    POSITION PURPOSE: The Office of Safety and Risk Management (SRM) contributes to a total learning environment by providing support, guidance, and leadership.

    Under general direction of the Hazardous Materials Manager, the Chemical Hygiene Officer performs moderate to complex duties in support of the University's Chemical Hygiene Plan. The position is responsible for implementing the Chemical Hygiene Plan, monitoring, and assessing hazardous and unsafe situations, and developing measures to assure the safety of faculty, staff, and students, with respect to chemical, mechanical, electrical, environmental, and biological safety. The incumbent will ensure Cal/OSHA, EPA, Ed Code and CSU standards are maintained with respect to the storage and use of chemicals on campus. The incumbent will have the authority to discontinue the laboratory activities of any individual or program that is not in compliance with mandatory safety regulations and reporting or are engaged in unsafe laboratory practices. In addition, the position will provide critical oversite of all laboratories within the campus and will have access to all state buildings where chemicals reside.

    DUTIES & RESPONSIBILITIES:

    Chemical Hygiene Plan Administration
    • Responsible for developing, implementing, and maintaining the Chemical Hygiene Plan for the University which is designed to eliminate or minimize employee exposure to hazardous chemicals in laboratories.
    • Monitor, review, and seek ways to improve the chemical hygiene plan.
    • Collaborate with administrators and other employees to assist in the development and implementation of appropriate chemical hygiene policies and practices.
    • Promote a culture of safety and appropriate chemical hygiene practices.
    • Assist Principal Investigators/Course Instructors in the development of appropriate laboratory safety procedures.
    • Ensure all SDS forms are available and current in Risk & Safety Solutions.
    • Keep current on legal requirements concerning regulated substances.
    • See that appropriate audits are maintained.
    • Help building marshals and department chairs to develop precautions and adequate facilities.
    • Oversight of chemical stockroom.
    • Provide regular, formal, chemical hygiene and housekeeping inspections in stockrooms and storerooms, laboratory ventilation, sinks and clean up areas, etc.
    • Regularly inspect all safety and emergency equipment such as fume hoods, fire equipment, eye stations and deluge showers, protective apparel, etc. to ensure it is in good working order.
    • Maintain records such as training inspections, medical, inventory, accident, and spills records, etc.
    • Utilize mobile devices and tablets to operate assessment, inspections, and chemical inventory.

    Administrative/General Duties
    • Review all purchase orders that include chemical reagents.
    • Monitor procurement, use, and disposal of chemicals used in the lab.
    • Work with supervisor and campus units to coordinate workflow and activities to ensure seamless operations.
    • Identify and determine cause of problems and develop and present, in writing, recommendations for improvement of established processes and practices.
    • Work with supervisor to initiate and implement plans to solve problems.
    • Maintain contact with customers and solicit feedback for improved services.
    • Maximize productivity through proficient use of appropriate software applications and technology, planned training and performance initiatives.
    • Prepare progress reports and inform supervisor of project status and deviation from goals.
    • Ensure completeness, accuracy and timeliness of all operational functions.
    • Prepare and submit reports as requested and required to meet department goals and compliance requirements.
    • Assist supervisor in communicating and maintaining guidelines and procedures to support the functions of the unit.

    Training
    • Ensure proper annual training of Technicians through planning, scheduling, assigning, and administering appropriate EH&S safety & compliance training for affected individuals including technicians, faculty, and students.
    • Create training material including manuals, online training, desktop procedures, standard operating procedures and other educational materials to train campus administrators and others on features of RSS.
    • Review all lab procedures, including all new procedures to be introduced.
    • Ensure that staff training, and facilities are adequate for materials ordered.
    • Inform of and enforce chemical hygiene rules with all workers.
    • Provide adequate training for all workers regarding safety, chemical hygiene and chemical hazards.
    • Determine the appropriate protective equipment required and ensure that it is available and in standard working order.

    REQUIRED QUALIFICATIONS:

    EDUCATION & EXPERIENCE – Bachelor's degree in chemistry, occupational health, industrial hygiene, or related science degree and/or equivalent training and four (4) years of recent (within 3 years) administrative work experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices, or programs in a laboratory or chemical storeroom setting.

    SKILLS, KNOWLEDGE & ABILITIES (SKA's) –
    • Regular and reliable attendance is required.
    • Thorough knowledge of and ability to apply expertise in the theories, principles, methods, and practices associated with the Chemical Hygiene Program, including applicable internal policies and procedures and pertinent laws and regulations.
    • Ability to respond to hazardous materials emergency situations, incidents, or accidents in a calm and professional manner.
    • Thorough knowledge of federal, state, and local hazardous waste management regulations requiring substantial judgment and discretion in interpreting and applying them.
    • Substantial and broad knowledge of public and private entities including their organizational and operating structures, internal systems, and functional areas, as well as the impact of critical external entities on an organization.
    • Ability to integrate and apply this knowledge to anticipate problems and assess the impact of proposed solutions on various organizational areas.
    • In-depth knowledge in project management including research and analytical methodologies.
    • Ability to interpret and integrate complex data and information to formulate appropriate courses of action which have broad and far-reaching impact.
    • Ability to understand and analyze moderate to complex problems from a future-oriented and broad interactive perspective and readily develop proactive solutions that integrate strategic goals into tactical operations.
    • Ability to effectively use applicable information systems and applications in analysis, research, and reporting activities and projects.
    • Ability to effectively communicate with and influence high-level and diverse contacts inside and outside of the CSU system.
    • Ability to effectively use all communication methods and formats and to use expertise, as well as persuasion and negotiation skills, to build consensus to achieve short- and long-term goals and objectives.
    • Computer literacy in a PC based Windows environment is required, with particular emphasis on Microsoft Word, Excel, PowerPoint, Outlook, Risk Safety Solutions, CSU Learn and CSU Bridge and the internet to assist in the preparation of correspondence, reports, calendars, and other documents as required by this position.
    • Demonstrated ability to research, draft and compose communication correspondence and standard departmental reports.
    • Ability to organize multiple assignments, set priorities, meet deadlines; reschedule assignments based on shifting priorities, and following up on assignments independently.
    • Demonstrated customer service experience requiring a very high level of diplomacy and professionalism.

    PREFERRED QUALIFICATIONS:
    • Certified Chemical Hygiene Officer (CCHO).
    • Specialized training in chemical hygiene, Certified Industrial Hygienist, Certified Safety Professional, Certified Radiation Safety Officer.
    • Previous experience serving as Chemical Hygiene Officer and running a Chemical Hygiene Program.
    • Five years of experience in an academic laboratory position
    • Experience coordinating logistics for programs and/or special events.
    • Demonstrated skills in an institutional/educational environment utilizing a customer-oriented and service-centered attitude

    PHYSICAL DEMANDS: LIGHT WORK – involves mainly sitting, up to 25% standing or walking; lifting medium weight objects limited to 25 pounds.
