Department Summary

The College of Arts and Sciences is the hub of learning, research, and academic excellence at the University of Oregon. The CAS Business Office (CBO) provides services in the areas of budget and finance, accounting and purchasing, grants, human resources, stewardship administration, and event services to departments within the College of Arts and Sciences.

The mission of the CBO is to provide consistency through centralized services, offering our expertise in processing a wide variety of business operation transactions and functions, including acting as a liaison to the Business Affairs Office, Purchasing and Contracting Services, University Human Resources, Payroll Administration, and Sponsored Project Services, Stewardship Administration, and Event Services. We are committed to providing superior customer service and creating partnerships with our customers to ensure their needs are fulfilled to the highest standard.
Position Summary

This position manages and provides hands-on work for personnel and pay actions, annual processes, monthly payroll processing, and reporting for all employee groups in CAS. CAS is home to approximately 750 faculty, over 1000 graduate employees, and 200 administrative employees. This position will also manage projects for strategic initiatives, plan and execute administrative processes, and recommend and implement process improvements.

This position regularly exercises independent judgment and develops unit policies and procedures involving personnel and office staffing resources. In addition, they interpret and apply the appropriate policies, procedures, rules, and regulations to ensure compliance with all applicable entities.

This position will support and facilitate effective communication, high standards of workplace conduct, and interpersonal problem-solving with high levels of confidentiality, sensitivity, and cultural awareness. The position is expected to use diversity, equity, inclusion, and accessibility frameworks in every part of its responsibilities.

The person in this position reports directly to the Associate Director, Human Resources, in the CBO. This position will supervise a team of SEIU-represented classified staff who carry out the personnel and pay actions of the College.

As an administrative division of the College of Arts and Sciences, this department will be part of a current transition to a shared services model. Responsibilities for this position will evolve, and it is important that the individual in this role is prepared to support and facilitate this transition and be adaptable to change.
Minimum Requirements

  • Bachelor's degree or equivalent experience and skills.
  • Three years' experience as a human resources professional in a large and complex organization that included any of the following: personnel and pay actions, HRIS data management, compliance, HR analytics, and/or payroll management or time entry.
  • One year of supervisory or lead work experience.

  • Ability to exercise sound judgment, diplomacy, and perceptual objectivity for effective decision-making.
  • Ability to manage change in a complex environment, and adjust planning and activities to support changing priorities.
  • Knowledge of compensation-related laws, rules, regulations, policies, and collective bargaining agreements; understands their impact on the unit, and how to implement and apply them to maintain compliance.
  • Ability to process a high volume of timesheets and pay actions in a timely and accurate manner.
    Preferred Qualifications

  • Work experience at a large university or public sector organization.
  • Human Resources credential (for example, SHRM-CP/SCP, PHR, etc.)
  • Payroll credential (for example, APA-FPC, APA-CPP)
  • Experience with Banner or similar enterprise resource planning system.
  • Experience applying collective bargaining agreements to personnel and pay actions.
  • Experience giving presentations and/or training.
