The University of Maryland, Baltimore (UMB) Center for Information Technology Services (CITS) has an exciting opportunity available for an Application Development Manager for Student Enterprise Applications (Manager, Enterprise Application Development). The selected candidate will manage and oversee the planning and direction of technical resources necessary to develop and support strategic enterprise initiatives for information systems for the campus including Ellucian Banner, Self-Service Banner, Degree Works, and CRM Recruit. The manager will review, evaluate, and recommend objectives, policies, standards, and procedures to ensure that the enterprise applications provided are of high quality and that the needs of the campus are being met. The incumbent will manage enterprise application projects involving software systems and applications, ensure adherence to budget and schedule, and oversee effective communications between information systems personnel and users. This position will have an in-depth understanding of the technical architecture and data structures of Ellucian applications and the ability to use a variety of complex technologies, techniques, and tools to achieve the desired application functionality. Primary Duties:

  • Manage and oversee the planning and directing of resources necessary to develop and support the strategic enterprise development initiatives of the information systems for the campus. Manage enterprise application projects involving software systems and applications, including development of project plans and status reporting. Oversee the student software applications and evaluate campus requirements against available solutions. Provide technical expertise and guidance for all development tasks. Ensure coding standards are established and followed. Coordinate, oversee and/or perform application upgrades. Manage code migrations in development and production environments. Ensure system integrity and efficiency. Identify system inefficiencies and recommend effective solutions. Identify and resolve system issues and work closely with database and systems administration staff to maximize function and effectiveness of enterprise applications. Manage the application modules in collaboration with functional staff and central office staff. Facilitate and lead meetings with technical and functional staff and campus community to plan activities, troubleshoot issues, and design and implement solutions. Ensure documentation, functional and technical specifications are kept up-to-date. Create a cohesive work team that works collaboratively to achieve unit’s goals. Oversee the recruitment, performance, and training of team members and continually reviews strengths and weaknesses of staff to maintain a well-trained, highly involved, and motivated team. Oversee the communication with other team members to ensure project goals are met. Ensure adherence to budget and schedule. Perform other duties as assigned.

    Qualifications    Education: Bachelor’s degree in Computer Science, Information Systems, or a related field.

 

Experience: Five (5) years of experience with ERP software packages (e.g. PeopleSoft/Oracle, Banner, etc.), or other enterprise-wide application software (e.g. COEUS, Maximus ERS).

 

Supervisory Experience: One (1) year of experience at direct management experience.

 

Certification/Licensure:  N/A.

 

Other:  N/A.

 

Preferred Experience: Experience with Ellucian Banner General, Application Navigator, Admin Common, Student, Financial Aid, Accounts Receivable, HR and/or Financials. Hands-on experience with Oracle database, PL/SQL, Pro*C, Java, Grails, Banner Extensibility, Ellucian Solution Manager (ESM). Experience with Ethos integrations and GIT, GITHUB or other toolkits is a plus. Experience in programming/analysis with a specialty in Ellucian enterprise applications. Extensive experience with all aspects of software development lifecycle from inception to implementation.

Hiring Range: Low to mid-$140,000s, commensurate with education and experience.
