About the Position:

The Office of Institutional Effectiveness and Planning (OIEP) is seeking a Database Programmer/Analyst to fulfill its on-going efforts to build data integration and warehousing solutions to support both business intelligence and analytical applications for decision making in institutional effectiveness and planning.

 

The position provides technical expertise for the development, maintenance, and documentation of OIEP Oracle databases which are essential to support the development of dashboards and data visualizations. The goal is to provide access to easy-to-use tools for university leaders and campus partners/colleagues.

 

The Database Programmer/Analyst will report to OIEP’s Director of Business Analytics. The incumbent will work in the office on the Fairfax Campus with potential for up to two days of telework.

 

Responsibilities:

  • Create, maintain and organize Oracle data tables; Extract data from a variety of sources of records, including Banner, to create and maintain Oracle data tables for web report development, SAS scripts and/or other office applications; Lead in creating comprehensive datasets for use in SAS Viya and other dashboard tools; Create, update and maintain written documentation of processes and procedures used to create/update all datasets and tables maintained by OIEP; Design, automate, schedule, load jobs from source data and multi-location databases with data flows and synchronization mapping; Develop web-based applications and provide website support and maintenance as needed; Provide analytical support for research requests; Work with Information Technology Services to ensure smooth transitions with upgrades to Oracle, firewall, applications, and other IT issues in order to maintain proper functioning of OIEP website tables; and Identify BI/analytics tools and analytical applications for developing institutional research and assessment dashboards.

 

Required Qualifications:

  • Bachelor’s degree in Computer Science, Information Systems, Management Information Sciences, Engineering, or a related discipline, or equivalent combination of related education and experience; Experience using SAS, SQL, SPSS, or other comparable statistical program for complex analysis and decision support; Demonstrated Oracle application development experience (i.e., SQL, PL/SQL), expertise in SQL Developer or other SQL database management tools; Knowledge and understanding of RDB technology, OLAP and server tools; Knowledge of ERP e.g., Banner / PeopleSoft; Demonstrated ability to develop code to extract and merge data from multiple platforms; Demonstrated ability to develop code to validate and provide summary statistics; Demonstrated ability to develop code for web applications as well as knowledge of web development tools and programming languages (e.g., JavaScript, CSS, JQuery, Coldfusion, Python) and Content Management Systems (e.g., WordPress, Drupal); Ability to apply analytical and critical thinking skills, particularly to identify data (in)consistency, definitional clarity, etc.; Demonstrated written and verbal communication skills with various technical and non-technical audiences, including information technology groups; and Must be a self-starter with a demonstrated ability to work independently and effectively manage time and resources to maximum advantage.

 

Preferred Qualifications:

  • Master’s degree in related field; SAS certification; Database certification; Knowledge of programming in SAS or SPSS or other comparable statistical programs; Working knowledge of front-end reporting tools such as SAS Visual Analytics and SAS Visual Statistics, and Microstrategy, for easy access to institutional data; and Experience in a Higher Education setting.
