Introduction:
The Dean of Health Academic Programs serves as a key member of the College’s leadership team and serves as the senior manager, lead facilitator, and coordinator for the academic cluster of all health education programs, the most complex cluster in terms of curriculum, admissions, and interaction with accrediting agencies and the professional workplace. The program dean supervises the three department chairs in the Health Education unit and works with them and the vice-chancellors to plan, design, and deliver quality credit and non-credit academic programs and services which are aligned with the College’s mission and strategic directions. In addition, the program dean works with all vice-chancellors in developing and implementing budgets, plans, and assessment as an integral part of the review cycle of academic programs.

Duties and Responsibilities

A.  Academic Leadership and Management

  1. As a key member of the Vice Chancellor for Academic Affairs’ (VCAA) leadership team, the dean:
  2. Serves as the senior manager, lead facilitator, and coordinator for the academic cluster of Nursing, Emergency Medical Services, and Health Sciences
  3. Directs, coordinates, and evaluates the activities of personnel, including support staff, in the academic cluster of Nursing, Emergency Medical Services, and Health Sciences.
  4. Establishes effective working relationships with administrators, faculty, staff, students, and leaders from the university, community, and private and government sectors
  5. Directs the department chairs in the unit and works with them to plan, design, and deliver quality credit and non-credit academic programming aligned with the College’s mission and strategic plan, congruent with contemporary industry and technology standards and situated within the College’s established budgeting, planning, assessment, and review cycles; and in compliance with applicable statutes, regulations and policies.
  6. Works with appropriate administrative staff to address human resources and facilities issues.
  7. Recommends the appointment of individuals to faculty and staff positions in the Nursing, Emergency Medical Services, and Health Sciences departments and evaluates their performance.
  8. Coordinates accreditation self-studies as required by programs with the unit.
  9. Provides leadership in setting priorities for programs and organizes and manages operational resources.
  10. Evaluates both credit and non-credit course offerings, availability, accessibility and develops methods to implement effective collaborative changes to meet, promote, and improve the academic and strategic mission and goals of the college and the University of Hawai’i system.
  11. Promotes the results of assessment to support continuous improvement

B. Administrative Support

  1. Works with VCAA to plan, administer, and control budgets, maintains financial records, and produces financial reports for the Nursing, Emergency Medical Services, and Health Science departments.
  2. Coordinates the writing of grants to procure external funding, and supervise grant-funded projects with the support of the director of the Office for Institutional Effectiveness and the VCAA.
  3. Works with the VCAA, Vice Chancellor for Students Affairs, department chairs and faculty in coordinating and managing outreach/distance learning programs and activities, such as on major neighbor islands and in Wai‘anae, etc.
  4. Provides leadership to departments in review and revision of college policies and procedures, as needed, and coordinates with administrative staff to ensure implementation and compliance with applicable statues, regulations and policies, including but not limited to Equal Employment Opportunity, Affirmative Action and the University’s policies on non-discrimination.
  5. Coordinates with the department chairs, VCAA and Human Resources Office to review staffing needs, conducts interviews and verifies employment and credentials of potential hires, makes a recommendation to VCAA on potential start date and employment offers.
  6. Provides assistance to the Chancellor in the review and recommendation of matters related to faculty contract renewals, and tenure and promotion reviews
  7. Investigates, resolves academic disputes and complaints involving faculty, staff, and students

C. Campus and Community Development

  1. Provides effective leadership and support in establishing and achieving short- and long-term development goals and initiatives toward academic excellence.
  2. Coordinates faculty, staff and/or students on a range of programmatic matters and to promote campus communication.
  3. Represents the College when meeting with business, civic, and governmental officials; non-profit organizations and community residents; serves as liaison to area high schools and district officials;, and promotes the University by participating in community, state, and national events, and by developing partnerships with industry and secondary education institutions.

D. Other

  1. Performs other duties and responsibilities as assigned by the VCAA and Chancellor.

Minimum Qualifications

  1. Master’s degree or equivalent from regionally accredited institution. 
  2. Attainment of the academic rank of C4 (associate professor) experience in an institution of higher learning involving teaching, counseling, or academic support responsibilities OR nine years demonstrated record of comparable professional experience.
  3. Experience must include two years in planning, organizing, and directing a large and complex activity or organization.
  4. Knowledge of community college philosophy, familiarity with career-technical education, awareness of contemporary challenges and issues facing community colleges.
  5. Ability to work effectively with various constituents and decision-making bodies of a college or a large and complex activity/organization.
  6. Ability to organize and communicate effectively orally and in writing.
  7. Effective use of computer applications (word processing, spreadsheet, presentations, etc.) within the working environment.

Desirable Qualification 

  1. Doctorate (Ph.D. or Ed.D.) degree from regionally accredited institution.  
  2. Experience as an administrator or in carrying out administrative responsibilities with an emphasis on education, public administration, organization or resources management, personnel management, fiscal management, and/or grants administration.
  3. Administrative experience in a college at a managerial level.  
  4. Experience in review/revision of academic policies and procedures, accreditation and self-study, grantsmanship, operational planning and resource development, or grievance/complaint investigation/resolution.
  5. Experience in program or curriculum development and evaluation, staff development, personnel supervision, resource development, budget preparation, program and student learning outcomes, educational best practices or computer usage in management of an educational institution.
  6. Demonstrated understanding of issues related to Native Hawaiian or other indigenous, local, and global communities including the unique economic, political, business and cultural environment of Hawai‘i.
  7. Demonstrated understanding of the College’s five values: kupono, kuleana, malama, kuloa‘a, and kalia.
  8. Demonstrated leadership and interpersonal skills working with faculty and staff in a higher education environment and building consensus.
  9. Knowledge of the community service mission of a community college and its interrelationship to instructional programs and support services.
  10. Demonstrated leadership and experience in health-related fields.
  11. Knowledge of alternative models (to include new or emerging technology) for delivering instruction, of academic administration, of learning theory, or similar post-secondary education training.
  12. Evidence of commitment to Kapi‘olani Community College’s vision of positioning itself as a model indigenous serving institution whose graduates strengthen the social, economic, and sustainable advancement of Hawai‘i and the world.
