Job Description Summary / TWC Summary
The Sr. Associate Vice President of Human Resources is responsible for all aspects of management, administration, staffing and development of the TSU Human Resources and Payroll operations. In so doing, organizes, directs and controls the activities and processes of Employment, Employee Relations, Training, Compliance, Employee Records, Benefits, HRIS administration, and Wage and Salary administration for the university. The Sr. Associate Vice President of Human Resources serves as second in command to the Vice President/ CFO .
Essential Duties Summary
Develops and implements the HR Strategic Plan, establishes accountability, identifies solutions to solve problems, and ensures that Human Resources and Payroll policies and practices support and enhance the University’s Strategic Plan. Experience in staff recruiting, employment law, compensation, benefits, employee relations, training, and professional development. Formulates and administers Human Resources and Payroll policies and procedures for the staff of the University. Directs the development of the annual operating budget for Human Resources, manages departmental expenditures, oversees reconciliation of accounts and preparation of financial reports for the departments. Determines and recommends employee relations practices necessary to establish a positive employer-employee relationship and to promote a high level of employee morale. Identifies legal requirements and government reporting regulations affecting Human Resources and Payroll functions. Directs the preparation of information requested or required for compliance. Acts as a primary contact with the General Counsel for outside government agencies. Coordinates employee relations issues with the office of General Counsel and Affirmative Action. Formulates and recommends wage and salary structures, pay policies, performance appraisal programs, employee benefits program and services, and company health programs. Demonstrate a strong commitment to collegiality, mutual respect, and inclusiveness; act in a fair, flexible, honest, trustworthy, and ethical manner at all times. In all instances, build an organization that honors confidentiality and earns trust. Establishes standards, recommends in-house management training programs that addresses university needs across division lines. Administers a wide variety of Human Resources and Payroll programs in support of University objectives while having authority/responsibility for Human Resources and Payroll staff. Selects and coordinates use of Human Resources consultants, insurance carriers, pension administrators, training specialists and other outside sources. Conducts periodic study of staff Human Resources and Payroll policies, programs, and practices to keep top management informed of new developments and significant issues. Prepares periodic reports to top management, as necessary or requested. Directs the efforts of all special events and programs such as the Annual Benefits fair, retirement seminars, training workshops and HR/Payroll presentations to faculty and staff. As delegated serves as a division head in the absence of the Vice President/ CFO . Performs other job–related duties as assigned.

Bachelor’s degree in Business or related field.
Required Licensing/Certification
Senior Professional in Human Resources preferred.
Knowledge, Skills, and Abilities
Strong communication skills both oral, written and in presentations. Ability to work in a team-oriented environment, establishing good working relations with faculty, staff, students, business partners and other institutional constituencies. Demonstrated commitment to promoting cultural diversity, employment equity, and staff development. Advanced skills and ability to utilize computer technology and systems.
Work Experience
Minimum of ten (10) years of increasingly responsible professional human resources management experience. Higher education experience is desirable.
Working/Environmental Conditions
Work is performed within routine office environment with no exposure to hazardous or unpleasant conditions. Physical demands are usually limited to sitting or standing in one location much of the time. Some stooping, lifting or carrying objects of light weight may be required.
