Introduction:
The Kapi‘olani Community College Vice Chancellor for Academic Affairs (VCAA) serves as the Chief Academic Officer for the college, reports directly to the Chancellor, and is a key member of the Chancellor’s executive leadership team. The VCAA is charged with the overall administration, coordination, management, development, excellence, and integrity of the Office of Academic Affairs, which includes three major academic areas of Arts & Sciences, Health Academic Programs, and Business, Legal & Technology, Culinary, Hospitality, all of which are managed by Deans who report to the VCAA.  In addition, the academic resources support units of the Center for Excellence in Learning, Teaching, and Technology (CELTT) and the Library & Learning Resources (LLR) report directly to the VCAA.

Duties and Responsibilities

A.  Leadership and Management

  1. Responsible for compliance with all applicable University regulations regarding curriculum and programs and ensures implementation of applicable statutes, regulations, and policies.
  2. Serves as the academic liaison within the University community as well as with various related committees, state and federal agencies and infuses a broader perspective throughout the college in support of the college's and the University of Hawai'i system's mission and goals.
  3. Establishes effective working relationships with administrators, faculty, staff, students, and leaders from the university, community, and private and government sectors.
  4. Develops local and national networks through participation in community and national boards to enhance the college's academic vision as well as to address community trends.
  5. Serves on administrative academic committees and represents the college's interests.
  6. Collaborates with the Vice Chancellor for Student Affairs in the support of student success initiatives and services.

B.  Curriculum and Assessment

  1. Oversees the administration, organization, and operation of credit instruction and activities related to learning and teaching with a focus on achieving student learning outcomes, assessing those outcomes, and using the results of those assessments to improve the college's ability to achieve its mission and improve student learning.
  2. Oversees program accreditation applications, course and program outcomes assessment, program reviews, self-studies, reports, and processes in collaboration with stakeholders and the Office for Institutional Effectiveness to ensure participation, timeliness, and effective outcomes.
  3. Promotes the results of assessment to support continuous improvement.
  4. Oversees the coordination and management of internal and external credit course and degree articulation agreements.

C.  Personnel

  1. Supervises and evaluates academic affairs personnel and assures that performance is at an acceptable level.
  2. Provides assistance to the Chancellor in the review, initiation, recommendation, and implementation of matters related to staffing, faculty contract renewals, tenure and promotion reviews, and post tenure reviews.
  3. Plans, develops, encourages, and facilitates faculty professional development and training.
  4. Encourages positive working relationships.
  5. Investigates, resolves academic disputes and complaints involving the public, faculty, staff, and students.

D.  Budget, Planning, and Campus Operations

  1. Sets program goals, missions, and priorities for the college's academic and academic support programs.
  2. Ensures the efficient, appropriate, legal, and ethical use of state, federal, and private funding.
  3. Ensures that there is integration between the planning and budgeting process to optimize the use of financial resources for academic programs.
  4. Provides direction and establishes planning parameters for the development of program plans, budgets, expenditures, facilities, and capital improvements.
  5. Manages the overall development, approval, review, and recommendation of the budgetary process within assigned units and levels of authority.
  6. Assists the Chancellor and Vice Chancellor for Administrative Services in identifying areas for budget reduction or augmentation.
  7. Monitors the operational budgets for the assigned areas of authority to include extramural, special, and grant funds.
  8. Provides support for various functions related to the operations of the campus.

E.  Other

  1. Performs other duties as assigned by the Chancellor.

 
Minimum Qualifications

  1. Master's degree or equivalent.
  2. Attainment of the academic rank of C5 (professor) or have demonstrated a record of comparable professional experience prior to appointment.
  3. Experience in an institution of higher learning involving teaching, counseling, or academic support responsibilities.
  4. Demonstrated ability to provide leadership in instructional and program development.
  5. Knowledge of the relationship between the instructional program and the missions and functions of academic support, student services, and community service.
  6. Evidence of ability to organize activities, to communicate effectively (both orally and in writing), and to inspire and mobilize others and the ability to provide leadership in academic/curriculum development, faculty development, and student learning outcomes assessment.

Desirable Qualifications

  1. Doctorate.
  2. Experience as an academic administrator with an emphasis on personnel management and budget development/execution at a community college or comparable size (7,000 students, 600+ employees) and complexity (liberal arts, and career and technical programs) as Kapi'olani Community college.
  3. Five years of full-time teaching experience in an institution of higher education, preferably a community college.
  4. Knowledge of community college philosophy and of career and technical and liberal arts education.
  5. Demonstrated understanding of issues related to Native Hawaiian or other indigenous, local, and global communities including the unique economic, political, business, and cultural environment of Hawai'i.
  6. Demonstrated understanding of the college's five values: kupono, kuleana, malama, kuloa'a, and kulia.
  7. Familiarity with alternative models and systems of delivery of instruction, learning theories, student learning outcomes, and diverse approaches to effective teaching.
  8. Skills in staff and organizational development, assessment, course development, and computer usage in a post-secondary educational institution.
  9. Experience in motivating people of an ethnically and culturally diverse population through positive, collaborative leadership and consensus building which utilized a clear, vital, coherent, and rational educational vision.
  10. Evidence of commitment to Kapi‘olani Community college’s vision of positioning itself as a model indigenous serving institution whose graduates strengthen the social, economic, and sustainable advancement of Hawai‘i and the world.
