POSITION PURPOSE:
Under the general supervision of the Dean of the School of Social Sciences and Education, the Credential Analyst is responsible for a broad range of credentialing functions which include reviewing, analyzing, evaluating and processing applications for California public school teaching credentials and certificates. The analyst provides information, assistance and advice to students, staff and faculty pertaining to state standards, rules, regulations and requirements as determined by CCTC and the California Department of Education; responsible for adhering to the CCTC approved credential program requirements; maintain historic credential program related documentation related to CCTC program approvals, credential-related fees and subject matter program content.

REQUIRED QUALIFICATIONS:
EDUCATION & EXPERIENCE –
Credential Analyst I: Equivalent to one year of experience evaluating academic qualifications of applications for public school credentials, certificates, or permits.

OR
Credential Analyst II: Equivalency of two years of experience in the review, analysis, evaluation, or processing applications for teaching credentials, certificates, or permits.
Equivalency of one year of the above required experience may be equated with any combination of the following:

SKILLS, KNOWLEDGE & ABILITIES (SKA's) –
Knowledge of State standards and requirements for the full
range of teaching credentials.
Knowledge of educational practices related to employment of
teachers with credentials, certificates, or permits in California
school systems.
An understanding of the credentialing process.
Thorough knowledge of school internship programs; and a general
knowledge of teacher preparation programs.
Knowledge of university internship programs.
Knowledge of teacher preparation programs.
Demonstrate customer service experience requiring a very high
level of diplomacy and professionalism.
Ability to use tact and diplomacy to effectively handle a broad
range of high level and sensitive interpersonal situations with
diverse personalities, and to respond appropriately to conflicts
and problems.
Ability to initiate, establish, and foster communication and
teamwork by maintaining a positive, cooperative, productive work
atmosphere in the University with the ability to establish and
maintain effective working relationships within a diverse
population and with those from various cultural backgrounds.
Excellent communication skills: ability to effectively
communicate information in a clear and understandable manner, both
verbally and in writing.
Thorough knowledge of English grammar, spelling, and
punctuation.
Ability to interpret, communicate and apply policies and
procedures.
Demonstrate ability to maintain a high degree of
confidentiality.
Excellent organizational and time management skills with the
ability to set own priorities to coordinate multiple assignments
with fluctuating and time-sensitive deadlines.
Excellent computer skills and competence with a variety of
computer applications including word-processing, spreadsheets,
databases, on-line systems, Internet as well as online calendaring
and email.
Working knowledge of or ability to quickly learn University
infrastructure, policies, and procedures.
Knowledge of PeopleSoft.
Must be willing to travel and attend training programs off-site
for occasional professional development.
Must be able to work overtime, occasional holidays and adjust
working hours to meet special jobs. May be called back periodically
to perform work as needed on an emergency basis.
Regular and reliable attendance is required.
PREFERRED QUALIFICATIONS:
Bachelor's degree (preferably in related area)
Experience with PeopleSoft.
Demonstrate skills in an institutional/educational environment
utilizing a customer-oriented and service-centered attitude.
PHYSICAL DEMANDS: SEDENTARY WORK – involves mainly sitting; minimal walking and standing; lifting light weight objects limited to 15 pounds.

Credential Analyst I
- Review, analyze and evaluate credentials, Added Authorizations, Supplemental and Subject Matter Authorizations to determine credential eligibility for CSUB students.
- Review applications for credentials, checking for accuracy and completion of all state, CSU, and university requirements.
- Maintain thorough knowledge of all relevant credential requirements and policies determined by the CSU Bakersfield School of Social Sciences and Education, the California State University system, and the California Commission on Teacher Credentialing (CCTC).
- Provide support, advising and answer various inquiries, regarding the credentialing process, requirements and issues via phone, email, and in-person.
- Verify completion of program requirements to all inquiring school districts, and county offices.
- Provide information to staff and faculty regarding changes/updates in state standards, County Office of Education regulations and credential policies and procedures as needed.
- Assist prospective and current intern candidates with program information, policies, procedures, and application process.
- Review for internship eligibility and provide eligibility letters to intern candidates, districts, and county office.
- Respond to and maintain open communication with school districts and county office personnel.
- Receive and distribute CBEST, CSET and RICA exam reports to faculty and staff. Upload into PeopleSoft for processing.
- Receive and distribute appropriate CTC alerts, PSD News and Highlights.
Credential Analyst II
- Develop and maintain thorough and comprehensive knowledge of all relevant credential requirements and policies determined by the CSU Bakersfield School of Social Sciences and Education, the California State University system, and the California Commission on Teacher Credentialing (CCTC).
- Run transcripts and fingerprint clearance certificates for credential applications
- Independently review applications for credentials, checking for accuracy and completion of all state, CSU, and university requirements.
- Review, analyze and evaluate Added Authorizations, Supplemental and Subject Matter Authorizations to determine credential eligibility for CSUB students .
- Submit credential recommendation to CCTC via online system .
- Prepare correspondence to credential students, school districts, county offices and CCTC.
- Maintain credential completer data; files; historical documentation.
- Provide support and advising to various inquiries regarding the credentialing process, requirements and issues via phone, email and walk-ins
- Verify completion of program requirements to all inquiring school districts, county offices, and the CCTC.
- Provide relative information regarding changes/updates in state standards, County Office of Education regulations and credential policies and procedures with staff and faculty.
