Business Officer (Assistant Director, Pre-Award & OSRP)

Primary Purpose of Position:
The Business Officer will be housed in the Office of Sponsored Research and Programs (OSRP) and will carry out the following responsibilities: 1. Disseminate federal and non-federal sponsor announcements and funding opportunities to faculty and staff; 2. Provide expert assistance to sponsors, administrators, faculty and staff regarding pre-award grants management functions related to extramural funding (inclusive of one-on-one trainings and workshops); 3. Explain and implement State and Federal regulations, including OMB Uniform Guidance (2 CFR 200) and FAR, that govern research grant & contract activities, respectively; 4. Maintain the University's annual SAM registration; 5. Develop and execute University policies, procedures, and rules for the performance of research and sponsored programs by NCCU faculty, staff, students & contractors; 6. Assist faculty and staff with the navigation of NCCU's internal electronic research administration system; 7. Work collaboratively with principal investigators to determine appropriate budget and justification to carry out proposal objectives- incorporating and taking into consideration factors such as organization and funding agency limitations, set rates (fringe benefits, indirect costs, etc.); 8. Conduct full proposal review to ensure agency and University guidelines have been expressly followed; 9. Upload and submit grant proposals on behalf of the university to sponsors, Federal (Grants.gov, Fastlane, ASSIST, etc.) and non-Federal (including Foundations); 10. Review and submit Just-in-Time (JIT) documents, requests for no cost extension, and progress reports to external sponsors; 11. Accept, review and execute awards from external sponsors; 12. Negotiate terms and conditions for grants, cooperative agreements and contracts on behalf of NCCU; 13. Schedule and facilitate “Start Work Meetings” with relevant faculty and staff to ensure timely implementation of the fully executed award; 14. Verify appropriate compliance documents are completed/ approved prior to post-award management; 15. Oversee the sub-award process including initiating and monitoring sub-recipient agreements on all sponsored research activities and annual reporting to FSRS; 16. Serve as the delegated signature authority on all sponsored research legal agreements for NCCU; 17. Serve as a member of the Associate Provost/Dean of Research & Sponsored Programs cabinet responsible for developing reports detailing proposal and award activity for numerous internal and external stakeholders, and comprehensive goal setting for OSRP in support of growing the University's research enterprise; 18. Prepare updates for all Pre-Award aspects on the OSRP website; 19. Supervise two to three Pre-Award Research Administrators.

Minimum Education/Experience:
Bachelor’s Degree in Business Administration, Public Administration, or related business area; or equivalent combination of training and experience.
All degrees must be received from appropriately accredited institutions.
Optional Guidelines:
- Contributing: Bachelor’s Degree in Business Administration, Public Administration, or related business area; or Associate’s Degree and two years of Administrative, Business, or Financial Management Experience.
- Journey: Bachelor’s Degree in Business Administration, Public Administration, or related business area and two years of Administrative Management or Business Management Experience.
- Advanced: Bachelor’s Degree in Business Administration, Public Administration, or related business area and three years of Administrative Management or Business Management Experience.

Required Knowledge, Skills, and Abilities:
  • The Business Officer will provide professional consultation in all aspects of pre-award management of externally funded (Federal and non-Federal) sponsored research/projects.
  • Must aptly comprehend Federal and State regulations, University and organizational policies/procedures to effectively articulate terms and conditions of award between sponsor and university personnel.
  • Able to analyze financial data to assure appropriate cost principles, F&A, etc. is appropriately budgeted and modifications/transfer requests comply with award terms and conditions.
  • Develop and maintain productive collaborative work relationships with internal and external stakeholders.
  • Assess and respond to apparent and underlying needs of faculty/staff (and department) for the effective implementation of the sponsored research/ project.
  • Plan and direct the work of other grant administrators and remain highly organized and flexible in managing workload.
  • Function with a high level of integrity and independence.
  • Maintain confidentiality within established parameters.
  • Experience with Banner, RAMSeS and/or Cayuse is a plus.
