Scope of Job:
Responsible for the oversight and operation of the regulatory compliance program in research. Provides leadership and guidance to the operations of the Human Research Protections Program and the Institutional Review Board; Animal Use in Research and the Institutional Animal Care and Use Committee; Research Involving Recombinant or Synthetic Nucleic Acid and the Institutional Biosafety Committee.

Description of Duties:
  • Provides oversight for activities under the Office of Research Compliance, including but not limited to daily management, coordination, communication, planning, implementation, and monitoring.
  • Establishes and implements short- and long-range goals, objectives, metrics, and standard operating procedures; monitors and evaluates operational effectiveness and effects changes required for improvement.
  • Develops, directs, and implements compliance program components including faculty and staff training, monitoring, record keeping, monthly and annual reporting, and other compliance issues that meet the applicable government and local regulations and the institution’s policies and practices.
  • Directs the design and delivery of communication and education programs in various formats for topics within the scope of oversight.
  • Maintains university assurances with federal agencies.
  • Acts as a liaison for university faculty, staff, administrators, and legal counsel to interpret and resolve research compliance issues.
  • Leads or assists in investigations arising from allegations of non-compliance.
  • Supervises assigned personnel, which includes work allocation, training, and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance.
  • Ensures confidentiality regarding subjects, records, and review of issues.
  • Assists in development of UTRGV policies and procedures regarding responsible conduct of research.
  • Develops and fosters effective working relationships between Principal Investigators, UTRGV departments, agencies, and Sponsors.
  • Keeps abreast of issues and developments in current/emerging issues in research administration and compliance by reading journals, attending professional conferences, and maintaining effective communication with colleagues nationwide.
  • May serve on various boards, committees, and operating groups, both internally and externally.
  • Performs other job-related duties as assigned.


Supervision Received:
General supervision from the assigned supervisor.

Supervision Given:
Direct supervision of assigned staff.

Required Education:
Master’s degree from an accredited university in relevant discipline such as Business Administration, Public Administration, Psychology, Sociology, Education, or related sciences.

Licenses/Certifications:
None.

Required Experience:
  • Three (3) years of progressively responsible experience related to research administration, experience with federal regulations pertaining to research; or
  • Five (5) years of the required experience related to research compliance with a Bachelor’s degree from an accredited university in Business Administration, Public Administration, Psychology, Sociology, Education or related sciences.


Preferred Experience:
Experience obtained in a university setting.

Equipment:
Use of standard office equipment.

Working Conditions:
Needs to be able to successfully perform all required duties. Office environment; some travel and weekend work is required. UTRGV is a distributed institution, which requires presence at multiple locations throughout the Rio Grande Valley.

Other:
Knowledge and understanding of federal/state/local regulations and compliance policies pertinent to research. Ability to perform complex tasks and to prioritize multiple projects. Ability to foster a cooperative work environment. Strong interpersonal and communication skills; ability to interact effectively with academic leadership, faculty, funding agencies, and trainees. Ability to present to small and large groups. Ability to supervise and train assigned staff, including organizing, prioritizing, and scheduling work assignments. Ability to resolve complex problems and issues in a timely and collaborative manner.
