We are seeking aFinancial Analystwho will coordinate and participate in the development and monitoring of the budgeting & finance activities related to the Department of Surgery (DOS). Develop financial reports for forecasting and result analysis to improve the operational and financial effectiveness of multiple business lines, including, clinical, designated and general funds. Assist in financial planning and cost analyses in collaboration with departmental and divisional leadership, faculty, Hospital & University administrators as well as personnel within the Department. Provide leadership and training for new and existing Department finance staff.

Specific Duties & Responsibilities

Financial Management

  • Coordinates and assumes a leadership role in the development of Departmental budgets.
  • Participate in the development of the Departmental fiscal year annual operating budget for submission to the Dean’s Office.
  • Must be familiar with Sponsored Research, Clinical, Discretionary and Unrestricted fund accounting principles within the University setting.
  • Responsible for the development and monitoring of operating funds, joint agreement funds, and designated funds budgets and re-projections, as well as minor and major capital submissions.
  • Works towards revenue maximization by understanding and overseeing the use of various funding sources within the Department.
  • Interprets and reviews financial data to evaluate and determine financial performance and financial projections to assist Department leadership in making overall business decisions.
  • Ensures that expenditures for budgets are monitored and that reports are prepared to maintain balanced accounts, including control salary, default accounts and effort reporting. Prepare and defend budget proposals to departmental and divisional leadership.

Financial Analysis

  • Analyzes complex financial data and extracts and defines relevant information; interprets data for the purpose of determining past financial performance and/or to project a financial probability.
  • Analyzes budget patterns, projects expenditures, and prepares approved budget.
  • Assimilates information from various sources to draw conclusions, to effect change in processes, procedures, and reporting, and/or theorize downstream impacts.
  • Defines problems, collects data, establish facts and draw conclusions with direction (as necessary from others).
  • Must be able to interpret technical and detailed guidelines, policies and procedures, as well as explain or describe moderately complex information and presentation materials.
Financial Planning

  • Plan and conduct complex studies to determine cost and financial results of business activities and improve the operational and financial effectiveness of the DOS. Review proposed operating plans to finance proposed programs to recommend course of action to improve financial performance and/or explore alternative financing methods.

Financial Reporting

  • Create financial systems, structures, and controls to provide tracking, validation, billing, payment and debt reporting.
  • Develop a financial report of operations to summarize the department’s financial performance.
  • Implement quality control and process improvements with regard to overall business process.
  • Uses various software applications, such as spreadsheets, relational databases, cost-accounting systems, statistical packages, and graphics packages to assemble, manipulate and/or format data and/or reports.
  • Design financial reports utilizing the institution’s accounting system data and assist in the dissemination of information in various formats to cost center managers.

Other

  • Serve as liaison between the Department and divisional leadership and finance staff.
  • Function as a departmental resource, answering finance related questions and assisting divisions with financial tasks.
  • Train new and existing finance staff to complete monthly financial reporting requirements and the annual budget.
  • Meet routinely with Department and Division leadership to share financial results, discuss areas of improvement, and propose plans to address weaknesses.
  • Communicate with appropriate internal and external administrative offices to ensure established procedures are followed.
  • Work in formal and informal forums with departmental personnel in issues related to human resources, grant administration, and financial management.
  • Apply working knowledge of applicable laws and regulations; verify documents for completeness and compliance with government and private agencies.
  • Other responsibilities as assigned.

  • Is courteous and pleasant in person and on the telephone with coworkers, patients, visitors, and supervisors.
  • Utilizes proper telephone etiquette.
  • Serve as a representative of the DOS outside of the confines of the departmental office space.
  • Function as a team player and work to maintain harmonious working relationships with coworkers, peers and supervisors.
  • Recognize where coworkers need assistance and take initiative to help.


Minimum Qualifications
  • Bachelor's Degree in Finance, Accounting, Business or related field.
  • Three years progressively responsible related financial/accounting experience.
  • Additional education may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula.

JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience.
