoint and Access)

ANALYTICAL SKILLS: Demonstrates the ability to apply analytical and logical thinking to gathering and analyzing information
Makes valid and reliable evaluation of information
Proposes and evaluates alternative solutions to achieve organizational goals

PROBLEM SOLVING SKILLS: Strong analytic and problem resolution abilities. Identifies and resolves problems in a timely manner. Gathers and analyzes information skillfully.

Establishes and maintains effective relationships with customers and gains their trust and respect. Proactively identifies customer issues and quickly and effectively resolves customer problems.
