Duties

  • Manages, negotiates, analyzes, and executes the support agreements for the University for which the Operations Directorate is the proponent.
  • Coordinates draft agreements with functional activities to ensure all agreements include all support services required by customer/university activities.
  • Obtains required signatures from key players and reviews agreements to ensure completeness such as terms of funding and manpower, proper coordination of agreements, appropriate signatures, and consistency with regulations and policies.
  • Develops internal operating procedures to facilitate monitoring on existing agreements and directs the review and appropriate disposition of those agreements.
  • Develops, publishes and maintains written policies and procedures that govern the implementation of the NDU Government Purchase Card Program.

  • Required to obtain/maintain a Financial Management Level 2 Certificate in accordance with the National Defense Authorization Act (NDAA) 2012.
  • Obtain/maintain Secret security clearance.
  • Must submit a Financial Disclosure Statement.

Qualifications

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-11 within the federal service, which demonstrates the ability to perform the duties of the position, is required.

Specialized experience is defined as (1) managing negotiating, analyzing, and executing support agreements; (2) analyzing details of the support on proposals for new support agreements; AND (3) ensuring processes and procedures are in compliance with established guidelines and policies.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education is not substitutable for specialized experience for this grade level.
