The ACCESS Project Lead designs and develops an inclusive post-secondary program for individuals with intellectual disabilities (ID) by planning, implementing and collaborating with all areas of the college.

The position is responsible for meeting grant outcomes and goals within funding parameters; planning individualized supports and services for the academic and social inclusion for students with ID in collaboration with The Arc Northern Chesapeake Region (NCR) and Disability and Student Intervention Services; managing and overseeing the day-to-day operation of the program including working with internal and external partners in developing policies and procedures aimed at meeting the needs of students with ID; and developing and coordinating the application, admissions and registration process in collaboration with the College’s Workforce Development staff/

The Project Lead is responsible for overseeing the development and modification of curriculum which meets the learning needs of students with ID; developing an evaluation process for establishing outcome measures for individual participant success; identifying relevant data points including student enrolment, retention and other program outcomes; developing eligibility criteria for post-secondary admission; and creating a business plan for integrated education for students with ID per the grant.

Other duties include setting up and maintaining a database for monitoring and reporting on number of students with ID, their needs and effectiveness of service delivery for program improvement; supervising an administrative assistant and other support staff; and performing other duties as assigned by the supervisor.

This is grant-funded, exempt, professional staff position. Continuation of the position is based on funding.

Employees of Harford Community College, including instructors for online and virtual courses, must be residents of Maryland or the contiguous states of Delaware, Pennsylvania, Virginia, West Virginia or the District of Columbia; non-residents are expected to relocate to meet this requirement.

A master’s degree in Social Work, Special Education, Disability Studies, or a similar program and three to five years of experience developing and implementing programs for people with disabilities are required, including experience providing or facilitating trainings and technical assistance to parents, students and volunteers designed to increase understanding and acceptance of disabling conditions; experience in developing person-centered planning, e.g. for students and families; and experience creating and conducting assessments of student learning outcomes, including data collection and interpretation/analysis.  Applicants must have demonstrated ability to effectively work with diverse cultural, disability, ethnic and/or underrepresented student populations.

Experience designing and implementing an adult education workforce readiness program for individuals with intellectual disabilities is preferred.
