Division Fiscal Officer - Student Affairs

This is a full-time management (MPP) position. MPP employees serve at the pleasure of the campus President. MPPs do not serve a probationary period and never receive permanent status.

This position is a "designated position" in the California State University's Conflict of Interest Code. The successful candidate accepting this position is required to file Conflict of Interest forms subject to the regulations of the Fair Political Practices Commission.

A hybrid schedule is available based on department needs.

Classification Salary Range:

Salary is commensurate with experience.

The anticipated hiring range for this position is $7,795 - $11,693 per month.

About the Department/Position:

Under the general direction of the Senior Associate Vice President (SAVP) and in cooperation with the Vice President (VP) and Leadership Team, the Division Fiscal Officer (DFO) is responsible for the planning, development and administration of all Student Affairs General Fund budgets and other non-General Fund, fiscally related resources of the division, totaling more than $20+M. The DFO will evaluate operational priorities; assure that fiscal resources are aligned with division and University strategic priorities; and monitor, analyze and recommend budget actions to the Student Affairs Leadership Team. The position provides operational guidance and support to Student Affairs departments and programs, with a focus on continuously improving the efficiency and effectiveness of our services to students. The incumbent will serve as the principal fiscal officer and human resources liaison, responsible for leading all budgetary and personnel administration of the division. The Division Fiscal Officer is a senior-level management position that provides leadership and direction to the division.

Overview of Duties and Responsibilities:
  • Ensure that the division's fiscal operations, including both state funds and non-state funds, are in compliance with Chancellor's Office and campus policies and procedures.
  • Serves as the Student Affairs representative for all fiscal matters including accounting, procurement, payroll, student business services, and auxiliary and philanthropic accounts.
  • Conduct financial planning, preparation, and administration of the budget, authorization of financial and business transactions, and budget analysis monitoring and control.
  • Advise the VP, Senior AVP, and Leadership team on fiscal matters related to human resources, including: the creation of new positions; filling of critical vacancies; interpreting and communicating collective bargaining agreements and related personnel policies
  • Assists the Vice President, Senior AVP, Leadership Team, and unit heads with researching sources, developing proposals, obtaining, and supervising funding from outside the university system (grants, contracts, etc).

Minimum Qualifications:
  • Bachelor's degree from an accredited institution and at least five years of progressively responsible experience in financial management and operations, preferably in a higher education setting.
  • Five or more years of progressively responsible office experience including experience with administrative governance, budget, personnel policies, and processes.
  • Direct experience in financial affairs, personnel procedures and fiscal policies in Enrollment Management and Student Affairs in higher education at a multicultural commuter campus.

Knowledge, Skills, and Abilities:
  • Comprehensive knowledge of the federal, State, CSU and University guidelines, policies and procedures in areas of financial management, human resources management, facilities operations, administrative processes, accounting, procurement and property management.
  • Knowledge of the principles and methods utilized for fiscal and personnel management, budgetary preparation, and internal control. A knowledge of modern office and data handling methods, especially computer systems.
  • Strong skills in research, fiscal planning and implementing, supervising, and evaluating programs related to fiscal and personnel management.
  • Develop and maintain effective cooperative and harmonious working relationships in circumstances which may involve the denial of requests and necessity to persuade others to accept a different point of view.
  • Thorough knowledge of administrative issues and solutions involved in operating a complex student affairs division

Preferred Qualifications:
  • Experience managing complex operations and programs, with substantial operating budgets, in a college or university setting.
  • Demonstrated successful leadership skills and the capacity to work collaboratively with diverse constituencies, including students, faculty, staff, and external community members.
  • Ability to think critically and strategically, with a focus on the continuous quality improvement of services to students.
  • Experience with CSU financial management and human resources systems and reporting is highly preferred.
  • Detail oriented, with excellent written and oral communication skills.
  • Superior verbal and written communication skills.
  • Creative, team oriented and conscientious.
  • Manage multiple assignments independently.
  • Analyze and find solutions to problems, set priorities and deadlines, complete projects on schedule and maintain flexibility.
  • Independently interpret and apply a wide variety of budgetary program rules and regulations.
  • Train others in fiscal and personnel areas.
  • Handle highly confidential and sensitive matters.
